VILLAGE OF TEQUESTA
VILLAGE COUNCIL REORGANIZATION MEETING MINUTES
MARCH 12, 2009
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Pat Watkins at 7:04 p.m. A roll call was taken by
Village Clerk McWilliams. Present were: Mayor Pat Watkins, Vice-Mayor Calvin Turnquest,
Council Member Vince Arena, Council Member Jim Humpage and Council Member Paterno.
Also in attendance were: Village Manager Michael R. Couzzo Jr., Village Clerk Lori
McWilliams, and Department Heads.
INVOCATION
Reverend Paul Beresford gave the invocation; Village of Tequesta Honor Guard then
presented the Colors.

Village Manager Michael R. Couzzo performed the Oaths of Office to:
• Seat 2 -Patricia Watkins
• Seat 4 -Tom Paterno
VILLAGE COUNCIL REORGANIZATION
Election of Officers for the following year (Trela White):
Mayor
1. Call for Nominations
Mayor Watkins called for nominations for Mayor. Vice-Mayor Turnquest
nominated Mayor Patricia Watkins. Mayor Watkins asked if there were any
other nominations; there being none, the Mayor closed nominations.
2. Election
VOTE: Vice-Mayor Turnquest moved to accept the nomination of Patricia
Watkins to serve as Mayor; seconded by Council Member Humpage; motion
carried unanimously 5-0.
Vice Mayor
1. Call for Nominations
Mayor Watkins passed the gavel to Vice-Mayor Turnquest in order to make a
motion. Mayor Watkins nominated Council Member Paterno for Vice-Mayor.
Vice-Mayor Turnquest asked if there were any other nominations; there being
none, the nominations were closed.

2. Election
VOTE; With the gavel still passed to Vice-Mayor Turnquest, Mayor Watkins
moved to accept the nomination of Council Member Paterno to serve as Vice-
Mayor; seconded by Council Member Turnquest; motion carried unanimously 5-
0.
COUNCIL REMARI(S
• Mayor
Mayor Watkins thanked the public, stated it continues to be an honor to serve on Council, and
was flattered to be selected as Mayor again. She stated they are each one of five and
mentioned she nominated Vice-Mayor Paterno because he has had excellent suggestions and
ideas.
• Vice-Mayor
Vice-Mayor Paterno thanked the residents for allowing him to serve the community and
appreciated Mayor Watkins' nomination. He stated he was no non-sense and believed in
getting issues handled.
• Council Members
Council Member Turnquest stated it was a humbling experience being Vice-Mayor. He noted
he has learned that each member must respect each other's opinions and work together for
the benefit of the Village no matter individual personal views.
Council Member Arena stated he was not a newbie anymore and thanked the Village
Manager, staff, and homeowners for assisting him throughout the year. He appreciates the
input and will always take the time for residents.
Council Member Humpage welcomed Ms. Watkins on a second term as Mayor and thanked
Council Member Turnquest for his service the past year as Vice-Mayor. He commented on
him and Vice-Mayor Paterno voting alike several times over the past year. He stated it is a
pleasure to serve the Village and thanked the residents.
