HomeMy WebLinkAboutMinutes_Selection Review_10/6/2020MINUTES SELECTION COMMITTEE MEETING VILLAGE OF TEQUESTA, FL OCTOBER 6, 2020 9:00 AM ZOOM CALL TO ORDER AND ROLL CALL The meeting was called to order by Village Clerk McWilliams at 9:00 a.m. and the roll call was taken. Present were: Greg Corbitt, Parks and Recreation Director; Hugh Dunkley, Finance Director; Matthew Hammond, Utilities Director; and Doug Chambers, Public Works Director AGENDA ITEMS 1. Construction Manager at Risk Services Presentations: 9:00 a.m. - Hendrick Brothers Construction Hedrick Brothers introduced their team and noted Ryan Hutchins and Doug Gordon were both Tequesta residents. They explained they do projects that only directly improve communities and have a history of working with REG Architects. They reviewed CDC Compliance, Tequesta community involvement, viewing portals through fence for residents to view the progress, systems analysis (constructibility reviews, structure and MEP systems), valued engineering, budget cost summary, preliminary project schedule (move in within 10 months - start date in January and demo in December), sales tax savings program, quality assurance, virtual design and construction, commitment to the Village. Hedrick Brothers responded to committee questions: projects they brought in under budget, total recordable incident rate in 2018, most important lessons learned on delivery methods, municipal experience, parking, the ability to keep programs and activities taking place during construction, and budget ($3.9 million all in). 9:30 a.m. - Kast Construction Kast introduced their project team, discussed community programs they donate time and funds to and partner with, noted Sean Martin was a Tequesta resident, design modeling, building coordination, in-house quality control and warranty processes, experience and projects completed along with cost, letters of recommendation (including one from REG), discussed a similar project intergenerational recreation center in Indian River County built on an existing park, construction manager at risk process - ownership, budget ($4.457) and excludable items, and direct owner purchase. Kast responded to committee questions: construction and supply chain during a pandemic, percentage of budget for contingency, schedule and opportunities to expedite, and direct owner purchase savings. 10:00 a.m. - Verdex Construction Verdex Construction introduced their team (including Terry Keelar - Tequesta resident), number of projects completed and similar projects done, innovation, response, team experience, depth of preconstruction and options, design assist with sub -contractors, finding cost savings, options pricing, added value choices, easy maintenance, quality and delivery, early utility identification, keeping park open while under construction, February start date, construction boundaries and site access, good neighbor communication updates, and schedule. Verdex responded to committee questions: relocation of Oak trees, paving of Dover Road and traffic flow and park access, cost saving ideas and whether they increase or decrease the cost of the project, high risk items, lessons learned, construction and supply chain during a pandemic, what construction and supply chain during a pandemic, percentage of GMP as contingency, construction cost (around $5 million), and how long the construction manager would be on site. The committee discussed the the presentations and provided the Village Clerk with their rankings (1 being the top proposer and 3 being the least desired). Following a short break for the Clerk to process the rankings, the Village Clerk presented the final rankings: Top Ranked Firm Hedrick Second Place Verdex Third Place Kast Village Clerk McWilliams explained a placeholder was done for the October 8 Council Meeting and she would work with Mr. Corbitt to get the backup for Hedrick Brothers on the agenda.
