NO.: UTIL 06-20 WORK AUTHORIZATION NO.CM-U21.02 FOR CONSULTING SERVICES PROJECT No. G/L CODE: 401-411-531.302 CHEN-MOORE PROJECT NO.: 508.001 PROJECT TITLE: Water Treatment Plant Process & Resource Improvements Evaluation This Work Authorization, when executed, shall be incorporated in and shall become an integral part of the Agreement for Professional Services dated September 10, 2020 between the Village of Tequesta ("VILLAGE"), Chen -Moore & Associates ("CONSULTANT"), and Wright -Pierce, Inc. ("SUBCONSULTANT") hereafter referred to as the Agreement. I. PROJECT DESCRIPTION VILLAGE owns and operates Public Water System (PWS) No. 4501438, which provides potable water to the customers within VILLAGE's water service area through approximately 5,045 connections. The PWS generally consists of fourteen groundwater wells, a water treatment plant (WTP) with two separate treatment trains, and over seventy-two miles of water distribution mains ranging in size from 4-inch to 16-inch in diameter. The PWS has a Florida Department of Environmental Protection (FDEP) permitted maximum day operating capacity of 6.33 million gallon per day (MGD). VILLAGE's South Florida Water Management (SFWMD) Water Use Permit (WUP No. 50-00046-W), which expires on October 31, 2031, allows the VILLAGE to withdraw up to 1,594 million gallons (MG) annually with a maximum monthly withdraw limit of 230.11 MG. The WTP generally consists of a 2.7 MGD sand filter treatment process, a 3.6 MGD reverse osmosis (RO) treatment process, one 0.75 MG water ground storage tank (GST) and one 2.0 MG GST for finished water storage, and two high service pump stations (HSPS). The HSPS pumps finished water from the GSTs into the water distribution system. There are two HSPS each related to one of the treatment trains. Pumps 1 through 4 are vertical turbine pumps located outside, near the 0.75 MG GST, and are each equipped with 40 HP motors. Pump 4 has an adjustable speed drive. Pumps 5 through 7 are horizontal, split -case pumps, located in a pump room next to the RO Process area. Pumps 5 and 6 are equipped with 125 HP motors, and Pump 7 is equipped with a 75 HP motor. Pumps 5 and 7 have adjustable speed drives. The Sand Filter treatment system was originally installed in 1977 as a GreensandTM filter for iron removal. In 1982, the filter media was converted to sand/anthracite. In 2000, VILLAGE constructed the first phase of the reverse osmosis (RO) treatment train. The treated water from both treatment trains is combined in a clearwell, prior to being pumped into the GSTs before distribution. The various WTP expansions have resulted in treatment components and communications systems that are not working at their optimum efficiency. The control systems hardware has been added on as each upgrade or expansion has occurred and do not necessarily mesh well together. Additionally, there are process control systems that can be upgraded providing an increase in automation and allow more control over the treatment processes. For these reasons, the VILLAGE has requested CONSULTANT evaluate the existing water treatment processes to identify potential means to increase efficiency by lowering power and chemical use, evaluate the existing control system hardware for a cohesive and planned upgrade, and recommend methods to further automate the treatment processes. SUBCONSULTANT will provide the below services to assist CONSULTANT with this project. II. SCOPE OF SERVICES The following is a description of the services to be provided under this Task Order. TASK 1— Project Management and Meetings A. Proiect Management SUBCONSULTANT will perform project management activities for the project. The activities include contract administration, budget management, invoicing, monthly status reports, scheduling, and coordination with VILLAGE and CONSULTANT. B. Meetings CONSULTANT and SUBCONSULTANT will attend the following Teams enabled meetings with the VILLAGE. For each meeting, SUBCONSULTANT will prepare a meeting agenda and meeting minutes. • Kickoff Meeting • Control Systems Review Meeting • Process Efficiency Review Meeting • Process Automation Review Meeting • SCADA Planning Review Meeting During the project kickoff meeting, the following will be discussed: • Overall scope and schedule. • Lines of communications. • Critical success factors. • Information needs. • Log in instructions to the W-P SharePoint FTP site to be used for data transfer. • Supervisory and control and data acquisition (SCADA) data availability. • Details of the work to be complete before the next workshop. CM-U21.02 2 of 8 Task Assumption(s): The Scope of Services associated with this task assumes the following: • VILLAGE will upload the information requested to SUBCONSULTANT's SharePoint FTP site by the proposed submission dates. Tasks Deliverable(s): SUBCONSULTANT will submit the following to the VILLAGE and CONSULTANT: Agenda and minutes for