RESOLUTION NO. 43-03104
A RESOLUTION OF THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, FLORIDA,
APPROVING A PROPOSAL WITH JLH
ASSOCIATES, IN THE AMOUNT OF $7,500.00 FOR
PROFESSIONAL DEVELOPMENT OF A LONG
RANGE WATER SUPPLY FACILITIES WORK
PLAN IDENTIFYING NEEDED WATER SUPPLY
FACILITIES FORA 10-YEAR PLANNING PERIOD,
FUNDED BY EXISTING FUNDS IN THE UTILITY
BUDGET UNDER WATER ADMINISTRATION,
AND AUTHORIZING THE VILLAGE MANAGER
TO SIGN THE PROPOSAL ON BEHALF OF THE
VILLAGE.

NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCII. OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS
FOLLOWS:
SECTION 1. The proposal with JLH Associates in the amount of $7,500.00 and
incorporated by reference as part of this Resolution, is hereby approved and the Village
Manager is authorized to execute the same on behalf of the Village of Tequesta.
SECTION 2. The amount of said proposal, $7,500.00 will be funded by existing funds
in the utility budget under water administration.
SECTION 3. This Resolution shall take effect immediately upon its adoption.

Dear Mr. White.
The 2002 Florida Legislature expanded the local government comprehensive plan requirements to
strengthen coordination of water supply planning and local land use planning One of the most significant
new requirements is a Long Range Water Supply Facilities Work Plan (Work Plan} identifying needed
water supply facilities for at leas[ a 10-year planning period.
These new requirements direct each local government to:
1. Coordinate appropriate aspects of their comprehensive plan with the appropriate water management
• district's regional water supply plan(s). (See s.163.3177(4)(a), F.S.)
2. Revise the Potable Water sub-element to consider the regional water supply plan (s} of the
appropriate water management district(s). (See s. 163.3177(6)(c), F.S.)
3. Revise the Potable Water sub-element to aiclude a Water Supply Facilities Work Plan for at least a
10-year planning period addressing water supply facilities necessary to serve existing and new
development and for which the local government is responsible (See s.163.3177(6)(c}, F.S.)
4. Revise the CAnservation element to assess projected water needs and sources for at least a 10-year
planning period considernig the appropriate regional water supply plan (s) or, in the absence of an
approved regional water supply plan (s), the district water management plan(s). (See x.163.3177
5. Revise the Intergovernmental Coordination element to ensure coordination of the comprehensive
plan with the applicable regional water supply plan(s). (See s. 1633177(6)(h), F.S.)
6, Consider, during preparation of the Evaluation and Appraisal Report, the appropriate regional water
supply plan(s). (See x.163.3191(2)(1), F.S.)
7. During preparation of the Evaluation and Appraisal Report and adoption of EAR based
amendments, revise the Potable Water sub-element to include the Water Supply Facilities Work
Plan. (See s. 163.3191(2) I ), F.S. )
DCA Guidelines identify three (3) common water supply situations. The Village of Tequesta, as a water
supplier, falls into the category of Total Involvement as defined and responsible for the following:
• Total Involvement If your local government owns or has responsibility for all the water supply facilities
that serve its community, then you will need to:

Proposal
1. Project your comntwiity's water supply needs for at least a 10-year planning period.
2. Revise the Potable Water sub-element to include a Work Plan showing how your local government
will meet those needs, reflecting consideration of the regional water supply plan (RWSP),
particularly with regard to adequacy of sources.
3. Revise the S-Yeaar Schedule of Improvements for any capital improvements needed during the first
5 years and goals, objectives and policies in the plan, as needed.
Since the Village of Tequesta is the water supplier not only to its Village residents, but also to ]upiter Inlet
Colony and portions of unincorporated Palm Beach and Martin Counties, the Village is obligated to
provide a letter and support documentation to those local governments so that they may forward that
information to DCA by January 1, 2005.
Per your request, JLH Associates submits the following proposal to assist your Department in revising the
Potable Water sub-element to incorporate considerarion of the approlxiate RWSP; in preparing the
required Water Supply Facilities Work PIan for at least a l0-year plamung period; totally revise and update
data and information in the Potable Water sub-element to include the Work flan; in revising and amending
the S-Year Schedule of Capital Improvements in the Capital Improvements element; preparing the letter
and support documentation that is required to be sent to the other local governments receiving water
supply from Tequesta; and, assisting the Village in the preparation of the Comprehensive Plan amendment
package that will have to be prepared as a large-scale amendment to the Plan for transmittal to DCA. The
estimated cost for this work program is $7500. After extensive discussions with DCA, the South Florida
Water Management District and Palm Beach County Planning and Water Utilities Departments, it is
apparent that these amendments could poss~bIy lead to other revisions to the Comprehensive Plan. Due to
this uncertainty, any work efforts beyond that cited above would have to be negotiated separately.
