This agenda item is submitted for your review and consideration for the adoption of an Updated
Program for Public Information (PPI), by Resolution 38-20, per FEMA requirements under the
National Flood Insurance Program's (NFIP) Community Rating System (CRS). In accordance with
FEMA guidelines, the Village is required to update its PPI every five years. The additional CRS credit
points obtained for this Updated PPI go toward improving the Village's CRS class rating, with the goal
of obtaining increased flood insurance premium discounts for Village businesses and residents.

RESOLUTION 38-20
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,
FLORIDA, APPROVING AND ADOPTING THE 2020 REVISED PROGRAM FOR
PUBLIC INFORMATION PLAN.
WHEREAS, the goals of the Federal Emergency Management Agency's (FEMA)
National Flood Insurance Program (NFIP) are to provide flood insurance to property owners, to
encourage flood loss reduction activities by communities, and to save taxpayers money; and
WHEREAS, the Village of Tequesta participates in the NFIP and the Community Rating
System (CRS), a voluntary program that provides both incentives and tools to further these
goals; and
WHEREAS, participation in the CRS saves residents money by reducing flood insurance
premiums; and
WHEREAS, the Program for Public Information (PPI) provides activity points to improve
the Village's CRS score, which in turn helps to reduce flood insurance premiums; and
WHEREAS, membership criteria for a PPI Committee must include: real estate agent(s),
insurance agent(s), banking industry representative(s), and at least half of the Committee's
members must be from outside the local government; and
WHEREAS, a Program for Public Information was initially implemented and adopted by
the Village of Tequesta on May 8, 2014; and
WHEREAS, each CRS participating community must update its Program for Public
Information every five years; and
WHEREAS, a 2020 revised Program for Public Information plan has been developed by
the PPI Committee according to a seven-step planning and public involvement process defined
by the Community Rating System Program;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, FLORIDA, that the Village Council accepts the National Flood
Insurance Program Community Rating System Program for Public Information Five-Year
Updated Plan, by the Village of Tequesta, attached hereto.

This agenda item is submitted for your review and consideration for the adoption of an
Updated Program for Public Information (PPI) per FEMA requirements under the National Flood
Insurance Program's (NFIP) Community Rating System (CRS). The CRS provides additional credit
for public outreach efforts that are coordinated through an adopted program for public
information. Research shows that when public information efforts are planned and
coordinated, people will take steps to protect themselves from flood damage, including the
purchase of flood insurance.
The Village qualified for the CRS program in 1992 and first enacted and adopted a PPI in 2014.
The Village obtained a CRS class 7 rating in 2015. In accordance with FEMA guidelines, the
Village is required to update its PPI every five years. The additional CRS credit points obtained
for this Updated PPI go toward improving the Village's CRS class rating, with the goal of
obtaining increased flood insurance premium discounts for Village businesses and residents.
The Village's updated PPI document is attached hereto as Exhibit A with full appendices
available in hard copy for review in the Building Department.

natural and beneficial functions of flood plains and the maintenance of open space. In addition,
Tequesta continues active compliance with the U.S. Environmental Protection Agency's National

Pursuant to the Flood Di5aster Protection Act of 1973 and the National Flood In5urance Reform Act of
1994, the pur-chase of f 1,00d insurance i;s mandatory for all fad e ra I or f ed-efal IV retated f inandal
assiEtance for the acquisition and/or construction of buildings in Special Flood Hazard Areas (SPHA). The
mandatory purchase requirement also applies to secured loans from financial institutions- Leaders ,ire
required to provide written notification to the bGrrower that flood insurance is mandatory a!s a
condiVon of the loan if the building is in an SFHA._ The Village of Tequ eat a disseminates to the
community a brochure regarding Flood Protection and the Mandatory Purchase Requirement annually.

The Village of Tequesta has severa I parks and preserve areas that provide natufal f loodplain functions.
