Village of Tequesta Village Employee Work Guidelines As we continue to monitor the spread of COVID-19, the Village will implement strategies based on CDC guidelines, and the ability to safely return people to daily operations. The following implementation is designed to return the Village to full operational capacity in a systematic controlled fashion so we can continue to slow the spread of COVID-19 and protect our employees and their families. This plan will be updated as conditions and recommendations change. Because there is little information regarding COVID-19, these phases will be implemented based on the epidemiology and recommendations from medical experts. Regardless of the implementation phase, all employees with any of the following shall be excluded from returning to work until it is safe to return: Employees who have been exposed (without PPE) to someone with confirmed COVID-19 and/or suspected infection with COVID-19 (fever, cough, shortness of breath, sore throat). Those exposed or have symptoms must self- quarantine. Employees who test positive for COVID-19 or have COVID-19 symptoms (fever, cough, shortness of breath, sore throat) may not return to work until all of the following criteria have been met: o Fever has subsided for 3 days without the use of fever reducing medications (Tylenol or Advil) and o Significant improvement in respiratory symptoms (e.g., cough, shortness of breath) and o Negative results of an FDA Emergency Use Authorized molecular assay for COVID-19 from at least 2 consecutive nasopharyngeal swab specimens collected >_24 hours apart (total of 2 negative specimens) Department Heads and supervisors should contact Chief Trube at (561)768-1556 if an employee has been exposed to COVID-19 or has possibly exposed other employees to COVID- 19 for proper guidelines. Phase 1 Only employees that can safely meet CDC guidelines and that do not possess a job that can telecommute are to report to work (Village Manager, Police, Fire Rescue, Water Treatment, Water Distribution, Public Works and any other staff deemed by the Village Manager). During Phase 1, the following precautions shall be in effect: • All employees shall wear a cloth -type mask when: • When traversing through any Village facility • When working in an enclosed work area (e.g., front desk, counter area, cubicle, areas of confined space) with another person(s) • When working outdoors, to the extent necessary • Department Head deems it necessary to maintain the health and safety of staff and/or community • Social distancing (6 feet) • As per the CDC, wash your hands often with soap and water for at least 20 seconds, especially before eating; after going to the bathroom; and after coughing, sneezing, or blowing your nose. • If soap and water are not available, the CDC recommends using an alcohol -based hand sanitizer that contains at least 60% alcohol. Apply the sanitizer to the palm of your hand and rub your hands together, covering the entire surface of the hands, until dry. • Cover your mouth and nose with a tissue when coughing or sneezing. Contaminated tissues should be thrown away in a trash can immediately. • Disinfection o Employees should disinfect their individual work areas with an EPA -registered disinfectant effective against COVID-19, as per the manufacturer's recommendations, twice a day. Common touch areas such as desktops, door handles, phones, keyboards and mouse should be disinfected more often throughout the day. o Department heads should identify an individual to disinfect common areas within their department with an EPA -registered disinfectant effective against COVID-19, as per the manufacturer's recommendations, twice a day. This would include, but is not limited to, break rooms, conference rooms, common doors, microwaves, refrigerators, etc. o Employees who have been assigned a vehicle shall be responsible for disinfecting their vehicles with an EPA -registered disinfectant effective against COVID-19, as per the manufacturer's recommendations, once a day. o For fleet vehicles, whenever an employee uses and returns the vehicle to the fleet, they shall disinfect the vehicle with an EPA -registered disinfectant effective against COVID-19, as per the manufacturer's recommendations, so that the vehicle is disinfected for the next person. • A mask should be worn when driving, unless the vehicle is assigned to the employee, then a mask shall only be worn when there are other people in the vehicle. • Employees shall be required to be screened prior to entering any Village building (see attached Employee CVOID-19 Screening Form). This is best accomplisff6dge 5 of 10 Agenda Item #1. Phase 2 by having all employees in their department meet at a designated isolated location, at a specific time to be screened prior to entering a common area. Employees that answer yes to any of the screening questions shall not be permitted to work until they have met the return -to -work requirements noted above. Phase 3 Employees that are telecommuting and can safely meet CDC guidelines in the workplace may report to work in limited numbers (building inspector, code enforcement, utility billing, HR, Clerk's Office, Finance IT, etc...). Departments should be able to meet the public needs. In a phased approach departments should be able to interact with the public, meet with contractors, commence work on projects that were otherwise deemed unsafe. During this phase Village Hall will return to normal hours of operation. Depending on the state of the PBC, staff may meet with the public, however initially the doors may be closed to the public until the Manager deems that normal operations may resume with the doors unlocked and open, based on the recommendations from medical experts. Common touch areas such as desktops, door handles, phones, keyboards, and mouse should be disinfected more often throughout the day. o Department heads should identify an individual to disinfect common areas within their department with an EPA -registered disinfectant effective against COVID-19, as per the manufacturer's recommendations, twice a day. This would include, but is not limited to, break rooms, conference rooms, common doors, microwaves, refrigerators, etc. o Employees who have been assigned a vehicle shall be responsible for disinfecting their vehicles with an EPA -registered disinfectant effective against COVID-19, as per the manufacturer's recommendations, once a day. o For fleet vehicles, whenever an employee uses and returns the vehicle to the fleet, they shall disinfect the vehicle with an EPA registered disinfectant effective against COVID-19, as per the manufacture's recommendations, so that the vehicle is disinfected for the next person. • A mask should be worn when driving unless the vehicle is assigned to the employee, then a mask shall only be worn when there are other people in the Page 7 of 10 vehicle. During this time, all staff in frequent contact with the public (administrative assistants, accountants, payroll employees, etc.) can return to work.
