Regular Council STAFF MEMO Meeting: Regular Council -Feb 11 2021 Staff Contact: Matthew Hammond, Utilities Department: Utilities Director Approve Work Authorization CM U21.01 —Hydraulic Model &Evaluation —Chen Moore &Associates SUMMARY: Noff- The Village owns and operates Public Water System (PWS) No. 4501438, which provides potable water to over 5,000 connections within its utility service area. Potable water treated at the water treatment plant is delivered to customers through a water distribution system (WDS) consisting of over seventy-two miles of water distribution mains ranging in size from 4-inch to 16-inch in diameter. The WDS piping materials include asbestos cement (AC), ductile iron (DI), polyvinyl chloride (PVC), and high -density polyethylene (HDPE). The primary piping material associated with the oldest portions of the WDS, installed between 1950 and 1970, is AC. The significant amount of AC piping is nearing the end of its useful life and needs to be replaced in a strategic manner. In addition, the various expansions over the life of the water treatment plant have resulted in ahigh-service pump station that consists of a mixture of constant speed and adjustable speed pumps of different sizes that may not be well matched resulting in an energy inefficient operation. For these reasons, the development of a calibrated hydraulic model is required to 1) develop WDS improvements that satisfy the hydraulic needs of the system, 2) size replacement water mains for the AC piping, and 3) make recommendations to improve operations and energy efficiency of the high -service pump station. Staff recommends the professional engineering services for this project be completed by Chen Moore & Associates, in conjunction with Wright Pierce, one of the Village's on -board engineering consultants. The proposed Work Authorization CM-U21.01, in the amount of $74,820, includes the development & calibration of a hydraulic model, hydraulic evaluation of the WDS and high -service pump station and development of a final report. If approved, the project is anticipated to be completed in the Summer of 2021. CM-U21.01 FOR CONSULTING SERVICES PROJECT No. G/L CODE: 401-242-531.302 CHEN-MOORE PROJECT NO.: 508.002 PROJECT TITLE: This Work Authorization, when executed, shall be incorporated in and shall become an integral part of the Agreement for Professional Services dated September 10, 2020 between the Village of Tequesta ("VILLAGE"), Chen -Moore and Associates, Inc. ("CONSULTANT"), and Wright - Pierce, Inc. ("SUB CONSULTANT") hereafter referred to as the Agreement. I. PROJECT DESCRIPTION VILLAGE owns and operates Public Water System (PWS) No. 4501438, which provides potable water to the customers within VILLAGE's water service area through approximately 5,045 connections. The PWS generally consists of fourteen groundwater wells, a water treatment plant (WTP) and over seventy-two miles of water distribution mains ranging in size from 4-inch to 16- inch in diameter. The PWS has a Florida Department of Environmental Protection (FDEP) permitted maximum day operating capacity of 6.33 million -gallon per day (MGD). VILLAGE'S South Florida Water Management (SFWMD) Water Use Permit (WUP No. 50-00046-W), which expires on October 31, 203, allows VILLAGE to withdraw up to 1,594 million gallons (MG) annually with a maximum monthly withdraw limit of 230.11 MG. The WTP generally consists of a 2.7 MGD sand filter treatment process, a 3.66 MGD reverse osmosis (RO) treatment process, one 0.75 MG water ground storage tank (GST) and one 2.0 MG GST for finished water storage and a high service pump station (HSPS). The HSPS pumps finished water from the GSTs into the water distribution system (WDS). The HSPS generally consists of the following: WORK AUTHORIZATION NO. CM-U21.021 1 of 11 Page 237 of 403 Agenda Item #13. • Four vertical turbine high service pumping units (Pumps 1 - 4). These pumping units are equally sized and equipped with 40 horsepower motors. Pumps 1-3 have constant speed drives, while Pump 4 has an adjustable speed drive. The pumping units are located outside on the west side of the 0.75 MG GST and draw suction from both GSTs. • Three horizontal split case high service pumping units (Pumps 5 - 7). Pump 7 is equipped with a 75-horsepower motor. Pumps 5 and 6 are equipped with 125 horsepower motors. Pump 6 has a constant speed drive, while Pumps 5 and 7 have adjustable speed drives. The pumping units are located within the Reverse Osmosis (RO) building on the southwest side of the 2.0 MG GST and draw suction from both GSTs. The WDS piping materials include asbestos cement (AC), ductile iron (DI), polyvinyl chloride (PVC), and high -density polyethylene (HDPE). The primary piping material associated with the oldest portions of the WDS, installed between 1950 and 1970, is AC. The WDS conveys potable to the VILLAGE'S residential and non-residential customers through 5,045 connections. VILLAGE also has