Councilmen present were A2essrs: Bowden, Sylvester, Cornelius., Va,lier and Bledsoe. Also present were Robert Harp, Village Manager and Clerk and '~tilliam A. Lord, Village Attorney. The meeting was opened with prayer and the pledge of alle- gianco to the flag bg Councilman Cornelius. The A!Lir_utes of the previous meeting were read. Comncilman Cornelius moved that the Aiinutes oa Page 3, which stated that he moved that the discussion on GATT be tabled, had not messed for lack of a seeoat, be amended to read that "Councilman Cornelius withdrew his motion after being advised that Mr. Boynton was present is the audience to specifically hear the discussion oa this subject". Motion second b'9 Sylvester and ~,ssed. The Minutes of the Special Meeting held July 27, 1966 were read and approved on motion by Cornelius, second by Valier and passed. Bledsoe maned, second by Cornelius and passed that the de- tai9./d reading of the Treasurers Report for July, 1966 be waived. The Villa,se Clerk recapped the Treasurers Report. The report sad disburse- ments for the month of JtL:y were approved upon motion by Cornelius, second by Sylvester and passed. • Cornelius moved, second by Bledsoe ass passed that the Village Clerk verify the amount of the August cigarette tax check with the State Severago Department since it was less than that received by the Town of Jupiter sad perhaps an error had been in the distribution for the month. Balances on Nand at July 31, 1966 were as follows: First Hank of Jupiter/Tequesta ~ 7,692.12 Petty Cash 25.00 Community Federal Savings and Loan 24,667.06 Fidelity Faders 1 Savings and Loan 9.713.62 42.097.80 Account Balances ware as follows: Operating Acxount $27,967.25 Petty Cash 25.00 Capital Fund 8,391.93 Streets, Roads sal Drainage Furl 5 713 4 097.80 The Sintdng Femd Balance was $17,278.89. ilia Village Managers Report for the month of July was read and approved. Tequesta Water Co, will install fire hydrants at Tequesta Drive and Seabrook Road and Tequesta Drive sad Sevilla Road. All Village road rights-of~aay had been mower. Acting Police C:zief John Roderick presented the Police Depart- nent report for the month of July awl it ~,ras accepted by the Councilmen. The VilZa,ge Manager reported there would not be a Civil Defense l~[eeting until September 26, 1966. Councilman Valier reported he had no further reports on his committees. Councilman Cornelius reported that the Tequesta Rural Branch Ppst Office had been closed due to the closing of the Grator Gator Food Store and that the post office was advertising x"or bids again. • Councilman Sylvester reported ao further information on a Village beach or the Intracoe,stal Bridge but expected some further in- fgrmatioa on both matters shortly. In conjunction with the question of a Village beach, Councilman Corneliws moved, second by Valier and passed that the Village Attorney provide the Council with a written opinion a~ to whether or sot a Village beach could be restricted to use by Village residents and property owners only. Councilman Bledsoe commented on improvements being made at O.S. No. 1 and Tequesta Drive. Attorney Lord read as Ordinance providing for the conduct of elections in the Village of Tequesta. $ledsoe moved, second by Cornelius a~md unanimously passed that the reading be approved. All Councilmen being present and voting in favor of the passage of the ordinance, Ordinance No. 119 was hereby passed and adopted on first reading. The Village Clerk read an Ordinance amending Ordinance No. 19 by revising method of calculating valuation of houses and proposed cons- truction for building permit purposes; changing permit fee schedule for building, electric and plunbing permits a~ul. adoption of Pa]m Beach County Health Department rego]ations and specifications for septic tank installa- tions. Attorney Lord called attention to the fact that Item 4 under Building Permit Fees should. read "$45.00 plus $2.00 per thousand or fraction thereof up to X100,000.". Cornelius moved, secorxl by Valier • and unanfaously passed that the reading of the ordinance with the above correction be approved. A71 Councilmen being present and approving the passage of the ordinance, Ordinance No. ].20 was hereby passed and adopted oa Pirst reading. Cornelius moved, second by Sylvester and passed that the reading be approved. A11 Co~aicilmen being present and voting in favor of the ordinance, Ordinance No. 121 was hsar~by passed acid adopted on first reading. The Village Clerk read proposals from three engineering firau which submitted costs for ~n overall drainage plan for the Village of T@questa. The proposals wire as follows in the or3er they were submitted to the Village: Gee and Jenson Consulting Engineers, Inc. X5,000. None of the p~opesals was accepted bu~ the Counci]eoDn inst- ructed the Village Matmger to invite Mr. Geotge Robert ~roclcway~ from tine of Brockway, Owen ~ Anderson Engineers, Inc.i to the September Council Meeting to disc~tlss this matter with the Council. ?he Village Macmger advised that the Annual Florida League of ?hnojioipalfties Convention would ~ held in Clearwater, October 23, 24 and 25, 1966. Mr. W. Va lier moved, second by Sylvester and passed that the ope~- tor and. distributor fee for merchandise amending machines be waived for Mr. Ashley but that he must pay the proper license fee for each merchan- dise vending machine. Hr. Richard Pease, representing the Jupiter High School Band Parents Association, appeared before the Co~mcil to ask if they wished to place as advertisement in the High School Football Program which is a fund wising project of the High School Band. He stated the organf- sation bud submitted a written request for a x300. contribution for 1961-67 from the Village aad they thought perhaps the Dillage would want to make a part of their contribution, if any, through the advertisement. He stated the sale of advertising is closing shortly and a camaittment would have to be made now. It was the general feeling of the Couaci]men that they did not wish to advertise in this manner and would rather make a cash contribution. The GuneiLnen instructed the V311age Manager to contact Brockway, Owea ~ Anderson Engineers and Gee and Jenson, Con- sulting Engineers, Inc. and get bids for the cost of this eagineeriag work. The Village I~,nager is to arrange to have them contact Mr. E. W. Jackson of Thomas M. Cook ~ Co. who will advise them of the scope of tha work to be performed so they may suLmtiLt as adequate proposal. Attorney Lord was asked to investigate wlm,t action could be taken to control the iii-Railer on the F.E.C. tracks which is a hazard since it does not activr.te the mechanism to operate the crossing gates when it appros~~ces . Mayor Bowden reported on a request from Mr. Swallow for dredging canals in Country Club Point and it was explained that ma,intenanee of the canals by the Village was specifically excluded when Country Club Point subdivision was accepted and approved by the Village.
