A RESOLUTION OF THE VILLAGE COUNCH~ OF THE
VII.LAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
AWARDING A PROPOSAL FROM INFORMATION
MANAGEMENT SERVICES ORMAND BEACH, FLORIDA, FOR
ONE BUILDING PERMITS MANAGER SOFTWARE PROGRAM
IN THE AMOUNT OF $5,725.00, HAVING A FY 2002
COMMUNITY DEVELOPMENT SPECIAL REVENUE FUND
CAPITAL OUTLAY WITH A REMAINING BALANCE $8,500.00
AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE
THE APPLICABLE PROPOSAL ON BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORH)A, AS
FOLLOWS:
Section 1. The Building Permits Manager Software Program Proposal from Information
Management Services of Ormond Beach, Florida, in the amount of $5,725.00, attached
hereto as Exhibit "A", and incorporated by reference as part of this Resolution is hereby
approved, and the Village Manager of the Village of Tequesta is authorized to execute
the applicable contract on behalf of the Village of Tequesta.
THE FOREGOING RESOLUTION was offered by Councilmember von Frank,
who moved its adoption. The Resolution was seconded by Vice Mayor Capretta, and
upon being put to a vote, the vote was as follows:

Dear Mr. Newell:
Thank you for the opportunity to present a quick demonstration of the IMS Building Permits Manager
to the Village of Tequesta on my recept visits to your village. IlVIS is proud to be the oldest Florida
company producing a complete package for city governments which is both inexpensive and practical.
Thousands of hours have gone into creating systems to give your Village the efficiency it needs to serve
your citizens most effectively. Information Management Services is a full service company. From
systems design to fonms printing, from computer maintenance to on-site training, IMS can support all
of your information management needs.

Curremly, all the IMS software is designed to work with the Nficrosolt Windows family of operating
systems, fi om windows 95/98/2040 to Windows 1~ T, and works on a stand alone work station or in
a network server emTiromnent, either the Novell server or the NT server. We re~nirnend an individual
computer operating system of PIII 450 capability or higher for best program performance. At this time,
we are developing web based formats for many of our programs, to allow citizens and contractors to
access the permitting and licensing programs through the web page of their municipality. Once this
format has been developed, it will be offered to all IMS customers as a separate module.
The INiS Building Permits Manager can flee you from the burdensome paperwork load associated with
permit applications, inspections, fee calculations and reports required. It maintains a database of
property, permits, inspections, receipts and owners, and is also interactive with the IMS Occupational
Licenses database. It will calculate fees automatically from fee tables based on the permit type: The
program keeps track of scheduled inspections for each day, and maintains a history of inspections.
Inspection requirements can. be keyed to speeif~c permit types and can include prerequisite inspections.
By simply selecting a permit type all fees and inspections required are determined for you. Building
Permits Manager will keep track of Contractor Registration, or Certification expirations as well as their
Insurance and Worker's Compensation information and expirations. The program supports sub-permits
for large development projects, and wi11 check for satisfactory completion of all required inspections,
including those of sub-permits, before issuing a Certificate of Occupancy. You can design your own
building permit form, including the text, font, and a watermark logo.
Building Permits can be viewed and accessed through the Permit file, and sorted by several keys,
including the permit number, permit type and work type. The permits can also be viewed and

entered by Property, first loeatin~ the property for the permit, which will display all permits
associated to that piece of property. Users can define their specific Permit Types, Work Types,
Property Use Types, Fee Types, Contractor Types, Inspection Types, Groups and Prerequisites,
along and Construction Types for a piece of property. Many reports can be generated to show
permits created and their fees collected by these various types.
Some of the newest features offered include Property Value tables to calculate property value based
on the Southern. Building Code values. These tables can be adjusted to re$ect the changes made to that
table by the SBC each year. There is also a Fee Group section to calculate fees based on number of
items, i.e: electrical fixtures or specific plumbing fixtures;. and a Fee Table to calculate fees based on
various data fields within the program, such as Radon Fees at $.01/sq. ft. The Fee Types are then
associated with the Permit Type, as are either single Inspections, or a Group of Inspections, and the
Permit "Form". The Permit can be made simply by selecting a Property, Permit Type, Work Type and
Contractor, all associated fees and inspections will be applied, as will the °form" to be used for the
Permit, making the permitting process quick and easy for the end-user. Users have the ability to
modify permitting forms and to associate each of these forms with a particular Permit- Type. There are
6 different form layouts that users can choose from, and these layouts allow for up to 28 inspections
• and 32 application fees to print on permits. Contractor information, as~ stored in the Occupational
Licenses program, can be copied into the Building Permits program, eliminating dual entry of the same
information. The latest additions to the Permitting program include the Contractor Lieensmg
capability, and the ability to limit Contractor Types to specific Permit Types. There is an additional
feature available for $2,400 that will enable the data in the program to be loaded to a notebook
computer through the Windows My Briefcase feature. The inspection information can be updated by
the inspectors in the field, and then uploaded into the current Building Permits data files located on the
server. There are many Quilt-in reports that can be used for weekly and month end reporting, along
with daily cash receipt reporting, and a sample of some of these reports is included. There are
hundreds of built-in reports included with the program, and with the use of the ODBC drivers, the
program can be loaded into other report writing programs, such as Crystal Reports or MS Access and
the user can create their own reports.
The Permitting program can keep track of scheduled inspections for each day, and maintains a history
of inspections for each permit. The user has the option of priming out inspection forms for the
inspectors to use in the field, and can also prim out a list of inspections scheduled within a user defined
date range. This program also supports sub-permits for large development projects, and wr~l check for
the satisfactory completion of all required inspections, including those of sub-penmrts, before issuing
a certificate of occupancy or certificate of completion. The program is designed to interact with both
the IMS Citizen ServicesJCode Enforcement program and the IMS Occupational Licenses Manager.
When used with the Citizen Services module, properties with an open code violation will be highlighted
in red. When you click on the property the user gets a notification that there is an open code violation
. and by means of a "hot key° lookup can view the code violation, the actions taken on that violation,
and any notes associated to the violation.

The programs themselves have Help keys throughout, and online help is available throughout many
parts of the programs by using the F 1 key. Wherever a table is used, the F3 key will summon a"pop-
up" table, either a calendar if the cursor is in a date field, or a list of "type" names when the cursor is
in a type field. Also, the program will include a user manual include in the Adobe Acrobat PDF f le
format.
The price for the Building Permits 1Vlanager is $5,725.U~D, or $8,125:E~-.with the downloadfupload
feature. Training for the programs is an additional $450.Q0 per day, based on a 6 hour training day.
The Building Permits program requires a minimum of 4 days for training, with two full days dedicated
solely to the program set up. Additional training days can be scheduled as determined by the use.
Conversion of your- existing Buihling Permits data or Property files can be Thieved by providing lMS
with the data in either an ASCII comma delimited format or a text file format with a record layout o€
the fields to be converted. This corrversion will be quoted at our IMS a~stomer rate of $150.00/hour.
An integral part of the Government Information Manager is the Total Performance Agreement
(TPA). The TPA assures you of maximum efficiency in task accomplishment. IMS provides all
software maintenance during the TPA period for ali IMS software, including software updates and
telephone support. Your monhhly TPA for Building Permits would cost 1.10, which can be b>71ed
• monthly, quarterly, or annually.
