Regular Council STAFF MEMO Meeting: Regular Council -Feb 11 2021 Staff Contact: Jeremy Allen, Village Manager Department: Manager _TITLE Authorize a Construction Manager At Risk (CMAR) Contract between the Village of Tequesta and Hedrick Brothers Construction for Village of Tequesta Community Center and Park Improvements for a Guaranteed Maximum Price (GMP) of $5,938,954; Authorizing the Village Manager to Execute the Necessary Documents. On October 8, 2020 the Village Council awarded Construction Manager at Risk to Hedrick Brothers Construction. On November 12, 2020 Village Council approved an agreement and general conditions to the contract. The agreement approved provided services for preconstruction, virtual design, demolitions of the building, and construction services. Prior to initiating the construction services Hedrick Brothers Construction was to provide 2 Guaranteed Maximum Price (GMP) proposals. One of the GMP proposals was submitted with 50% completion of the Building plans. The second and final GMP is what is presented for approval. Included in this GMP is construction of: • 14,799 Square Foot Multi -purpose facility • Emergency Generator • Renovation and improvements to Constitution Park pathways • Storm Drainage in Constitution Park and Community Center Parking • Landscaping and irrigation around the building • Additional lighting off the back of the building for park improved lighting • Additional parking at Dover Road Recommend approval of Guaranteed Maximum Price (GMP) of $5,938,954 for construction of the Village of Tequesta Community Center and Park Improvements. E z HEDRICK 7 -IN BROTHERS CONSTRUCTION February 2, 2021 ASSUMPTIONS & QUALIFICATIONS - PHASE 2 GMP Tequesta Community Center DIVISION 1 - GENERAL: I) Our general conditions costs assumes a 10 month schedule from notice to proceed. 2) We assume all Pemilts, Permit Fees, Governmental Fees, and Utility connection fees are by Owner. 3) Builders Risk Insurance and any deductible is to be provided by the Owner. 4) We have included a Payment and Perforniance Bond, 5) We exclude Bid Bond. 6) All Construction Testing and Vibration Monitoring Services will be provided by Owner. 7) We exclude Temporary Site Security Services. 8) Supply of Water Meter is by Owner. 9) Utility fees of any kind are excluded. Including, but not limited to, coordination, design fees, deposits, and infrastructure costs associated with FPUA, FPU, Cable/Internet Service Provider, and Phone Service Provider. 10) All consumption costs for water and electric are to be paid for by the owner. 11.) All allowances are for labor and material and include contractors' fee and general liability insurance, unless otherwise noted in the qualifications. 23) Working hours are figured to be Monday - Friday 8am - 330 pm. Overtime work is not included. 24) In event that conflicts exist between plans, plan notes and specifications, Hedrick Brothers' qualifications will prevail. 25) This proposal is valid for 30 days. If this project cannot be commenced during this time frame, the contractor reserves the right to verify pricing. 26) Supplying and handling of F.F.&E. items is excluded.
