O.O, :,VV Regular Council zik STAFF MEMOq, P ., '`k ccuM`' Meeting: Regular Council - Nov 14 2019 Staff Contact: Matthew Hammond Department: Utilities TITLE Authorize Water Meters & Radio Transceivers Sole Source Purchase SUMMARY: The Utilities Department has a need to purchase water meters and radio transceivers in support of the Village's water meter replacement and Advanced Metering Infrastructure (AMI) initiative. The Village has approximately 5,100 water meters installed through the Utility Service Area. The majority of existing water meters within the system were installed 13 to 15 years ago. The typical lifespan of mechanical water meters, which are the type that the Village has used for many years, is between 10 and 15 years, at which point the register batteries begin failing at a high rate and meter accuracy degrades to a point it is economically advantageous to replace the meters. Over the past 4 years the Utilities Department has been proactively phasing in newer AMI compatible meters and to date has purchased more than 3,600 Sensus AMI compatible water meters, • approximately 2,675 of which are installed. The installed meters have been successfully operating to date, including during a three-month pilot with the Sensus AMI system. Because of this, Utilities staff recommends that the Village continue to use Sensus water meters to fully implement the AMI program and make this purchase under the Sole Source provision of the approved Village Purchasing Directives and Procedures.
