Introduction
NZ Consultants (NZC) is pleased to submit this proposal for planning and design charrette
services to prepare the US Hwy One Master Plan. The Master Plan will be based on the
vision of the stakeholder's active participation and it will embrace Tequesta's sense of
community, rich history and vibrant Corridor. This participation will include an open,
dynamic and inclusive charrette with the community over multiple days; and one-on-one
meetings with Village leaders, staff, residents, and business owners. This charrette process
will build support and consensus for a cohesive vision to provide identity and urban
character to the Corridor.
The goal is to have a meaningful public discussion about the future of the US Hwy One
Corridor. The NZC Team will guide this effort into a comprehensive design via an interactive
charrette process with the Tequesta community. Imagining Our Corridor will be a dynamic,
collaborative and open participation process that will provide a forum to envision a number
of development scenarios that maximize the Corridor's potential. The 2417 open community
forum approach will bring the community together to envision a "road map" for the future
of the US Hwy One Corridor. The final product will be a feasible Corridor vision, attainable
guiding principles, and realistic projects, programs and policies.
The following tasks will be completed as part of the Master Plan:
PHASE I. PRE-CHARRETTE
Task 1: Project Kick-off Meeting
Meet with Village Manager and Staff to discuss implementation of the scope, project
schedule and deliverables. The NZC Team will work collaborative with the Village Staff to
provide a successful planning and design charrette process.
Task 2. Steering Committee
The Village Council will appoint members of the steering committee (village residents and
business representatives). This committee will oversee the planning and design charrette
process and assist to "spread the word" about the charrette.
Task 3: Charrette Advertising
The NZC Team will meet with Village Staff (Clerk and IT) to review charrette advertisement
and communication strategy, and recommend tools to create a "buzz" in the community.
The Village web site will include a section or link dedicated to the US One Hwy Master Plan.

The success of the public participation process relies on effective pre-charrette advertising
and creative tools to communicate with the community. The following initiatives will be
conducted months in advance to the charrette:
Village web site
Personal invitation to residents —for Ex.: an announcement on the water bill
Invitation through social media
Invitation through meetings with civil and religious organizations (home owner
associations, civic groups, schools and churches)
Task 4. Inventory and Analysis
The NZC Team will analyze existing conditions and trends based on collected information,
visual observation and meetings with Village's leaders, staff, residents and business owners.
The goal of this existing condition analysis is to identify key opportunities and constrains of
the Corridor to provide feasible solutions and envisioning its future.
The following documents, and existing information will be collected to use as a base data
for the study:
Zoning Code
Comprehensive Plan
Connectivity, Traffic and Parking
Extensive Image Survey (existing buildings, computer renderings, photographs)
Maps (aerial view, GIS maps)
Prior Projects in the study area (complete streets, redevelopment projects, etc.)
Task S. Surveys and Interviews
The NZC Team will conduct personal interviews with Village leaders, staff, residents and the
business community. The 2417 open community forum approach includes surveys that will
be post on the web site to provide extensive opportunity to gather the community input.
This survey will be advertised through social media.
A web -based visual preference survey (VPS) will be provided on the project web site. The
VPS will allow interested participants with an opportunity to convey their preference for the
aesthetics they would like to see along the Corridor. Participants will be asked to rate
images on a scale of 1 to 5, with one meaning the image was inappropriate or undesirable
and five indicating the image was appropriate or desirable for the Corridor vision.
PHASE II. CHARRETTE
Task 6. Master Planning Charrette
The NZC Team will conduct the master planning charrette over four (4) days, which will
include a public participatory process involving interactive feedback loops, a design studio,
an opening and closing presentation, and a definitive set of illustrative work products based
on hand sketches, and computer generated renderings.