each meeting in PDF format. TASK 2 — Process Efficiency Evaluation A. Process Data Collection SUBCONSULTANT will develop a data request list of historic operating data from the VILLAGE's SCADA System for each treatment train. Requested data will include: • Daily raw water flow • Daily finished water flow • Daily chemical use • Raw water quality data • Finished water quality data • Operating pressures at multiple process locations The VILLAGE will provide unit costs for each chemical and power to be used in the evaluation. B. Process System Evaluation SUBCONSULTANT will evaluate the existing water treatment unit process listed below for potential methods to reduce power and/or chemical use. The evaluation will include a review of the existing power and chemical used by each process (as listed below) and provide any recommended improvements. Each improvement will include a planning -level cost estimate to construct the improvement along with an estimated operating cost savings. Specific processes that will be evaluated are: Reverse Osmosis Treatment System • RO Feed Pumps • RO membranes • Chemical Doses for acid, sodium hypochlorite, and caustic WORK AUTHORIZATION NO. CM-U21.02 3 of 8 Sand Filter Treatment System • Sand Filters • Surge Tank and Transfer Pumps o SUBCONSULTANT will perform a hydraulic analysis of the well pumps and filter systems to determine if the existing wells can pump directly to the clearwell without the use of the transfer pumps. • Chemical dose for ammonia C. Process Efficiency Technical Memorandum SUBCONSULTANT will summarize the efforts completed under this task in a technical memorandum (TM). SUBCONSULTANT will provide a draft TM to the VILLAGE and CONSULTANT for review and comment. SUBCONSULTANT will participate in a virtual meeting (Process Efficiency Review Meeting) to discuss any comments. Following the review meeting, SUBCONSULTANT will provide a final version of the TM. Task Assumption(s): The Scope of Services associated with this task assumes the following: VILLAGE will upload the information requested to SUBCONSULTANT's SharePoint FTP site by the proposed submission dates. The task does not include efficiencies related to lighting, HVAC, labor, or other elements of the utility. Tasks Deliverable(s): SUBCONSULTANT will submit the following to the VILLAGE and CONSULTANT: • Draft and final electronic copies of the technical memorandum in PDF format. TASK 3 — Process Automation Review A. Process Flow Diagram Using existing as -built drawings of the whole WTP, SUBCONSULTANT will develop three Process Flow Diagrams (PFDs). One PFD for the sand filter treatment train, one PFD for the RO treatment train, and a combined PFD. The PFDs will be used to show the flow of liquids and how processes interact with each other, facilitating the process review. B. Process Automation Review SUBCONSULTANT will identify areas of the process that could utilize additional automation as a means of increasing operational process efficiency. The additional automation will be to promote remote operational control or reduce the physical labor by operations staff in collecting chemical dosing and residual data. The process automation will evaluate the following processes: A. Ammonia injection and residual analysis B. Sodium hypochlorite injection and residual analysis WORK AUTHORIZATION NO. CM-U21.02 4 of 8 C. Combined chlorine residual analysis D. Odor Control System (Degasifiers and Chemical Scrubbers) o Review design operating criteria o Discuss with manufacturer recommended settings o Identify improvements for automation and enhancing current operations including cleaning of media. E. Acid feed system As a part of this task, VILLAGE has stated that they would like to document the potential ability and operational changes required to operate each treatment train (RO vs. sand filtration) independently. SUBCONSULTANT will review the water quality criteria of each treatment train and identify methods to allow each treatment train to operate independently. This does not include any chemical dosing experiments, only desktop analysis (such as RTW Modeling). As a part of the recommended automation, SUBCONSULTANT will provide connection detail sketches for the automation equipment along with examples of recommended analyzer equipment. C. Process Automation Technical Memorandum SUBCONSULTANT will summarize the efforts completed under this task in a technical memorandum. SUBCONSULTANT will provide a draft TM to the VILLAGE and CONSULTANT for review and comment. SUBCONSULTANT will participate in a virtual meeting (Process Automation Review Meeting) to discuss any comments. Following the review meeting, SUBCONSULTANT will provide a final version of the TM. Task Assumption(s): The Scope of Services associated with this task assumes the following: • The existing as-builts provided by VILLAGE are generally correct and accurate and no field verification