Subject: Purchase of 2009 Ambula
Attached hereto is a set of vehicle specifications, drawings
(Exhibit 1) and resolution for the purchase of a 2009 Rescue
Vehicle (Ambulance) through Wheeled Coach Industries of Winter
Park, Florida, in the amount of $195,975.00 for Village Council
consideration and approval. This is a piggyback purchase through
the Florida Sheriff's Association Bid Number 08-08-0909.
The vehicle being replaced is a 1997 E-450 Ford Wheeled Coach
Ambulance. As with any vehicle there becomes a point when it's
not dependable because of age and wear and tear. This vehicle
has had to be towed to a repair shop several times now and we
had to borrow an ambulance from the County.
I feel it is imperative that we have two reliable ambulances in
Tequesta to effectively provide pre-hospital care for our
residents. Currently we have the resources available from Palm
Beach County Station #11, but that contract is set to expire in
September 2009 and Chief Brice has told me it is his intention
to close that station.
In an attempt to reduce costs we asked the manufacture the
following two questions:
1. Could we re-chassis our existing unit? Attached is the
letter from Wheeled Coach dated May 31, 2007, that explains why
this cannot be done (Exhibit 2).
2. Are there any stock units, or units already built that
another agency had cancelled; they stated no units are available
(Exhibit 3).
The decision on financing does not need to be finalized until
acceptance of the vehicle, which is estimated to be in October
or November 2009. Therefore, it is my recommendation to move
forward with this purchase from Wheeled Coach Industries in the
amount of $195,975.00.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, APPROVING A PROPOSAL FROM WHEELED
COACH IND. OF WINTER PARK, FL, FOR THE PURCHASE OF ONE
RESCUE VEHICLE (AMBULANCE) IN ACCORDANCE WITH THE
FLORIDA SHERIFF'S ASSOCIATION BID #08-08-0909 IN THE
AMOUNT OF $195,975.00, DESIGNATING FUND BALANCE IN THAT
AMOUNT TO PROVIDE FOR THE FUTURE FUNDING OF THE
VEHICLE, AND AUTHORIZING THE VILLAGE MANAGER TO
EXECUTE THE APPLICABLE CONTRACT ON BEHALF OF THE
VILLAGE.
WHEREAS; the Village expects to take title of said vehicle no earlier than
90 to 120 calendar days after acceptance of the proposal,
WHEREAS; a proposal for the financing option most favorable to the
Village will be brought before Council for approval prior to taking title of
said vehicle,
WHEREAS; the Village Council designates fund balance in General Fund
#001 to provide for future funding to purchase said vehicle,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF. THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Approval of the purchase of one custom rescue vehicle
(ambulance) awarded to Wheeled Coach Ind. Of Winter Park, FI, in
accordance with the Florida Sheriffs Association Bid #08-08-0909, in the
amount of $195,975.00, with specifications as outlined in the attached line
sheet specifications and attached hereto as Exhibit "1" and incorporated by
reference as a part of this Resolution and designating fund balance in the
amount of the purchase, is hereby approved and the Village Manager of the
Village of Tequesta is authorized to execute the same on behalf of the
Village.

Wheeled Coach Industries is pleased to submit to Tequesta Fire Rescue the following
ambulance proposal in accordance with the Florida Sheriff's Association Bid 08-08-0909 with
specifications as outlined in the attached line sheet specifications.
2009 Freightliner M2 chassis as per the attached chassis specifications with Wheeled Coach
Industries Firemedic MAV 175" custom ambulance conversion for a net price of $195,975.00
FOB Tequesta, FL. Proposed units will be completed within 90 to 120 calendar days after
receipt of chassis.
All prices include FSA fees. Payment terms proposed are net due upon delivery. Ali prices
will remain valid for 60 calendar days from the date of this offer.
Taxes are the responsibility of the purchaser. In the event of tax exemption, the purchaser
must submit a tax exemption certificate.

Thank you for contacting us -with regard to your Wheeled Coach Type 3 ambulance,
Work Order #963320, VIN: 1FDLE40F7VHA15576. This vehicle was evaluated on
May 22, 2007. On that date the odometer registered 28,270 miles. The unit appears to
have been well cared for and is in very good condition. With regard to trade-in's our
company policy does not allow the offer of a trade on a vehicle that is more than ten
model years old. Ford is currently building 2008 model year ambulance chassis. The
wholesale trade value of this unit would be around $12,000.00 to $15,000.00 if we were
able to make an offer. If the department sold the vehicle outright it could bring from
$23,000 to $28,000.00 at full retail due to its condition and low mileage. However, it is
unlikely that these values would be received in a municipal auction. If desired, we can
provide assistance in ways to advertise this unit nationally and/or other potential ways
that this unit can benefit the City of Tequesta and the Fire-Rescue Department.
With regard to the possibility of remounting there are a number of things to consider.
1) This module was. designed to mount on a Ford Ambulance Prep E-Series
Cutaway Chassis with a 158" wheel base. This chassis is not currently being
manufactured by Ford. Therefore an exact replacement chassis is not
available at this time. The only current production chassis currently available
with sufficient GVW to carry this module in an ambulance configuration
would be a medium duty chassis.
2) There is no medium duty chassis that is a direct replacement for the Ford
Ambulance Prep E-Series Cutaway chassis with 158" wheel base.
3) The frame rail height above the ground of potential medium duty chassis is
higher than that of the Ford Ambulance Prep E-Series Cutaway Chassis. This
would result in the appearance that the ambulance was much higher up in the
air than it should be. The body sides would simply be too short.

4) Of more importance than appearance is the floor height of the module. To
meet the KKK-A-1822E ambulance standard the floor height cannot exceed
33". Remounting this module onto a medium duty chassis does not alter this
requirement. The floor would have to be at or below 33" after the chassis was
in the air dump position. If the floor is too high it will not only fail to meet
the standard but will make it difficult to load a cot with a patient on it. This
will compromise patient safety and may cause back injury to the crew.
5) If the module were to be remounted onto a medium duty chassis the front of
the module would have to be restructured. As built, the front of the module
was designed to be. bolted. directly to the back of the Ford cab. Additionally,
the mounting sill plates that secure the module to the chassis would have to be
relocated. To perform these tasks correctly the entire interior would have to
be removed. If the structural work is not properly performed the safety of the
vehicle would be compromised. Lastly, this work would have to be done by
Wheeled Coach or a Wheeled Coach Service Center authorized to do such
work to ensure safety and maintain the structural warranty of the module.

RE: Ambulance Availability
As per my telephone conversation this date with Dan Titles, Wheeled Coach Industries does
not offer a stock or "ready-made" medium duty ambulance. Standard transport-only
applications utilize light duty chassis with standard specifications. Larger, multi-mission fire-
based EMS ambulances utilize medium-duty chassis that are specified and designed for each
application, which can vary from department to department. Therefore, it is not practical or
efficient for Wheeled Coach, or any other manufacturer, to offer the stock program in the
medium duty chassis applications.
Chassis lead times can vary from manufacturer to manufacturer, but traditionally run four to
six months, with body conversion lead times 90 to 150 days after chassis receipt.
