Re: Emergency Medical Consultants Proposal to Render Services
Please find attached Proposal to Render Services from Emergency Medical Consultant (EMC)
to the Village of Tequesta. EMC will provide licensed medical personnel at a cost of $400 per 8
hour day, with additional fees applied for any hours in excess of 8 hours. Should the Village fail
to give EMC 5 days' notice for personnel needs, a $200 fee applies. Both parties agree to abide
by the terms and conditions of the proposal and thus, the agreement has been signed by both
parties.

Description:
With the demolition of the Village's Parks and Recreation Center, we have reached out to the
First Baptist Church of Tequesta to utilize their Fellowship Hall facility for the March 9, 2021
municipal elections.
Fee: Pro Bono
The church has agreed to not charge the Village for use of their facility.

Subject: Florida East Coast Railway Property Renewal Lease 281-1-2a Dated:
February 2, 2021
This Agenda item references the real estate property the Village of Tequesta
leases from Florida East Coast ROW, LLC. The property is located on Old
Dixie Highway along the railroad tracks north and south of Tequesta Drive to
County Line Road. This area is defined as Linear Park. This lease allows the
Village of Tequesta to maintain and make improvements in the area.
The Renewal Term will be increased by 5% at a cost of $4,491.31.
The lease is effective January 30, 2021 through 3anuary 29, 2022.
Funding is available and budgeted in 001-210-544.304.

Subject: Gehring Group's contract Extension as the Village's Agent of Record
The HR department is recommending the extension of the Gehring Group's Agent of
Record agreement for 3 years when it expires on March 12, 2021 in respect of our
Employee Benefits Programs. They were first appointed in January 2009, with 3-year
extensions approved in 2012, 2015 and 2018 (Appendix 1). There is no direct cost to
the Village as the insurance companies pay the brokers a standard percentage of the
premiums received.
The Gehring Group maintains a sizeable client base of government municipalities and
agencies, which makes them more knowledgeable and responsive to the Village's
needs. Because of its small size, the Village also benefits greatly from the add -on
services offered. Specifically, in addition to their main role of negotiating with our benefit
carriers, over the past 3 years, they have:
1. Provided extensive updates to the Affordable Care Act, helped the Village to
efficiently manage the 1094/1095 filing process, and more recently held
attorney and medical practitioner led workshops in respect of pandemic,
FFCRA and vaccines best practices. These courses also bring the added
value of providing needed CEUs for the HR staff at no cost to the Village.
2. Provided outstanding assistance with our open enrollment and continue to
lend personalized attention to employee claim disputes with our carriers. In
2020, they were particularly instrumental in helping the Village to flawlessly
move to remote benefits presentation and enrollment.
The Gehring Group are also in the process of developing a website where clients who
give their consent will be able to share and access benefits data for comparative
purposes. I can say with utmost confidence that without the assistance of the Gehring
Group, the HR department with its limited resources, would not be able to provide the
high level of benefits management that it does.

Please find attached Training Site Agreement from Total Caring Health Education Staffing to the
Village of Tequesta. The agreement is valid from 1/31/2021-1/31/2022 and may be renewed at
the end of that time period. Both parties agree to abide by the terms and conditions of the
proposal and thus, the agreement has been signed by both parties. The associated fees are as
follows:
• Basic Life Support Provider cards: $5.50
• All instructor cards: $7.50
• Advanced Cardiac Life Support cards: $7.50
• Pediatric Advanced Life Support cards: $7.50
• Heartsaver, First Aid Provider cards: $19.00