is required • This does not include any chemical dosing experiments. Tasks Deliverable(s): SUBCONSULTANT will submit the following to the VILLAGE and CONSULTANT: • Draft and final electronic copies of the Process Flow Diagrams and technical memorandum in PDF format. TASK 4 — SCADA SYSTEM REVIEW AND COMPONENT PLANNING A. Field Investigations SUBCONSULTANT will perform field investigations to gather existing information for control panels and remote input/output (RIO) panels for the water treatment plant and remote wells. During the review, the existing record drawings of the facilities will be WORK AUTHORIZATION NO. CM-U21.02 5 of 8 reviewed to help identify features of the existing plant -wide communication network and the telemetry communication to the remote sites. During the field investigations, SUBCONSULTANT will meet with VILLAGE staff to get details on the existing control hardware, software issues (such as the emergency generator delay), communication issues, known system issues, and needs and/or preferences for future SCADA System capabilities. B. Network Architecture Diagram Development Using the information collected in Task 4.A, SUBCONSULTANT will develop a network architecture diagram of the existing water treatment plant communication network as well as the remote telemetry network. It is intended that the network architecture diagram reflect the existing configuration. After developing the existing Network Architecture Diagram, SUBCONSULTANT will meet with the VILLAGE (Control Systems Review Meeting) to discuss the existing plant -wide and telemetry communication system including proposed future improvements. After discussions with the VILLAGE, a proposed Network Architecture Diagram will be developed. The proposed Network Architecture Diagram will be able to be used by the VILLAGE to guide for expansion and upgrade projects in the future. C. SCADA Hardware Component Plan As the water treatment plant and remote sites have expanded over the years, both PLC and communication equipment have both evolved and become obsolete. Over this time period, multiple types and manufacturers of PLC and communication equipment have been implemented in the control system thus creating compatibility issues. Old and obsolete equipment have created a lack of technical support from the manufacturers and local system integrators. As such, SUBCONSULTANT will develop a control hardware planning document that will guide the VILLAGE in replacing and upgrading their existing control system hardware. The SCADA Hardware Component Plan will look at communication and PLC compatibility, expansion capability, and account for planned obsolescence when recommending specific hardware components. Specific hardware components include items such as Programmable Logic Controllers (PLCs), network switches, network media, communication protocols, and including remote telemetry components. SUBCONSULTANT will provide a draft of the SCADA Hardware Component Plan to the VILLAGE for review and comment. SUBCONSULTANT will participate in a virtual meeting (SCADA Planning Review Meeting) to discuss any comments. Following the review meeting, SUBCONSULTANT will provide a final version of the SCADA Hardware Component Plan. Task Assumption(s): The Scope of Services associated with this task assumes the following: • VILLAGE provides existing record drawings of the facilities and any existing control panel diagrams. WORK AUTHORIZATION NO. CM-U21.02 6 of 8 Task Deliverable(s): SUBCONSULTANT will submit the following to VILLAGE and CONSULTANT: • Draft and final electronic copies of the SCADA Component Plan in PDF format. 1 Task 1- Agenda and minutes for each meeting in PDF format. Task 2- Draft and final electronic copies of the technical memorandum in PDF format. Task 3- Draft and final electronic copies of the Process Flow Diagrams and technical memorandum in PDF format. Task 4- Draft and final electronic copies of the SCADA Component Plan in PDF format. IV. SCHEDULE The Project will begin immediately after SUBCONSULTANT receives a written Notice -to - Proceed (NTP) and an executed AGREEMENT from CONSULTANT. SUBCONSULTANT will coordinate the Project schedule with VILLAGE and CONSULTANT but assumes the overall Project will be complete within 151 calendar days of receiving the written NTP. The schedule will be adjusted based on discussion with VILLAGE and CONSULTANT. SUBCONSULTANT proposes to complete the Scope of Service described herein on a lump -sum basis for a not -to -exceed fee of $124,400. Table 1 summarizes SUBCONSULTANT's total not -to - exceed fee and breakdown of fees by task. AGREEMENT REFERENCE The work authorized under this Work Authorization shall be performed under the terms and conditions described within the Professional Services Agreement dated September 10, 2020, by and between the Village of Tequesta ("VILLAGE") and Chen -Moore & Associates ("CONSULTANT").