three emergency interconnects within its WDS. Two are with the Town of Jupiter. One is with South Martin Regional Utility, which is owned by the Town of Jupiter Island. All of the emergency interconnects are normally closed and allow for bi-directional emergency water service. VILLAGE has a significant amount of AC piping within its WDS that is nearing the end of its useful life and needs to be replaced in a strategic manner. In addition, the various WTP expansions have resulted in a HSPS that consists of a mixture of constant speed and adjustable speed pumps of different sizes that may not be well matched and may result in an energy inefficient operation. For these reasons, VILLAGE has requested CONSULTANT develop and calibrate a hydraulic model (WaterGEMS(M by Bentley Systems, Inc) of the WDS, use the model to develop WDS improvements to satisfy the hydraulic needs of the system and to size replacement water mains for VILLAGE's AC piping, and make recommendations to improve operations and energy efficiency of the HSPS. SUBCONSULTANT will provide the below services to assist CONSULTANT with this project. II. SCOPE OF SERVICES The following is a description of the services to be provided under this Task Order. TASK 1— General Project Management and Design Project Execution A. Project Management SUBCONSULTANT will perform project management activities for the project. The activities include contract administration, budget management, invoicing, monthly status reports, scheduling, and coordination with the VILLAGE and CONSULTANT. WORK AUTHORIZATION NO. CM-U21.021 2 of 11 Page 238 of 403 Agenda Item #13. B. Meetings SUBCONSULTANT will attend the following Teams enabled meetings with the VILLAGE and CONSULTANT. For each meeting, SUBCONSULTANT will prepare a meeting agenda and meeting minutes. • Kickoff Meeting • Draft Field Data Collection Plan Review Meeting • Draft WDS Hydraulic Evaluation Review Meeting • Draft HSPS Evaluation Review Meeting • Draft Technical Memorandum Review Meeting. During the project kickoff meeting, the following will be discussed: • Overall scope and schedule. • Lines of communications. • Critical success factors. • Information needs. • Log in instructions to the SUBCONSULTANT SharePoint FTP site to be used to data transfer. • WDS Level of Service (LOS) goals. • HSPS control narrative. • Supervisory and control and data acquisition (SCADA) data availability. • Customer meter data availability from Automatic Meter Reading (AMR) system. • Details of the work to be complete before the next meeting. Attachment I presents the Information Needs List that will be used for this project. The list presents each information need, the proposed submission date for each item and status tracking fields. Additional information needs may be added to the list as the project progresses. Task Assumption(s): The Scope of Services associated with this task assumes the following: • VILLAGE will upload the information requested in Attachment Ito SUBCONSULTANT's SharePoint FTP site by the proposed submission dates. CM-U21.021 3 of 11 Page 239 of 403 Agenda Item #13. TASK 2 — WATER SYSTEM HYDRAULIC MODEL DEVELOPMENT AND CALIBRATION A. Water System Hydraulic Model Development SUBCONSULTANT will develop a water system hydraulic model that includes the two finished water GSTs, the HSPS and the WDS. As part of this subtask, SUBCONSULTANT will do the following: • Create a model network of the WDS from the water system GIS database files requested in Attachment 1. The geodatabases are to include the WDS pipe diameters, materials, and installation dates; fire hydrants; emergency interconnects and the customer water meters. • Review and resolve model network connective issues with input from the VILLAGE as needed. • Incorporate details of the two GSTs and the HSPS into the hydraulic model using the record drawing, pump curves, and HSPS control narrative requested in Attachment 1. • Assign initial Hazen -Williams "C" Values to all model piping based on consideration of the pipe materials, diameters, and age. • Assign elevations to model junctions, GSTs, pumps, etc. using a publicly available digital elevation model (DEM) created from LIDAR and the record drawings requested in Attachment 1. W-P will acquire the DEM. Develop and assign demands to model junctions using the AMR data, Monthly Operating Reports (MORs) and South Florida Water Management District (SFWMD water balance sheet requested in Attachment 1. The demands are envisioned to include the following three categories: o Customer metered demands. o Automatic flushing demands. o Nonspecific spatiotemporal demands. This category includes water loss and all other water uses that cannot be spatially and temporally defined in an efficient manner. B. Field Data Collection SUBCONSULTANT will develop and coordinate execution of a Field Data Collection Plan (FDCP). The purpose of the FDCP is to gather the water system data needed for model