HomeMy WebLinkAboutResolution_29-01/02_03/14/2002• • RESOLUTION NO. 29 - 01/02 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING A PROPOSAL FROM REESE, MACON AND ASSOCIATES, INC. FOR PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH THE EXPANSION OF THE WATER TREATMENT PLANT IN THE AMOUNT OF $115,000 HAVING A FY 2001/2002 GENERAL FUND UTILITIES DEPARTMENT BUDGET ALLOCATION OF $120,000 AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE APPLICABLE CONTRACT ON BEHALF OF THE VILLAGE. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The Reese, Macon and Associates, Inc. Professional Engineering Services proposal in the amount of $115,000 is attached hereto as Exhibit "A" and incorporated by reference as a part of this Resolution, is hereby approved and the Village Manager of the Village of Tequesta is authorized to execute the same on behalf of the Village of Tequesta. Couzzo, Jr. Village Manager RE: Professional Engineering Services Dear Mr. Couzzo: We are pleased to submit this proposal for engineering services in connection with the expansion of the Water Treatment Plant. REESE, MACON and ASSOCIATES, INC., hereinafter referred to as the Engineer, shall perform the services as documented below for the Village of Tequesta, hereinafter referred to as the Owner. SCOPE The Engineer understands the fundamental intent of this project is to provide engineering services related to the design, permitting and construction of an additional R.O. train within the existing plant, including other associated items. These other items include a new well (located at proposed Village Hall site, 357 Tequesta Drive), raw water piping, cartridge filter, high pressure pump/motor, R.O. pressure vessels/membranes, transfer pump and associated piping, valuing, electrical and software modifications. The design will follow the fundamental approach to configuration and operation developed in the original design. The following specific tasks will be performed by the Engineer. Well construction, raw water piping and the water treatment plant expansion will be bid as separate contracts. 1. Prepare preliminary plans and outline specifications and submit to Owner for review. 2. Prepare final plans and technical specifications. 3. Prepare permitting documents (PBCHD, FEC R/R, PBC Engineering, Village), submit for review and act as the Owners liasion during the review process. 4. Prepare contract documents. 5. Prepare an estimate of construction cost. 6. Submit final plans and specifications to Owner. 7. Assist the Owner in soliciting bids for the projects. i. well construction ii. raw water piping iii. Couzzo, Jr.Nillage Manager RE: Professional Engineering Services Page 2 of 4 8. Review the qualifications of bidders and make a recommendation of award and prepare contract documents.. 9. Provide engineering and hydrogeologic services during construction including administration of the construction contract and performance of all duties of the Engineer and resident project representative as set forth in the construction contract. Resident project representation will be on a non full time basis. 10. Certify completion of the project to the appropriate agencies. The above scope is predicated on the assumption that the Client shall furnish, at no cost to the Engineer, all available pertinent information including previous reports, plans, specifications, permits and other data relevant to the performance of the above services for the project. In addition, the Client shall designate, in writing, a person to act as the representative for services performed under this agreement. The following specific items shall be furnished at no cost to the Engineer: ~. I . Surveys: topographic, property, boundary, right-of--way, permanent reference. 2. Appropriate professional interpretations. 3. Data prepared by or services rendered by others such as subsurface explorations. 4. All permit application and government inspection fees. TIME OF PERFORMANCE Items 1 thru 6 of the Scope of Services will be completed within (270) calendar days after receipt of an executed authorization except for delays beyond the control of the Engineer. FEES For Scope Items 1 thru 6 the Engineer shall be paid a lump sum fee of One Hundred Fifteen Thousand Dollars ($115,000.00} It is anticipated that the bidding and construction phase of these projects may not immediately follow completion of design and permitting. When the decision to proceed with bidding and construction is made, the Engineer will submit a proposed fee to the Owner to cover the work described under Scope Items 7-14 above. The Engineer will not ~- commence work on these items prior to acceptance of the proposed fee by the Owner. Village of Tequesta ;~ Attn: Michael R. Couzzo, Jr./Village Manager RE: Professional Engineering Services Page 3 of 4 If services are required in the performance of the above scope, beyond those normally provided by the Engineer, which must be sublet, the Engineer shall order the work after obtaining the written authorization of the Client. The subcontractor shall bill the work directly to the Client. If the Engineer is requested to subcontract the work directly, a 10% handling charge will be added to the subcontractors invoice. Invoices for services rendered are issued on a monthly basis and are due within thirty (30) days of the invoice date. Interest at a compound rate of one and one-half percent per month shall be charged to any past due statements. Interest shall be computed on past due statements from the date of the invoice. COST ESTIMATES Construction cost estimates are developed from knowledge of market conditions and based on the experience of the Engineer. However, the Engineer exercises no control over the competitive bidding process and, therefore, makes no guarantee of the accuracy of the estimate when ~- - compared to previous estimates or actual bids. TERMINATION This agreement may be terminated by either party by giving thirty (30) days written notice. The Engineer shall be paid for all services rendered prior to the termination date. This contract shall be considered void if not executed within thirty (30) days from the above date. Upon execution of this agreement the Client shall return one copy to the Engineer.
