Workshop STAFF MEMO Meeting: Workshop - Jun 28 2021 Staff Contact: Jeremy Allen, Village Manager Department: Manager �� Selection Process for the Charter Review Committee A municipal charter is the basic document that defines the organization, powers, functions and essential procedures of the city government. It is comparable to the Constitution of the United States or a state's constitution. The charter is, therefore, the most important legal document of any city. - National League of Cities It is common practice to review municipal charter every 10 years. The Village last updated the Charter in 2008. Staff is recommending an application process in which we will advertise for the opportunity to serve on the Charter Review Committee. Staff recommends a 5-7 member committee selected from Village residents that have completed the questionnaire/application. Those residents that have completed the process will be brought to Council for consideration. Council could consider selecting the chair to serve through the duration of the process or allow the members of the committee select the chair. Council should consider if a staff member and/or Village Attorney should attend the meetings. The Village Clerk's office will be in attendance to take minutes as the meetings will fall under the Sunshine Law.
