MINUTES
PLANNING AND ZONING BOARD MEETING
VILLAGE OF TEQUESTA, FL
OCTOBER 17, 2019 5:30 PM COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Board Chair, Janet Strand at 5:42 p.m. A roll call was taken by
Community Development Planner, Lance Lilly. Present were: Board Chair, Janet Strand, Elizabeth
Schauer, Ashley Warren, Leslee Dasher, Marguerite Wilson, and Molly Young. Also present were Village
Attorney Amity Barnard and Community Development Director, Nilsa Zacarias. Absent were: Vice Chair
Steven Eagen and Theresa Maggio.
APPROVAL OF AGENDA
MOTION: Dasher made a motion to approve the agenda. Member Warren seconded the motion. Carried
unanimously 5-0.
MOTION: Schauer made a motion to approve the previous meeting minutes of August 15, 2019. Dasher
seconded the motion. Carried unanimously 5-0.
APPROVAL OF MINUTES
AGENDA ITEMS
3. SPM 8-19:Application from the LIGHTHOUSE ARTCENTER INC for a Site Plan Modification
to build a second floor addition of 7,564 square feet, and a 356 square feet roof area. The
subject application includes alteration of the existing first floor façade including wall
colors and materials and upgrades to the landscaping and parking area. The subject
property is located at 373 Tequesta Drive, Tequesta, Florida 33469.
Community Development Director Zacarias clarified that signage and landscaping were not a part
of the subject application. Village Attorney Amity Barnard announced the quasi-judicial nature of
the item and swore in Scott Hughes, Nancy Politsch, and Christopher Deluca. The Board
Members disclosed no ex-parte communication.
Mr. Deluca formally entered into the record, the Palm Beach County Traffic Performance
Standard (TPS) letter. Ms. Politsch gave a brief history and reason for the expansion of the
Lighthouse ArtCenter. Mr. Hughes presented to the Board a presentation regarding the
Lighthouse ArtCenter. During the presentation, Mr. Hughes explained the size of the Lighthouse
ArtCenter, how it compared to the remainder of the plaza and the Fire Station adjacent to the
plaza.
Mrs. Wilson suggested the Lighthouse ArtCenter to provide a colored lens onto the any proposed
5. VAR 04-19: Application from the PRESLEY FAMILY TRUST for a variance to allow the
installation of a privacy fence forward of the building front, where Sec. 78-284 of the
Village Code prohibits fences from being located forward of the adjacent or nearest
portion of the building front. The address of the property is 370 Riverside Drive,
Tequesta, Florida, 33469.
Mrs. Dasher questioned the reasoning for the variance and did not think the applicant met the
criteria. Mr. Hobgood explained the reasoning for his variance request is for the privacy of his
client. Mrs. Dasher responded that the homeowner could use alarms, security cameras, etc.
instead of the requested variance.
Mr. Robert Passander voiced his support for variance. Mr. Passander mentioned that many
other houses surrounding the subject property have a wall/fence past the front of their homes.
MOTION: Member Warren made a motion to approve VAR 04-19 with the following condition:
• The Applicant shall provide documentation sufficient to demonstrate, to the satisfaction
of the Village Floodplain Administrator, that the installation of the gate and entry
columns will not adversely impact drainage toward the east (toward Riverside Drive).
Schauer seconded the motion. Carried 4-1 (opposed: Member Dasher).

MOTION: Board Member Schauer made a motion to adjourn at 7:20 pm. Board Member Wilson
