One request came from Dr. Steve Pullen. He would like to lease or buy property near the railroad tracks. The second request came from Dr. Joi Sutton who would like to lease a portion of an alleyway near Tequesta Drive and Cypress Drive. VILLAGE OF TEQU ESTA 6 `1 To: Mayor Abby Brennan and Village Council From: Nilsa Zacarias, AICP, Community Development Director Date: 9/21/2020 Ref.: Alley- Employee Parking— Village Council Workshop To convert the existing alley into a parking lot will require the following process: 1. Concurrent alley abandonment and replat to create a parcel 2. Zoning map and Future Land Use map (FLUM) amendments 3. Zoning Code Text amendment to allow stand alone parking lot 4. Site Plan review and approval for a parking lot 1. Concurrent alley abandonment and replat to create a parcel The subject land area is Not a parcel; it is part of the alley as indicated on the Property Appraisal aerial map. In order to create a parcel, the Village will need to abandon and replat the subject area. Prior to abandon the alley and convert it into a parcel, there will be a review by the civil and traffic engineering, fire safety, and law enforcement. This will allow an analysis of potential impacts regarding future F Development Review Committee (DRC) . v } including M1 .A [fir. The concurrent replat and abandonment will require contracting a surveyor to prepare the plat and a Village Council approval hearing. The subject map amendments will require Ordinances and the following approval process: a Local Planning Agency (LPA) hearing, and Village Council First and Second Reading. Zoning Code Text amendment to allow stand alone parking lot A,.JM FUTURE LAND USE MAP The Village zoning code allows parking as an accessory/ancillary use to the principal use or structure. Currently, the Village code does not allow a stand alone parking lot. The code text amendment will require the following approval process: a Local Planning Agency (LPA) hearing, and Village Council First and Second Reading. 4. Site Plan review and approval for a parking lot Ir% The applicant will be required to apply for a Site Plan to review the proposed parking lot according to Village codes and traffic engineering standards.