calibration during static and fire flow conditions. As part of this subtask, SUBCONSULTANT will do the following: • Develop a FDCP that summarizes the following: o The quantity of fire flow tests to be performed. o The locations of pressure and flow hydrants associated with each proposed fire flow test. o The fire flow test, SCADA and AMR data to be collected. o The responsibilities of each party (VILLAGE, CONSULTANT and SUBCONSULTANT) WORK AUTHORIZATION NO. CM-U21.021 4 of 11 Page 240 of 403 Agenda Item #13. o The schedule for the field data collection effort. o The general procedures to be used for collecting the data. • Submit a Draft FDCP to VILLAGE for review and comment. Attend a Teams enabled meeting, as part of Task 1, with VILLAGE and CONSULTANT to discuss the plan and the VILLAGE's comments. • Update the FDCP based on the VILLAGE's comments and submit Final FDCP to the VILLAGE and CONSULTANT. • Coordinate execution of the FDCP by CONSULTANT and the VILLAGE. C. Water System Hydraulic Model Calibration Using the field data, SUBCONSULTANT will calibrate the water system hydraulic model. As part of this sub -task, SUBCONSULTANT will do the following: • Process the provided field data. • Create steady-state scenarios within the water system hydraulic model to replicate static and flowing conditions associated with each hydrant flow test. • Calibrate the water system hydraulic model so that the model results reasonably match the collected field data. It is expected that the model will be calibrated by adjusting Hazen- Williams "C" Values. Minor spatial demand adjustments may be made if reasonable. No provisions are included in the Scope of Services to accommodate significant system operational anomalies (e.g., valves believed to be opened which are actually partially or fully closed, etc.) that would prevent the model from being calibrated by adjusting the Hazen -Williams "C" Values. If an area of the system is identified as problematic during calibration, VILLAGE will be notified immediately and be requested to report back on the status of their findings. Task Assumption(s): The Scope of Services associated with this task assumes the following: • The review meeting will occur within two weeks of submission of the draft documents. • Since CONSULTANT has a local office, CONSULTANT will provide two staff members to assist with executing the FDCP, recording data and adapting the data collection effort, if needed, based on actual water system response. • SUBCONSULTANT will not need to provide any staff member to assist with executive the FDCP. However, SUBCONSULTANT Project Manager will be available via phone to respond to any questions that may arise duringthe field testing effort. • VILLAGE will provide the needed hydrant flow meters and calibrated hydrant pressure gauge assemblies. VILLAGE will be responsible for installing/uninstalling equipment, and opening and closing hydrant valves. • VILLAGE will provide the electronic SCADA and AMR data in Excel format to SUBCONSULTANT within one week after completion of the field data collection effort. • CONSULTANT will provide the hydrant test results, in Excel format, and PDFs of the raw data to W-P within one week after completion of the field data collection effort. Before transmitting these items to SUBCONSULTANT, CONSULTANT will perform a quality control review of the results and update the data results accordingly. WORK AUTHORIZATION NO. TASK 3 — WDS HYDRAULIC EVALUATION AND RECOMMENDED IMPROVEMENTS Using the calibrated water system hydraulic model, SUBCONSULTANT will evaluate the hydraulic performance of the WDS, recommend improvements to satisfy VILLAGE's WDS LOS goals, and size replacement water mains for VILLAGE's AC piping. As part of this Task, SUBCONSULTANT will do the following: • Summarize the VILLAGE's WDS LOS Goals identified at the kick-off meeting that are to be used to evaluate the hydraulic performance of the WDS and to guide development of improvements. • Create and execute the following water system hydraulic model steady-state scenarios presented in Table 1. VILLAGE will provide SUBCONSULTANT a table that presents redevelopment areas and their associated AADDs, MDDs, FFs, and PHDs. • Evaluate the hydraulic performance of the existing WDS using the WDS LOS Goals and the results of Scenarios I a, 2a and 3a. • Create and execute the following water system hydraulic model steady-state scenarios presented in Table 2. Using these scenarios, W-P will develop preliminary WDS improvements needed to replace VILLAGE's AC piping and satisfy the WDS LOS Goals. WORK AUTHORIZATION NO. Subsequently, finalize the hydraulic modeling effort and the proposed WDS improvements based on the VILLAGE's comments. Task Assumption(s): The Scope of Services associated with this task assumes the following: • VILLAGE will provide SUBCONSULTANT a table that presents redevelopment areas and their associated AADDs, MDDs, FFs, and PHDs. • The