The value of a dwelling unit or proposed construction shall be determined by a square foot valuation as based on the Building Valuation Data Table which is on file in the office of the building official. (Code 1977, § 6-141) Sec. 14-152. Building permits. (a) On all buildings, structures or alterations requiring a building permit as set forth in the village building code, a fee shall be paid to the building official as required at the time of filing application in accordance with the fee schedule established by resolution of the village council and set out in Appendix C. (b) Requests for refunds of permit fees paid must be submitted to the department of community development within 30 days of the date of issuance of the permit. There shall be no refunds of the plan submittal and review fee paid at the time of application for permit. (c) If a permit expires, renewal of the expired permit shall require the payment of the full permit fee in effect at the time of renewal. Subject to the approval of the building official, one or more, not to exceed four, requests for permit extensions can be made prior to the expiration of a permit. However, in no event shall extensions be granted by the building official on projects which have received variances, special exceptions, and site plan reviews which have otherwise lapsed pursuant to the chapter 78. A fee as set by resolution of the village council and set out in Appendix C shall be required for each approved permit extension. (d) There shall be a fee for each reinspection made due to condemnation (red-tag or failed inspection) of work or work not ready at the time specified in the application for inspection, or for failure to call for final or other inspection, as set by resolution of the village council and set out in Appendix C. (Code 1977, § 6-142) Sec. 14-153. Plumbing permits. (a) On all plumbing work requiring a permit as set forth in the village plumbing code, fees shall be paid to the building official as required at the time of filing application in accordance with the fee schedule established by resolution of the village council and set out in Appendix C. Sec. 30-113. Removal of prohibited materials. It shall be unlawful to cause to remain upon any lot or parcel of land within the village, subject, however, to the exceptions set forth in section 30-112, any sand, rocks, debris or spoil, and it shall be the responsibility of the owner of the property upon which such materials are maintained in violation of the terms of this article to remove such materials from the property. (Code 1977, § 10-48) Sec. 30-233. Dumpster required; storage and removal of debris. All land clearing, new construction, additions, alterations, remodeling and demolition of existing buildings, structures and/or facilities shall comply with the requirements set forth in this article as follows: (1) An approved dumpster/container shall be required to be located at a lot or parcel subsequent to a land clearing or building permit being issued. (2) The required dumpster/container shall be delivered, maintained and removed by a licensed solid waste hauler. (3) The contractor or an owner/builder shall obtain from the licensed hauler or solid waste authority designated facility a copy of the disposal bill or other appropriate form upon completion of the job and removal of the dumpster/container and present this document to the department of community development prior to the issuance of a certificate of occupancy. (4) Small scale additions, alterations and remodeling may be exempt from the requirement to place an approved dumpsterlcontalner, subject to review by the. building official and provided that subsection (3) of this section is complied with regarding removal of any refuse and debris generated by the permitted small scale project. (5) Aland clearing project may be exempt from the requirement to place an approved dumpster/container when a valid burn permit has been obtained and subject to review by the building official. Sec. 30-331. Prohibited; declaration of nuisance; exceptions. (a) No person shall park, store, leave or permit the parking, storing or leaving of any motor vehicle of any kind or of any trailer, boat, bicycle, machinery, refrigerator, washing machine, plumbing fixture, furniture or other similar articles which are in an abandoned, wrecked, dismantled, inoperative, rusted, junked or partially dismantled condition, whether attended or not, upon any private property within the village for a period of time in excess of 72 hours. The presence of an abandoned, wrecked, dismantled, inoperative, rusted, junked or partially dismantled vehicle or article described in this section on private property is hereby declared a public nuisance which may be abated as such in accordance with the provisions of this division.
