Regular Council STAFF MEMO Meeting: Regular Council -Mar 11 2021 Staff Contact: Gus Medina, Police Chief Department: Police RESOLUTION NO. 9-21, A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, INCREASING THE FISCAL YEAR 2020/2021 SPECIAL LAW ENFORCMENT FUND #605 BUDGET BY APPROPRIATING FUND BALANCE IN THE AMOUNT OF $21)000.00 TO FUND THE PURCHASE OF SERVICES FROM ACCREDITATION COLONY TO ACHIEVE FLORIDA LAW ENFORCEMENT ACCREDITATION; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Resolution 9-21 is to increase the fiscal year 2020/2021 Special Law Enforcement fund budget by appropriating fund balance in the amount of $21 ,000.00. This will purchase services from Accreditation Colony, to help the Tequesta Police Department achieve Florida Law Enforcement Accreditation. The Tequesta Police Department received three quotes: Accreditation Colony, Lexipol, and Farnham Accreditation Consulting. Accreditation Colony was the lowest quote. Lexipol's quote was $36,639.60. Farnham Accreditation Consulting's quote was $24,000.00. Recommended motion is to pass. RESOLUTION NO.9-21 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, INCREASING THE FISCAL YEAR 2020/2021 SPECIAL LAW ENFORCMENT FUND #605 BUDGET BY APPROPRIATING FUND BALANCE IN THE AMOUNT OF $219000.00 TO FUND THE PURCHASE OF SERVICES FROM ACCREDITATION COLONY TO ACHIEVE FLORIDA LAW ENFORCEMENT ACCREDITATION; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, the Village Council of the Village of Tequesta is funding the purchase of services from Accreditation Colony, to achieve Florida Law Enforcement Accreditation for the Village of Tequesta's Police Department, valued at $21,000.00; WHEREAS, the Village of Tequesta's Police Chief, has inspected the services for its suitability and confirms that it is not only a good deal financially but will serve the Police Department well into the future; WHEREAS, the Chief of Police has determined and verified that the Village's Law Enforcement Trust Fund has adequate funds to cover the purchase of this service and that the use of the Village's Law Enforcement Trust Fund assets to pay for Accreditation Colony's services is permissible and appropriate to trust fund regulations; and NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1 Resolution No. 9-21 is hereby adopted by the Village Council of the Village of Tequesta, and thereby approves the requested increase to the Fiscal Year 2020/2021 Special Law Enforcement Fund Budget by appropriating the Fund Balance in the amount of $211000.00 to fund the purchase of services by Accreditation Colony. In accordance with Sec. 119.0701, Florida Statutes, CONTRACTOR must keep and maintain this Agreement and any other records associated therewith and that are associated with the performance of the work described in the Proposal or Bid. Upon request from the Village's custodian of public records,. CONTRACTOR must provide the Village with copies of requested records, or allow such records to be inspected or copied, within a reasonable time in accordance with access and cost requirements of Chapter 119, Florida Statutes. A CONTRACTOR who fails to provide the public records to the Village, or fails to make them available for inspection or copying, within a reasonable time may be subject to attorney's fees and costs pursuant to Sec. 119.0701, Florida Statutes, and other penalties under Sec. 119.10, Florida Statutes. Further, CONTRACTOR shall ensure that any exempt or confidential records associated with this Agreement or associated with the performance of the work described in the Proposal or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and following completion of the Agreement if the CONTRACTOR does not transfer the records to the Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to the Village, all public records in possession of the CONTRACTOR, or keep and maintain public records required by the Village. If the CONTRACTOR transfers all public records to the Village upon completion of the Agreement, the CONTRACTOR shall destroy any duplicate public records that are exempt or confidential and exempt from public records disclosure requirements.
