The existing 8" water main on the west side of South Beach Road is the sole means of delivering potable water to Village utility customers on the island. This project will replace two segments of asbestos cement piping, totaling approximately 3,100 linear feet, that were constructed in the 1960's. Portions of these water main segments have become exposed over time creating a high risk of damage to the outdated pipe which would result in the loss of water service to a large number of customers. The proposed Beach Road Water Main Replacement capital project was identified in the approved Fiscal Year 2019-2020 budget. Note: The segment of the water main in front of the proposed Sea Glass development will be replaced by the developer as a part of the construction of the development. Staff recommends the professional engineering services for this project be completed by Kimley- Horn & Associates, one of the Village's on-board engineering consultants. The proposed Work Authorization KH-U20.01a, in the amount of $53,600, includes the design, permitting & bidding services required for the project. A subsequent work authorization for construction-phase services will be submitted at a later date. POTENTIAL MOTION / DIRECTION REQUESTED: Authorize Work Authorization KH-020.01 a with Kimley-Horn & Associates ATTACHMENTS: Proposed Work Authorization KH-U20.01a.ada CIP Info Sheet.Beach Rd WM Replacement.ada Page 302 of 427 Agenda Item #12. • • • Page 303 of 427 Agenda Item #12. • VILLAGE OF TEQUESTA ENGINEERING SERVICES WORK AUTHORIZATION BEACH ROAD(AIA) WATER MAIN REPLACEMENT DESIGN & BIDDING PHASE SERVICES This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth herein and is issued pursuant to The Professional Engineering Services Agreement, between the Village of Tequesta ("Client" or"Village") and Kimley-Horn and Associates, Inc. ("Kimley-Horn" or "Consultant"), dated May 12, 2016 ("Agreement"). All terms and conditions of said Agreement are hereby incorporated and made part of this Work Authorization. PROJECT UNDERSTANDING The Village has identified a need to replace approximately 3,100 linear feet of existing 8-inch cement asbestos water main along Beach Road (AIA) that over the years has experienced leaks and exposure during low tide events due to its current location. The portion being replaced is generally described from 50 feet north of the northerly property line of the Cliveden Condo/Loxahatchee River Lift Station No. 66 to 50 feet north of the southerly property line of the . Sea Watch Condo, refer to the attached sketch. The proposed main will generally run along the west side of Beach Road (between the edge of pavement and the existing wooden rail fence) and will be replaced with a new 10-inch water main. Note that the upcoming condo development along Beach Road known as Sea Glass, has a requirement as a part of their Development Order to replace the existing water main in front of their development. The Consultant will coordinate with the Village and Sea Glass' consultant for this work. The Village has requested the Consultant to provide design, permitting and bidding assistance for these improvements as outlined below. SCOPE Kimley-Horn will perform the following services: 1. Prepare a site survey of the corridor noted above along the westerly side of Beach Road, centerline to the westerly right of way line. 2. Meet with Village staff on-site to "walk the project" to gain concurrence on the proposed main location and service tie in location. 3. Research Village, County and adjacent condo development record drawing information. 4. Prepare a geotechnical survey along the proposed route to include two (2) 10ft test holes. 5. Meet with the Village and Sea Glass Condo consultant to coordinate their design with this project. 6. Prepare 90% design plans for the watermain improvements at a scale of 1" = 20' for the project to include the following; • Title Sheet (1 sheet) • General Notes (1 sheet) • Watermain Plan (Double Plan, no Profile) (3 sheets) • Watermain Connection/Conflict Details (1 sheet) 1 Page 304 of 427 Agenda Item #12. • Watermain Construction Details (1 sheet) 7. Meet with Village staff to review the 90% plans and prepare Final design plans. 8. Prepare technical specifications for the project to be incorporated into the bidding documents, along with Village front end documents. 9. Prepare an opinion of probable construction cost at the 90% and Final design stages. 10. Prepare permit support documents and submit accordingly to the following regulatory agencies; • Palm Beach County Health Department (HRS) • Palm Beach County Land Development R/W Utility Permit • Palm Beach County Traffic Division MOT Permit (FDOT Indexes will be submitted initially, the final permit issuance will require the Contractors prepared MOT) 11. Attend a pre-application meeting with PBC Land Development Division prior to the submittal of the R/W Utility Permit. 12. Prepare and supply bid documents for the Village's use and the following services; • Respond to Contractor questions and prepare addendums as necessary. • Attend the bid opening at Village Hall. • Evaluate the bids, investigate Contractor qualifications and provide a summary memo that identifies the lowest responsive, responsible bidder. DELIVERABLES The Consultant shall provide the deliverables to the Village. • 1. Project site survey. 2. 90% and Final design plans, paper copies and digital copies in PDF. 3. Engineers opinion of probable construction cost with the 90% and Final design plans. 4. Copies of Permit Applications and any associated RAI. 5. Project Specifications. 6. Copies of Addendums. 7. Copies of correspondence related to the Project. 8. Summary memorandum identifying the lowest responsive, responsible bidder. ADDITIONAL SERVICES Any services not specifically provided for in the above scope will be considered additional services and can be performed at our current hourly rates as requested by the Village in writing. INFORMATION AND SERVICES PROVIDED BY THE VILLAGE Kimley-Horn assumes that all information provided by the Village can be relied upon in the performance of professional services. The following information shall be provided to Kimley-Horn and/or the following services will be performed by the Village. • Sea Glass Condo off-site utility improvements • Beach Road water main record drawing information • Locations of any known fire or domestic services along the water main route • Associated permit fees, HRS and PBC. • 2 Page 305 of 427 Agenda Item #12. 1110 SCHEDULE Kimley-Horn will complete the work set forth herein within with the schedule outlined below after receipt of an executed Work Authorization and Purchase Order, exclusive of delays beyond the control of the Consultant.
