HomeMy WebLinkAboutResolution_38-99/00_01/13/2000RESOLUTION NO. 38-99/00 • • A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING A GRADUATE LEVEL INTERNSHIP WITH FLORIDA ATLANTIC UNIVERSITY, OF BOCA RATON, FLORIDA, FOR THE DEVELOPMENT OF THE GEOGRAPHIC INFORMATION SYSTEM IN THE AMOUNT OF $20,500, WITH FUNDS BEING APPROPRIATED FROM THE WATER ENTERPRISE FUND, PERSONAL SERVICES ACCOUNT, HAVING A FY 1999/2000 BUDGET ALLOCATION OF $212,135 AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE APPLICABLE CONTRACT ON BEHALF OF THE VILLAGE. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. A Graduate Level Internship with Florida Atlantic University, of Boca Raton, Florida, for the development of the Geographic Information System, attached hereto as Exhibit "A" and incorporated by reference as part of this Resolution is hereby approved and the Village Manager of the Village of Tequesta is authorized to execute the same on behalf of the Village. FOR THE STORMWATER DRAINAGE FACILITIES OF THE VILLAGE OF TEQUESTA • Introduction Recently, the Utilities Department of the Village of Tequesta has completed a study pertaining to the Level of Service Standard (LOS) of the stormwater system. During this study, field data were gathered for the stormwater facilities in order to document the existing conditions. Once the various drainage systems were identified, those systems were modeled using the SWMM model. The SWMM model was able to simulate the response of the drainage systems and to quantify flooding effects under different hydrologic conditions. fn support of this study, the Utilities Department is planning to develop a Geographic Information Systems (GIS) mapping for the utility facilities (features) of the Village of Tequesta. The GIS will help to facilitate management of the utility nefinrork through a comprehensive computerized information integrator. In the future, this GIS database can be expanded to include other public services (e.g. fire department, police department, etc). Scope of Work The purpose of this study is to develop a GIS for the utility facilities of the Village of Tequesta. The input data for the GlS will be obtained from digitized aerial photographs that will be provided to the Utilities Department under separate contract. The GIS will enhance management capabilities by providing a unique suite of styles and framing for utilities data and information layout and display. • Work Tasks The proposed study will incorporate the following tasks: • Development of general G1S mapping of the Village of Tequesta using existing digitized database. • Development of stormwater and water utilities GIS mapping of the Village of Tequesta using existing digitized database. • Identification of any missing data required for the completeness of the GIS mapping. • Investigation and suggestion for possible future GIS integration with other public service organizations. Methodology The study will utilize the digitized data to be provided by the Village of Tequesta. These data are from aerial surveys conducted by a consulting company for the stormwater and water utilities. If necessary, the data will be transformed to the appropriate format that would ~ compatible to the GIS software to be selected. The GIS software, that is considered to be the prime candidate for this study is the GeoMedia Professional by Intergraph. GeoMedia is a GIS software which, through live data connections maintains GIS data in native repositories and ensures continuous updates. Data can be integrated automatically using on-the-fly coordinate transformation and feature definition. GeoMedia also performs simple and complex spatial analysis, such as incident and proximity analysis, to support decision-making activities. • 4 Once all of the existing data are properly formatted then they will be applied for developing a general GIS map for the Village of Tequesta. The general GIS map will include general information like streets, residential, commercial and industrial areas, parking lots, golf • courses, etc. After the general mapping is completed then the strormwater and water utilities GIS system wilt follow. This wi11 incorporate information regarding pipe nefinrork, stormwater drains, detentioNretention ponds,- pumps, manholes, outlets, valves and any other pertinent data. The GIS will include any available information on the date installed, maintained, repaired, etc. of all the various components of the system. During the project, missing data will be identified and the data gaps will be presented to the Utilities Department. Any missing data, are to be collected by a surveying company under different contract. Personnel The study -will be conducted both at the Village of Tequesta and Florida Atlantic University (FAU) (Boca Raton campus) by a Civil Engineering Graduate student. The student will be responsible for data analysis, compilation, development of GIS, report writing and for any other day to day operations as defined by the project tasks. The student will work under the supervising of Matthew Morrison, Tequesta's Utilities-Director and Dr. P.D. Scarlatos, Professor of Civil Engineering, at FAU. Time-Table The study will be conducted within an eleven-month period as follows: • Month 1 Preparation for the GIS modeling efforts; Analysis of the existing aerial photo digitized data; Selection of the appropriate platform for the GIS development. Month 2-4 Development of the general feature GIS far the Village of Tequesta; Identification of any missing data. Month 5-10 : Development of the stormwater and water utilities GIS for the Village of Tequesta; Identification of any missing data. Month 11 Writing of the final report; Fine-tuning of the GIS product. Deliverables The deliverables of this project will include: • Monthly progress reports • Final report including GIS data interpretation, and • Installation of all GIS visualization and analysis tools to be developed. • Dr. Panagiotis (Pete) D.