review meeting will occur within two weeks of submission of the draft documents. Task Deliverable(s): SUBCONSULTANT will submit the following to the VIILLAGE and CONSULTANT: • Draft electronic copies of figures and tables summarizing hydraulic model results, the proposed WDS improvements and total project costs in PDF. Final copies of this items will be incorporated into the technical memorandum developed as part of Task 5. TASK 4 — HSPS EVALUATION AND RECOMMENDED IMPROVEMENTS SUBCONSULTANT will perform a Baseline Operations and Energy (OE) analysis of the existing HSPS, two additional OE analyses for HSPS Modifications Scenarios and recommend improvements to reduce HSPS energy usage and the durations in which high service pumps operate outside the preferred operating ranges (PORs) to the extent practical. As part of this task, SUBCONSULTANT will do the following: • Process the provided 2020 SCADA data, summarize range of flows that the HSPS was subjected to in 2020, and develop an Excel table of hourly HSPS flow rates and discharge pressure experienced at the HSPS. • Perform a Baseline OE analysis to estimate the range of operating conditions that the existing high service pumps were subjected to; the durations in which the existing high service pumps were operated within their preferred operating ranges (PORs), allowable operating ranges (AORs) and outside their AORs; and the overall HSPS energy usage in 2020. CM-U21.021 7 of 11 Page 243 of 403 Agenda Item #13. • Perform OE analyses for following HSPS Modification Scenarios: o HSPS Modification Scenario 1: This scenario tentatively assumes the following: ■ The HSPS is modified so that all existing high service pumps are adjustable speed. ■ An energy efficient HSPS controls strategy is implemented. o HSPS Modification Scenario 2: This scenario tentatively assumes the following: ■ The existing high service pumps are replaced with new high efficiency adjustable speed pumping units, which are sized to accommodate 2020 HSPS flow range. ■ An energy efficient HSPS controls strategy is implemented. • Develop total project costs associated with the HSPS Modification Scenarios 1 and 2. • Based on comparison of the OE analyses and the total project costs associated with HSPS Modification Scenarios 1 and 2, recommend improvements for implementation if deemed beneficial. • Develop draft figures and tables related to the OE analyses, comparisons, recommended improvements and total project costs and submit the draft figures and tables to VILLAGE for review and comments. Participate in a Teams enabled meeting, as part of Task 1, to discuss the HSPS evaluation andthe preliminary improvements. Subsequently, finalize the HSPS evaluation and recommend improvements based on VILLAGE's comments. Task Assumption(s): The Scope of Services associated with this task assumes the following: • VILLAGE will provide SUBCONSULTANT its current energy cost per KW-hr. • Time of use energy demand charges do not need to be considered in the HSPS evaluation. • The review meeting will occur within two weeks of submission of the draft documents. Task Deliverable(s): SUBCONSULTANT will submit the following to VILLAGE and CONSULTANT: • Draft electronic copies of figures and tables related to the OE analyses, comparisons, recommended improvements and total project costs in PDF. Final copies of this items will be incorporate into the technical memorandum developed as part of Task 5. TASK 5 — TECHNICAL MEMORANDUM SUBCONSULTANT will develop a technical memorandum which summarizes the overall project, calibration effort, modeling results, evaluation results, recommend improvements and total project costs. In addition, the technical memorandum will present an implementation schedule for the recommended improvements including replacement of VILLAGE's AC piping. SUBCONSULTANT will submit a draft copy of the technical memorandum to VILLAGE for review and comments. SUBCONSULTANT will participate in a Teams enabled review meeting, included as part of Task 1, to discuss the technical memorandum and review comments. SUBCONSULTANT will subsequently update the technical memorandum based on VILLAGE's comments and will submit the final technical memorandum to VILLAGE and CONSULTANT. WORK AUTHORIZATION NO. SCHEDULE The Project will begin immediately after SUBCONSULTANT receives a written Notice -to - Proceed (NTP) and an executed AGREEMENT from CONSULTANT. Table 3 summarizes tentative milestone dates relative to SUBCONSULTANT receiving the written NTP. SUBCONSULTANT will coordinate the actual milestone dates with the VILLAGE and CONSULTANT, but assumes the overall Project will be complete within 150 calendar days of receiving the written NTP. COMPENSATION AND PAYMENT SUBCONSULTANT proposes to complete the Scope of Service described herein on a lump -sum basis for a not -to -exceed fee of $74,820. Table 4 summarizes SUBCONSULTANT's total not - to -exceed fee and breakdown of fees by task.
