M. at the Village Hall. Councilmen present were Messrs: Bov~~den, Sylvester, Cornelius, Valier and Bledsoe. Also present were Robert Harp, Village Clerk and ~~Filli~,m A. Lord, Village Attorney. The meeting was opened. tirith pr.:+.yer and the pledge of allegiance to the flag by Councilmen Bledsoe• The minutes of the meeting held June 14, 1966 were read. Cornelia moved, second by Sy vester and uhanimo~asly passed that the minutes be amended to read that the Village ~nager is authori~~:d ~CO ha ve the strut ligit at Bunker Place in the vicinity of the J. Dudley Ca',lioun residence shaded as previously requested by Mr. Calhoatn. Bledsoe moved, second by Valier and un~.nimously passed that the minutes be amended to read that Councilman Coraer.i.us is to meet ~~ith Police Chief Duseabery to consider the manning of the police desk on a 24 hour a day basis and not to act upon the entire police de~.rtment budget for fiscal year 1966 - 1967. Sylvester moved, second by Bledsoe and passed that the detailed reading of the Treasuren~s report for. June 1966 be waived. The Village Clerk recapped the Treasurers re~rt. The report and disbursements for the month of June were approved upon motion by Sylvester, second by Bledsoe and passed. Balances on hand at June 30, 1966 were as follows: First Bank of Jupiter/Tequesta Petty Gash Community Federa 1 Savings and Loan Fidelity Federal Savings and Loan Account balances were as follows: Operating Account Petty Cash Capital Fund Streets, Roads and Drainage Fund The Sinking Fund Ba]a.nce was $16,175.56. $1.1,012.81 25.00 24,667.06 .10.213.62 $45.918.49 -~. $32,03?.93 25.00 8,225.2? 5,,630.29 $ 5 918.49 The Village Mana,ger~s Report for the month of June was read and approved. n ~J Police Chief Dusenbery presented the Police Department report for June 1966 and the Civil Defense report for June and both were approved. Councilman Sylvester praised the work of Officer Gawn in the recent apprehension of persons taking turtle eggs and praised the work of the entire police department with all council- concvrring. Councilman Valier reported that the ambulance is now in operation by the North Palm Beach County First Aid Squad and that additional funds are needed to pay for the unit. He also reported work is progressing on the United Fund Program for the area. The North Palm Beach County Home ATursing Service is also in operation 1~. He also reported that the Jupiter Inlet Commission is presently having rock and sand removed from Ju;;iter inlet, The mee•vb ng was advised that voters must register to be el:.gib3e to Grote $.n the .~upitPg Inlet Commission election to be held in November at •~he same tame as the gens~^al election. This is an addit- ional registration to t_~:e one for voting in Federal, Stca,te and County elections and the Village Clerk nand ~puty Clerk have been appointed as registration officers by the Jupiter Inlet Commission for precinct number 2. Councilmen Sylves~cer reported that the owners of the Bessemer Properties on Jupiter Island are interested in coming into t'ae Vi~7.2,ge anal Attorney Lord is to contact them about this. Cou~ci?man Sylvester appointed a citizens committee to investigate the procuring of a Village Beach. The members of the committee are: Mr. John Teare - Tequesta Mr. James Worth -Country Club Point Mr. Haro?d Jerger- Ridgewood• • Mr. Robert Reaney- Blair House The appoints were approved by the Councilmen. Councilmen Sylvester reported he believed a street light should. be installed on Willow Road at the Baker property and that the street light on Willow Road at the Blair house should be shaded as prev7tously requested by Mr. Paul Ogle and that other areas should be worked out as problems arise. Sylvester moved, second by Cornelius and passed that a street light be in- stalled in the right-of~aay of Wi]3bw.Road at the North side of Lot No. 64, Ridgewood Homes, Section 2.(The Baker property.) Councilman Sylvester re~rted that no definite action had been taken by the State Road Department as to the location of the new bridge accross the Intra- coastal Waterway. Col. Herman W. Scholl, Jr. reported that the new bridge would have a vertical clearance of 65 feet. The bridge ,isa prsently third priority with a possibility of being moved up in priority today at a meeting of the Cabinet. Councilmen Bledsoe reported that work was progressing on the entrance at U. S. No. 1 and Tequesta Drive; that sod had been laid; street name plates are to be paced on the rocks and high growth in the center of the island. is to be re- moved and other improvements made to the island. The Village Clerk gave second reading by title only to an Ordinance amending Ordinance No. 43 and the zoning map thereunder to include the zoning of a parcel of land annexed to the territorial limits of the Village of Tequesta, by Ordinance • No. 115. (This ordinance zones the DiVosta pro erty on Jupiter Is]a,nd R-3 MULTIPLE FAMILY (HIGH RISE) DVdi;LLING DISTRICT. Cornelius moved, second by Valier and passed that the second reading be approved. A discussion ensued on a proposal recen.tl~r presented by Burnup and Sims, inc., of Wset Palm Beach, to provide Community ~~:ea~~ '.~Y.ievi.sion Service to the Village of Tequesta on a franchise basis. ~a.c1~ couucil~an had received a copy of the pro- posal and a sample franchise ordinance.'~he Village Manager quoted information as submitted in the proposal for the benefit of persons in the audience and members of council. Cornelius moved, second by $ylvester and passed that the Mayor • negotiate a franchise fee with Burnup and Sams, Inc, so that the matter ao old. be given further consideration by the council prior to the granting of a franchise. Drai~,ge in all sections of the Vil]age was discussed at great 1Nngth. Mr. McCabe, Mr. Zoller and Col. Schul3 spoke on behalf of the Tequesta Country Club and the difficulties and inconvenience caused by the flooding of the golf course and various stmt areas in the community during the recent heavy rains. The drainage situation in Jupiter in the Pines and along Tequesta Drive and Seabrooit Road was also discussed and it was the general feeling of the councilmen that piece meal, emergency repairs would not be a proper solution to the problems. Councilmen Cornelius stated the Village did not have foods with which to make ma,3or improve- ments to dra,f~ge and that perhaps special assessments might be necessary to accomplish improvements. Sylvester moved, second by Valier and passed that various catch basins be cleaned out at once. In order to find out what the answer to the drainage problems is, Bledsoe moved, second by Sylvester and passed that estimates be obtained for the coat of an overall drainage plan for~the entire Village and outlying areas to be prerpared by a qualified engineer. It was ex- plained that some of the problems were occuring because the drainage in some of the subdivisions had not been completed and and adequately provided for by the various developers. Mr. Ralph Cabanni.s asked what the Village intended to do abut the drainage on Old Dixie Highway at the Rinker~s Plant. Iie was advised ths.t this was a coulaty road and the Village Manager «a.s instructed to can.,act Comtaissaoner Van ~aessell about this matter. It was also'suggested that Village residents should contact the commissioner about this drainage problem. Councilman Sylvester stated he thought the council should consider studying the types of business which might want to come into the Village i.n the C~-2 a~+.tolosale Commercial and Light Industrial District oa ~ilr~d"Ave~'~ west of the F.E.C. Residences 3 residences 34 The Village Clerk advised that the Tax Certificate Sale was held on June l5 as scheduled and that no oae attended to bid on certificates on four parcels of land.
