Discussion on Stormwater Mitigation at Tequesta Drive and Riverside

It has recently been brought to the attention of Village of Tequesta administration that the newly
constructed residence at 370 Riverside Drive, along with the residence located at 474 Tequesta Drive
(constricted in 2009) were both built on a higher grade elevation than the pre-existing neighboring
residence at 374 Riverside Drive (constructed in 1989).
As a result, the residence at 374 Riverside Drive has effectively become surrounded by newer, larger
residences built on a higher grade, and is now at greater risk of flooding due to its older, lower grade
elevation. Although all residences in question were constructed in conformance with building and
floodplain codes applicable at the time of their respective construction, because of the positioning of
the properties, the timing of the construction, and changes to floodplain and building code regulations
over the years, the residence at 374 Tequesta Drive has been unwittingly placed into a unique
situation and requires assistance in terms of floodplain and stormwater management. This
stormwater management issue also impacts the intersection of Tequesta Drive and Riverside Drive,
and as such implicates issues of public health, safety and welfare.
In order to mitigate these issue and manage the stormwater runoff which has been aggravated by the
above described grade elevations, the Village's civil engineer, Kimley Horn Engineering, will design a
retaining wall and trench drain along the south and west sides of the property at 374 Riverside Drive,
which should protect that residence, as well as the adjacent public rights -of -way, from increased
stormwater run-off due to the higher grade elevations on the neighboring properties. Kimley Horn
Engineering will then prepare construction drawings to build the retaining wall and trench drain. The
intended result is that stormwater runoff will be re -directed into the Village's swale and storm drain
system, protecting the public rights -of -way and the adjacent property.
Staff has a bid opening to for a contractor to complete this work that will be coming to council on Dec.
12th for approval. The funds to cover the project will be allocated from the Stormwater Fund.
