Objectives:
The Public Transit Service Development Program authorized in Chapter 341,
F.S., is designed to provide start-up funding for new public transit projects
that provide new or innovative techniques to improve system efficiencies,
ridership, or revenues. The program is selectively applied to determine
whether a new or innovative technique or measure can be used to improve
or expand public transit services. Specific program guidelines are provided in
the Florida Department of Transportation (FDOT, also referred to as the
Department) Procedure Topic Number 725-030-005.
A public transit service development project is a project undertaken by a
public agency to determine whether a new or innovative technique or
measure can be utilized to improve or expand public transit services to its
constituency. Public transit service development projects specifically include
projects involving the utilization of new technologies, services, routes, or
vehicle frequencies; the purchase of special transportation services; and
other such techniques for increasing service to the riding public as are
applicable to specific localities and transit user groups and are subject to
specified times of duration, but no more than three years. If determined to be
successful, projects must be continued by the public transit provider without
additional Public Transit Service Development Program funds. Projects
submitted for funding must be justified in the recipient's Transit Development
Plan (or transportation disadvantaged service plan, if applicable).

Agenda Item #1. The Department is authorized to fund up to 50 percent of the capital,
marketing, and eligible net operating costs (less any federal funds, fares, or
other sources of income to the project) of transit service development
projects that are local in scope and that will improve system efficiencies,
ridership, or revenues. All such projects shall be identified in the
appropriation request of the Department through a specific program of
projects, as provided for in s. 341.041, F.S., that is selectively applied in the
following functional areas and is subject to the specified times of duration:
I. Improving system operations, including, but not limited to, realigning
route structures, increasing system average speed, decreasing deadhead
mileage, expanding area coverage, and improving schedule adherence., for a
period of up to three years;
2. Improving system maintenance procedures, including, but not limited to,
effective preventive maintenance programs, improved mechanics training
programs, decreasing service repair calls, decreasing parts inventory
requirements, and decreasing equipment downtime, for a period of up to
three years,
3. Improving marketing and consumer information programs, including, but
not limited to, automated information services, organized advertising and
�promiotion programs, and signing of designated stops, for a period of up to
two years; and
4. Improving technology involved in overall operations, including, but not
limited to, transit equipment, fare collection techniques, electronic data
processing applications, and bus locators, for a period of up to two years.
Eligible recipients include public agencies providing or implementing public
transit services directly or through contractual arrangements.
Eligible capital costs include any costs that would be defined as capital costs
by the Federal Transit Administration. Examples would include, but not be
limited to: the acquisition of buses for fleet and service expansions; transfer
facilities; intermodal terminals and park and ride facilities; and passenger
amenities, such as passenger shelters and bus stop signs.
Eligible projects can include the utilization of new service routes; expansion
of service; access to service with shelters, stops, etc.; the application of new
technologies; or methodologies to improve operations, maintenance, or
marketing.
Capital Projects:
Funding is available for up to one half of the non-federal share of capital
costs.
Toll revenue credits may not be used as match.
Local funds or private funds may be used as match.
Operating Projects:
Up to one half of the non-ferdleral share of operating costs of eligible
projects.
Reimbursements on operating costs will be figured on the operating
deficit after subtracting any operating revenues.
For projects that are determined to have a statewide significance or are
regional in nature and has no regional funding mechanism, the Department
(as approved by the Central Office) may provide additional funding that could
be up to 100% of the total project costs, less any operating revenues.
Eligible costs include any allowable capital, marketing, or operating
costs under the FTA Section 5307 and State Public Transit Block Grant
programs -
In -kind services are acceptable as a match, with documentation of the value
and approval by the FDOT District Public Transportation Office (District).
The following are specified time durations for public transit service
development projects:
1. projects that improve system operations - no more than three years
2. projects that improve system maintenance procedures - no more than
three years
3. projects that improve marketing and consumer information programs -
no more than two years
4. projects that improve technology involved in overall operations - no
more than two years
Procedures:
Pre -Application Districts will notify eligible recipients of available Public Transit Service

Agenda Item #1. Funding requests must be subrntted to the District. Applications should
provide expected results of the project and the criteria to evaluate the results.
The District will review subm,issions and have proposals presented to the
Technical Advisory Group for recommendations. Award decisions and
announcements will be made as appropr6ate each year.
Award Procedures: The District reviews and forwards project applications to Central Office for
final determination of grant awards.
Deadlines: Applications for new projects are accepted annually.
Other: There is no mandatory training for this program.
There are no required forms associated with this program.
