Guidance for VOT EAC:
1) Identify the problem or concern.
a) What is the problem or concern?
b) Where does the problem or concern exist?
c) Why is it a problem or concern?
d) What documentation exists to prove that this is a problem or concern?
e) How is it adversely affecting the Village of Tequesta?
2) Learn as much as you can about the issues surrounding the problem or concern
a) Have other communities experienced this problem or concern?
b) How have other communities dealt with this problem or concern?
c) Are there existing regulations and/or laws that already address this problem or
concern?
d) What options or solutions do we have to deal with this problem or concern?
e) How serious is this problem if it goes unaddressed?

3) Create solutions that consider the issues surrounding the problem or concern. (i.e. Ordinances,
business requirements, resident requirements, etc)
a) Based on our discovery in the learning stage, what recommendations will we make?
b) What timeline should we consider?
c) How will we communicate changes to our residents and those that do business within
the Village of Tequesta?
d) What funding if any is required for this recommendation?
e) How and what type of grant funding is available for this recommendation?
f) How will the Village of Tequesta benefit by our recommendation?
g) How will the Village of Tequesta be harmed by our recommendation?
h) How can this recommendation being utilized at the Village of Tequesta government
entity to show value and a good example?
4) Educate and inform all those living and doing business in the Village of Tequesta
a) What methods do we currently have to communicate with our Village of Tequesta
residents?
b) What methods do we presently have to communicate with those doing business in the
Village of Tequesta?
c) How can we maximize our education to residents and those doing business in the Village
of Tequesta?
d) How can grants be utilized to educate and inform?
5) Evaluate the progress being made and the value of what has been established
a) What metrics will be used to evaluate the positive or negative results of our
recommendation?
b) What existing reports are available for evaluation?
c) How often should the evaluations be made?
d) How should the evaluations be published?
6) Enforce what has been deemed to be valuable_
a) How do we currently enforce ordinances, laws, requirements, etc.?
b) How is the lack of enforcement causing a problem?
c) What control does the VOT EAC have over enforcement?
d) What steps and/or actions should the VOT EAC take if enforcement is not taking place?
e) How can lack of resources be addressed?
f) How can the community contribute to the enforcement of VOT EAC recommendations?

VOT EAC Agreements
1. Agree that we have limited amounts of time and resources.
2. Agree that we need an organized approach to maximize results.
3. Agree to keep meetings to 2 hours even if individuals are willing to stay longer.
4. Agree to send emails with information 48 hours in advance of the meeting for review and
discussion at the meeting. This gives everyone an opportunity to review and come prepared
prior to the meeting.
5. Agree to specify the intent of your email keeping in mind that we will not be responding. (i.e.
FYI, Read and review prior to xx/xx/xx meeting, to be discussed at the next meeting, etc)
6. Agree that as volunteers we only have limited resources and time, so before committing to an
action item ensure that it is truly possible.
7. Agree that we need to gain agreement on how we will determine what needs our attention and
our efforts. (i.e. the framework by which we decide to move forward on a project)
8. Agree to create and gain agreement on Vision, Mission and Objectives for the EAC using the VOT
resolution creating the EAC as an initial starting place. (i.e. 3 pillars — social progress/people;
economic stability/profit; and environmental leadership/planet) (i.e. five prongs- built
environment; land & water systems; energy & transportation; community outreach; and quality
of life)
