Chambers, Director Public Works Subject: State of Florida Highway Beautification Grant (US1) Date: May 24, 2021 561-768-0700 www.tequesta.org The following Workshop item references applying for a Highway Beautification Grant through The Florida Department of Transportation. The FDOT administers the Highway Beautification Grant Program. The Florida Highway Beautification Council evaluates projects. Grants are contingent on an annual appropriation by the Florida Legislature and signed by the Governor. The Village of Tequesta entered into Landscape Maintenance Agreement with the FDOT in 1996 to maintain the Medians on US1 between Beach Road and Countyline Road. The plantings in the medians are 15-20 years old. The landscaping is maintained on a weekly basis, however in need of improvements and replacements. Funding Opportunity: The Legislature has approved funding for this grant. • Grant Amount: Up to $100,000 maximum per applicant • 100% Match: The grant application requires matching funds. The Village of Tequesta must match every dollar requested from the funding source. Award Notices: Late 2021 When are the Funds Reimbursed: Funds are reimbursed on a quarterly basis based on actual, verified expenditures. The FDOT will pay up to the maximum amount of the grant for costs incurred. The Village will submit progress billings on a quarterly basis. The balance of the project cost will be the responsibility of the Village. Project Timeframe: We have 12 months to complete the project from the time contract is executed. This will most likely be in early 2022, so early 2023 would be the deadline to complete the project. Design and/or Grant Writing: This is NOT reimbursable. Both are required to be completed before the actual contract is signed. Upfront Costs (Not reimbursable) • Grant Writer-$3,000 • Landscape Architect:-$2,800 • Total Cost: $5,800 • Funding for the Grant Writer and Landscape Architect is available in the Public Works Budget in FY 2021 Page 29 of 61 Agenda Item #2. Project Estimated Costs Area: US Hwy 1: There are 7-Landscaped medians in middle of the road and the right of way on the east side of US1 from Beach Road to TD Bank • Removal: All existing lower layered plants. (Palms and Trees to Remain) 2 weeks Labor, Equipment and MOT Estimated Cost $15,000 • Irrigation: Modification to medians and Modifications at Beach Road to TD Bank Estimated Cost $15,000 • Plantings: Approximately 2,000 plants, variety of sizes, from ground cover to shrubs and accent plants. Because of the variety of sizes, $25 per plant is recommended. E© RMPK FUNDING Public Funding • Governmental Advocacy • Economic Development Funding Opportunity State of Florida Highway Beautification Grant Program The Florida Department of Transportation administers the Highway Beatification Grant Program. The program provides funding only on State Roads for beatification and landscaping projects. Projects are evaluated by the Florida Highway Beautification Council. Application Deadline: October 1, 2021 (Intent to apply by August 1) Grant Amount: Up to $100,000 max per applicant. Match: 100% Proposed beautification projects should address one or more of the following principles: 1. Aesthetic value and imaginative conceptual design. 2. Level of local support and community involvement. 3. Cost effectiveness. 4. Feasibility of installation and maintenance. 5. Contribution to improvement of environmental conditions, including litter prevention, erosion control, visual screening, and noise abatement. 6. Use of Florida native wildflowers, and diversity of other desirable native, hybrid native, or noninvasive plant species. 7. Emphasis on low maintenance and water conservation. 8. Use of recycled materials such as mulch, reuse water, or solid yard waste compost. 9. Contribution to an area wide or regional beautification plan. 10. Value to the community. File No. 2123 Description of Services: For professional services to be rendered in connection with the research, writing, and preparation of a 2021 Highway Beautification grant application. Compensation: Compensation shall be a lump sum of Three -Thousand Dollars and no cents ($3,000.00). Upon your acceptance, a signed copy of this form will serve as your written authorization to proceed with the description of services as noted above.
