Regular Council STAFF MEMO ' t .4 Meeting: Regular Council -Apr 08 2021 Staff Contact: Matthew Hammond, Utilities Department: Utilities Director RESOLUTION 22-21, A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AMENDING AND INCREASING THE 2020/2021 STORM WATER UTILITY FUND #403 BUDGET BY APPROPRIATING FUND BALANCE IN THE AMOUNT OF $2715982.00 TO FUND DRAINAGE IMPROVEMENTS PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. During Summer 2020 the Village received an extremely high quantity and intensity of rainfall (over 20 inches of rainfall during a 2-week period) that overwhelmed several stormwater systems throughout the Village. The tremendous amount of precipitation over a short period of time saturated local soils and mobilized the sandy soils surrounding failing stormwater pipes creating voids that resulted in the closure of roadways and sidewalks as well and depressions within Village right-of-ways and on private property. The pipe failures were primarily found to be in galvanized corrugated metal piping (CMP) installed during the 1970's. In response, an emergency stormwater repair project was completed to return the affected areas of the Village to normal. Following up on these events Utilities staff completed inspections of the stormwater collection system, focusing on areas with older, outdated piping that has exceeded its service life. As a result of these inspections 44 additional segments of stormwater piping, totaling nearly 5,200 feet, have been identified as in various stages of failure. Because these inspections were completed, and failed piping identified, after submission of the FY21 capital improvements budget last summer the funding to complete the needed repairs was not included in the FY21 budget. Due to the community risks associated with these failed stormwater pipes a budget amendment is requested to appropriate $271,982.00 from fund balance with the Stormwater Enterprise Fund. WHEREAS, numerous segments of stormwater collection piping have been experiencing increasing rates of failure due to age and deterioration resulting in higher maintenance costs and increased flooding and safety risks to the community; and, WHEREAS, inspections of the stormwater collection system have identified nearly 5,200 feet of failed stormwater piping; and, WHEREAS, to address these issues, the replacement and/or lining of approximately forty-four segments of failed storm water piping is required throughout the Village; and, WHEREAS, the following accounts will be increased to fund the repairs: Revenues Appropriate Fund Balance, 403-990-399.999, $271,982-00 Expenditures Drainage Improvements, 403-411-663.663, $271,982-00; and, NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1: Resolution 22-21 amending and increasing the 2020/2021 Storm Water Utility Fund #403 Budget by appropriating fund balance in the amount of $271,982.00 to fund drainage improvements is hereby approved; Section 2: This Resolution shall become effective immediately upon passage.
