HomeMy WebLinkAboutMinutes_Selection Review_9/9/2020MINUTES SELECTION COMMITTEE MEETING VILLAGE OF TEQUESTA, FL SEPTEMBER 9, 2020 11:00 AM zoom CALL TO ORDER AND ROLL CALL The meeting was called to order by Village Clerk, Lori McWilliams at 11 AM. A roll call was taken by Village Clerk McWilliams. Present were: Tinoco, Chambers, Director of Public Works, Hammond, Utilities Director, Litteral, and Racanati, Assistant Finance Director. AGENDA ITEMS 1. Review Submitted Financial Services RFQ's Village Clerk McWilliams explained to the Committee that the meeting would include: going thru the individual quotes and discussion on each proposal. There would be a short break for the Committe to fill out the evaluation forms. Village Clerk McWilliams would then calculate the scores and read the results. Hilltop Security Finance Director Hugh Dunkley opened up the discussion on Hilltop Security. Mr. Matthew Sansbury, of Hilltop Security was present on the zoom call and greeted the committee. Mr. Dunkley acknowledged that the proposal included a 3 year contract with the possibility of 2 renewals. He added that there was no sliding -scale and appreciated the different scenarios that were layed out for the committee. Mr. Dunkley believed the company met all benchmarks and was larger is size than the others. His only area of concern was the disciplinary action notated in their packet. Tatiana Racanati, Assistant Finance Director felt the company was a good fit for the Village. Parks and Recreation Director, Greg Corbitt asked about a bank loan being preferred over a bond. It was confirmed that this was the case. Dunlap & Associates Finance Director Hugh Dunkley revealed to the Committee that Dunlap & Associates had been unresponsive in the process. Estrada Hinujaron Finance Director Hugh Dunkley felt that Estrada Hinujaron did a good job in illustrating the savings over the life of the loan. He noted that this was a smaller firm and the price was double that of Hilltop. The Committee took a break at 11:32 AM to go over the evaluations and provide scores for each company. 2. Evaluation and Ranking of Financial Services Proposals The Commitee reconvened at 11:50 AM. Village Clerk Lori McWilliams shared the evaluation scoring form with the Committee Members. The results were as follows: 1. Hilltop Security 274 2. Dunlap & Associates 0 3. Estrada Hinujaron 247 Finance Director Hugh Dunkley recommendeded Hilltop Security and felt the Committee could bypass any presentations. MOTION: Tinoco made a motion to reccomend Hilltop Securities to Council; Litteral seconded the motion. Carried unanimously 5-0. ADJOURNMENT The meeting was adjourned at 11:55 AM.
