Regular Council STAFF MEMO Meeting: Regular Council - Jun 10 2021 Staff Contact: Hugh Dunkley, Finance Director Department: Finance RESOLUTION NO. 29-21, A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AMENDING ITS ADOPTED PROCEDURES FOR DISPOSING OF SURPLUS VILLAGE PROPERTY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. SUMMARY: 274.05 and 274.06, F.S. govern the disposition of surplus tangible personal property owned by local governments. Staff is hereby amending its procedures for disposing of surplus property to be more in line with state law as well as to be consistent with its Capital Asset Policy. The Village's current policy sets a limit of $1,000 for the disposition of surplus property by the Village Manager. Staff is recommending that this limit be raised to $5,000, which represents the Village's fixed asset capitalization threshold as well as the level at which the State of Florida allows local governments to dispose of their tangible personal property in the most "efficient and cost-effective means" as determined by the local governmental unit. This amendment to our procedures for disposing of surplus property would give the Village Manager the authority to dispose of surplus property in the most efficient and cost-effective manner without appearing before the Village Council for approval. Staff believes that this policy change would create more efficiency in disposing of assets that are below the $5,000 threshold. This document and any attachments may be reproduced upon request in an alternative format by completing our Accessibility Feedback Form, sending an e-mail to the Village Clerk or calling 561-768-0443. Staff recommends approval of the amended policies for disposing of surplus Village property. RESOLUTION SURPLUS PROPERTY ADA Resolution 33-15 Suralus under $1000 Page 402 of 485 Agenda Item #20.
