This WA is for preliminary design services for the Upper Floridan Aquifer (UFA) Well Rehabilitation in the amount of$Z4`475. The Village has Regulatory permission for groundwater withdrawals is via a 20-year Water Use Permit (WUP) 50- 0004-W through the South Florida Water Management District (SFWMD) issued in 2012that expires in2O3I. A Wellfield Condition Assessment Report was completed this month identifying that two of the four UFA wells are operating at significantly reduced capacity and a third has not been operational since construction due to high sand content. This preliminary design will develop the rehabilitation plan to be executed in FY20-2I to restore the wells to as near to design capacity as possible. Proposal to Provide Professional Engineering Services for Upper Floridan Aquifer Well Rehabilitation Preliminary Design Services to be provided by: Mock■Roos Services provided to (Client): Village of Tequesta Proposal Date: July 28, 2020 Proposal Terms A. Project Description: The Village of Tequesta has a water use permit (No. 50-00046-W) from the South Florida Water Management District (SFWM D) that allows the withdrawal of 401 million gallons (MG) per year from the surficial aquifer and 1,251 MG from the brackish Upper Floridan Aquifer (UFA). The Village currently runs three (3) production wells tapping the Upper- Floridan Aquifer. A fotlrth well (R4) has not been significantly operated more than the minimum required for testing because of suspended solids production. Only having three wells in production means that all three wells need to operate most of the time to pump the annual allocation that makes up 76 percent of the Village's water supply. Mock*Roos and Connect Consulting, Inc. (CCI) recently completed the Village of Tequesta Wellfield Condition Assessment Report earlier this year and found that UFAWell R2 has lost approximately 60% specific capacity since construction and needs rehabilitation to restore performance. UFA Well R3 currently has a low pumping level and the pump is not operating as designed. "There is no historical performance data oil this well; however, based oil the low specific capacity it has also likely lost capacity. Upper Floridan Aquifer production Well R4, which has reportedly been out of service due to the production of suspended solids, is an essential well for the Village's wellfield. Because the well has been out of service, the other three in-service wells have been pumped more than planned to make up for its loss. The result has been loss of capacity (R2 known and R3 likely) and the degradation of raw water quality from additional use. At the Village's request, Mock■ Roos and CCI will perform the services as outlined in B. Scope of Services below: B. Scope of Services: 1. Attend kick-off meeting with Village staff. Obtain available project specific record drawings and data From the Village, Florida Department of Transportation, and South Florida Water Management District. 2. It is anticipated that the formation fluids water for R2 and R3 will be discharged/disposed of through an existing easement and into the US-1 drainage system. 3. Review available well construction and hydrogeologic data for UFA Well R4 and prepare conceptual recommendations for steps to be taken to rehabilitate the well and dispose of development water with the end goal of bringing the well online thus providing essential additional capacity to the Village's UAF wellfield. 4. The findings will be coordinated with the Village during the preliminary design and a brief draft technical memorandum will be developed to summarize the findings, exhibits, and engineer's opinion of probable construction cost. The opinion of cost will be in a format that can be used to develop a phasing plan to proceed with implementing the project. Attend one review meeting with Village staff to discuss the draft technical memorandum, incorporate minor change and provide final technical memorandLIM. Assumptions: .�. 1. Village staff will provide access to the UFA wells as needed. 2. Village to provide current GIS database and available records for UFA R4. 3. Project deliverables will be emailed PDF files of the draft and final technical memorandum (3 bound copies of the final report will be provided to the Village upon request). D. Additional Services: 1. Any services not included in the Scope of Services will be considered Additional Services. 2. Additional Services can be provided upon Mock■Roos receiving signed authorization from Client. 3. Additional Services resulting from the following can be provided without Client's authorization: 1) legal and/or regulatory requirements or changes, 2) delays or price increase not in Mock•Roos control, 3) emergencies or acts of God, 4) threatened or endangered species, 5) hazardOLIS conditions, 6} or any services required to protect the health, safety, and/or welfare of the public. D. Fees and Rates: 1. Mock•Roos will complete these services on an hourly basis at MockeRoos' hourly rates, plus reimbursable expenses. 2. The total Fee to provide the Scope of Services is anticipated to be $24,475. 3. Mock•Roos can provide Additional Services at the Mock•Roos rates in effect at that time, plus any reimbursable expenses, or for an agreed upon lump sum fee.
