February 26, 2004
PRESENT: Special Master Paulette Torcivia; Code Enforcement Officer Jason
Fleming, and Recording Secretary Betty Laur.
The hearing was called to order at 10:00 A.M.
Code Enforcement Special Master Torcivia approved the minutes of the January 22,
2004 Special Master Hearing as submitted.
Violation Hearing:

The Respondent, Charles Pfeiffer, was present at the hearing. The Tequesta
Cade Enforcement Officer testified to and produced photographs of the
violation.
Conclusion of law was Respondent is in violation of Ordinance #307, Chapter
10, Section 10-48, page 289- Debris Health 8~ Sanitation- of the Code of
Ordinances of the Village of Tequesta.

Special Master Torcivia ordered that Respondent Charles Pfeiffer shall comply
with of Ordinance #307, Chapter 10, Section 10-48, page 289- Debris Health 8~
Sanitation- of the Code of Ordinances of the Village of Tequesta by the 27th
day of February, 2004. If Respondent does not comply within the time
specified, a fine of one hundred dollars ($100.00) per day shall be assessed
for each day the violation continues to exist.
Special Master Torcivia ordered that this matter is set for a Fine Assessment
Hearing which will be held before the Special Master on the 25th day of March,
2004, at 10:00 a.m. at the Council Chambers, Tequesta Recreation center,
399 Seabrook Road, Tequesta, Florida.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florida, and once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statutes, for the original amount.
CASE 04-0003712 (Building Dept. Case):
Respondent Charles Pfeiffer was present at the hearing. Tequesta Code
Enforcement Officer Fleming testified to the violation. The Special Master
found that there was not proper notice to the Respondent for this violation.
Special Master Torcivia ordered that this matter is continued and a Hearing
will be held before the Special Master on the 25th day of March, 2004, at
10:00 a.m. at the Council Chambers, Tequesta Recreation Center, 399
Seabrook Road, Tequesta, Florida.

The Respondent, Wade B. Harrouff, was not present at the hearing, however,
there was a finding of proper notice. The Tequesta Code Enforcement Officer
testified to the repeat violation.
Conclusion of law is that Respondent is in repeat violation of Ord #511,
Chapter 4, Section 4-13, page 259, Leash Law Violation of the Code of
Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that a fine of one hundred dollars ($100.00)
shall be assessed ($75.00 fine and $25.00 for dog impoundment), in
accordance with Ordinance 511, Chapter 4, Section 4-13 Page 259, Leash
Law Violation, of the Code of Ordinances of the Village of Tequesta, to be paid
by March 10, 2004.

Conclusion of law is that Respondent is in repeat violation of Section Appendix
A X-L3 Page 1185, R-1 A Parking Violation of the Code of Ordinances of the
Village of Tequesta.
Special Master Torcivia ordered that a fine of one hundred fifty dollars
($~ SO.QO) shall be assessed, in accordance with Section App. A X-L3 Page
1185, R-1 A Parking Violation, of the Code of Ordinances of the Village of
Tequesta, to be paid by March 19, 2004.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florida, and once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statutes, for the original amount.

The Respondent, Ronald Ayres (Palm Beach Sports Cars), was not present at
the hearing; however, there was a finding of proper notice. The Tequesta
Code Enforcement requested this case be continued.