This charrette process will build support and consensus for a cohesive and comprehensive
vision. During the master planning charrette, an experienced and knowledgeable team of:
planners, urban designers, architects, landscape architects, traffic engineers will be involved
to answer questions and facilitate the process.
Day 1
Getting Started
The main goal of the opening day is to establish trust, and reinforce the importance of
public participation as the keystone for community visioning. NZC will introduce its
professional team, and provided an overview of the charrette process. The presentation will
focus on key US Hwy One corridor trends, potentials, and constraints in a power point
format with dynamic aerial maps, and easy to read graphics. The community will have the
opportunity to ask questions, raise concerns, and get to know members of the team.
Creating a Vision
After the first hour of presentation, the public will break into work groups. The NZC
experienced facilitators will lead the work groups to brainstorm and reflect about key vision
issues. Some of the questions will cover the following topics:
How do you envision the US Hwy One Corridor in the next 10, 20, 40 years?
What kind of corridor would like for themselves, their children and grandchildren?
What is unique about the US Hwy One Corridor? Why?
In your opinion, what would you keep, change or improve in the Corridor?
What type of features and amenities would you like to have in the Corridor?
What aesthetic image do you have in mind for the future US Hwy One?
How would you improve, change or add landscaping, green and open space in the
Corridor?
The NZC facilitators will lead a hands-on design process with group presentations, and
voting activities to prioritize community input. This charrette will bring together residents,
business owners, and civic leaders to collaborate with NZC professional designers on a
vision and feasible plan for the US Hwy One Corridor.
Days 2 and 3
Designing the US Hwy One Corridor
The 24/7 open community forum approach will provide ample opportunity to participate in
person and on line through the surveys post it on the web site. A kiosk type will be provided
at the village hall for residents to drop their comments and feedback.
The NZC Team will work on a design studio format located at the Village Hall or other
recommended site. The on -site design studio will allow maximum in person interaction and
meetings with the community to listen and gather their input. The studio will be open to the
public during the day at specific hours for the community to observe the design process.
Design progress will be post it on the web site. The goal is to capture the community input
in an interactive and design -oriented sessions.

Making it Happen
The goal is to ask the community members what specific projects, programs and policies
that they would like to implement. The previous tasks served as a VISION and DESIGN
framework to develop a more specific set of ideas and priorities. Attendants will be divided
into groups that will work on projects, programs and policies. As in the previous day, there
will be dynamic work group sessions, follow-up by group spokesperson presentations, and
voting activities.
Day 4
Summarizing and Reviewing
NZC Team will summarize community input in a graphically -rich master plan format. The
goal is to present this summary to the community, and listen their feedbacks and
comments. Since our approach for the Master Plan is based on the community input, this
last day review session is a key component of the process. Community members have the
opportunity to review their input, and for the NZC Team to make sure we understand and
capture the spirit, fundamentals and specific elements voiced by the community.
PHASE III. POST-CHARRETTE
Task 7. Follow up Workshops
NZC will conduct workshops with the Village Council, Planning and Zoning Board and
Steering Committee to review the vision, and recommendations of the proposed Master
Plan.
Task 8. Draft Master Plan
The NZC Team will prepare US Hwy One Corridor Master Plan based on the planning and
design charrette process. Specific components/recommendations will include:
1. Future land use plan and zoning changes
2. Proposed conceptual designs for redevelopment
3. Proposed design guidelines
4. Conceptual design for any streetscape improvements, landscaping and lighting
5. Capital Improvement Plan for the Corridor
6. Proposed recommendations to address signage
7. Connectivity Improvements (bikeway and pedestrian network)
8. Proposed strategies to improve safety, traffic flow and parking
9. Outline of other programs and plans as a result of the public input process
10. Implementation strategy and conclusions
The Master Plan report will include 31D computer rendering, site plans, elevations, sections,
photos, and other illustrations to clearly define intent of the master plan. The report will
also include a summary of all community surveys.

Task 9. Steering Committee and Staff Review
The NZC Team will provide the draft plan to Steering Committee and Village Staff for review
and provide input.
Task 10. Final Master Plan
The NZC Team will revise the plan as necessary and submit the final Master Plan to the Village.
Task 11. Presentation to the Village Council and the Community
The NZC Team will present the Master Plan to the community and the Village Council for
adoption
PHASE IV (not included on this Scope of Services)
Comprehensive Plan Amendments; Zoning Code Changes; and Final Design and Construction
Drawings are not part of the subject scope of service and fee.
NZC PROJECT FEE
Phase I Pre-Charrette: $21,000
Phase 11 Charrette: $27,000
Phase III Post-Charrette: $24,000
TOTAL: $72,000
NZC will not be responsible for the following direct expenses: advertising, public notices,
and food/drinks for attendees to the charrette and all other meetings. Any service beyond
the scope of this agreement must be pre approved in writing by the Village Manager before
work is performed. NZC is not charging direct reimbursable for reproduction costs.

NZC will submit two (2) hard copies and one (1) digital copy of the Corridor Master Plan

Phase I, II and III: 4 to 6 months (it depends of approval and adoption of Master Plan)
