HomeMy WebLinkAboutMinutes_Selection Review_5/4/2001_Tequesta Village CenterMINUTES OF MEETING OF THE ARCHITECTURAL AND ENGINEERING SELECTION COMMITTEE FOR TEQUESTA VILLAGE CENTER MAY 49 2001 The meeting was called to order at 11 a.m. Present: Michael R. Couzzo, Jr., Village Manager Bob Garlo, Assistant Police Chief Gary Preston, Director of Public Works and Recreation Jeff Newell, Director of Community Development Betty Laur, Acting Village Clerk The Architectural and Engineering Selection Committee was formed for the purpose of reviewing the proposals from firms who responded to the RFP for the Village Center. The purpose of this meeting was to distribute the materials received and to review the process in accordance with State Statute 287.085 (pertaining to how the process is to be conducted and the information submitted by architectural firms to be reviewed individually). Village Manager Couzzo announced that the next meeting would be held Friday, May 11 at 10 a.m., in the Village Manager's Conference Room, with notice provided to the public by posting at the Tequesta Recreation Center on Seabrook Road. The intent of the meeting will be to discuss review of the individual firms and to develop a short list of 5 or 6 firms to be invited to make a presentation to the Committee and members of the public who wish to attend. The next step will be to set a schedule with the firms for presentations. Following the presentations, the Committee will rank the firms. Mr. Couzzo indicated that the State Statute requires ranking the top three, but all of the firms making presentations could be ranked. This will complete the work of the Committee, which will then be disbanded. The ranking information will then be passed to the Negotiating Committee, consisting of Village Manager Couzzo, Finance Manager Jody Forsythe, and Tom Jensen, P.E., Reese Macon & Associates. The Negotiating Committee will negotiate a contract with the top ranked firm. If a contract cannot be finalized with the top ranked firm, the Negotiating Committee will attempt to reach agreement on a contract with the second firm, and failing that, with the third ranked firm. After a contract has been negotiated, MINUTES OF THE ARCHITECTURAL AND ENGINEERING SELECTION COMMITTEE FOR TEQUESTA VILLAGE CENTER MEETING HELD MAY 49 2001 PAGE 2 the Negotiating Committee will be disbanded, and a recommendation will be made to the Village Council for action if appropriate. Village Manager Couzzo explained that the goal was to have a qualified architectural engineering firm to represent the Village in analyzing the Tequesta Village Center site and the remaining locations at 357 Tequesta Drive which will not be used for the public safety facility. The analysis will be done in two phases: (1) Analysis of the site; and (2) Determination of the most feasible site. An assessment of what will comprise the Village Hall for staff needs and cultural needs will be provided. The Committee's recommendation to the Village Council will be to present the best site as determined in the analysis so that the Council can determine whether they think that site is right or wrong before proceeding with further work, and the goal would be to choose the most competent firms based on their experience and qualifications, as well as provide the most economical development of plans. A list of the firms who responded to the RFP was distributed to the Committee members and a copy is attached to and made a part of these minutes. The two firms listed which had not met the deadline for submittals were not to be considered. A secondary goal for consideration was to find a firm truly committed and motivated to providing a creative concept to serve the needs of the Village for the next fifty years. Mr. Couzzo reminded the committee they were not to be concerned about fees; their responsibility was only selection and ranking the firms that would best meet the needs of the Village; and he requested that the members think about whether there was anything else they wanted to see other than creativity and qualifications. Mr. Couzzo advised that the firms would probably contact the individual members of the Committee, since they would be trying to sell their firms. Since there was no specific form required for ranking, the Committee could develop a form or could just decide on the top five or six firms after they reviewed the materials. Their guide would be compliance with the State Statute and the qualifications of the applicants. The Village Manager noted that the Village was very fortunate in the number and quality of the submittals, which had been provided by top-notch firms, and any interpretation done by these firms would make a significant statement about the Village now and in the future. The Committee members were advised that if there were several copies of the MINUTES OF THE ARCHITECTURAL AND ENGINEERING SELECTION COMMITTEE FOR TEQUESTA VILLAGE CENTER MEETING HELD MAY 4, 2001 PAGE 3 submittals they could take them for study; however, if only one copy had been submitted they needed to review it at the Village Manager's office. Village Manager Couzzo advised that this Committee would be governed by the Sunshine Law and therefore could not discuss the business of the Committee except in a public meeting. The work of the Negotiating Committee will also be conducted in two phases: Phase (1) for design, plans, and schedule; Phase (2) for specifications, bidding practice, and bidding oversight.
