Regular Council STAFF MEMO Meeting: Regular Council - Jul 08 2021 Staff Contact: Matthew Hammond, Utilities Department: Utilities Director lobw Approve Change Order #1 — Stormwater Collection System Rehabilitation Services — Hinterland Group SUMMARY: April 8th, 2021 the Village Council approved Work Authorization No. 1 with the Hinterland Group to line 44 segments of failed stormwater pipe throughout the Village. To ensure the lowest price for this project, the Village selected the Hinterland Group Inc. to complete the work through a piggyback agreement of the Charlotte County Stormwater Collection System Rehabilitation in (Bid #20-497) in the amount of $532,480. With unit price construction contracts a final adjusting change order is required to true -up the bid quantities with the actual quantities installed. As a result, the Utilities Department is requesting a change order (Change Order #1) to the previously approved work authorization in the amount of $23,176.00 to reflect the as -built quantities installed. If approved, the revised total cost for the project will be $555,656.00. No time extension is needed from the proposed change order. Note: In the final tally of quantities for the project, an error in the bid quantities was found due to two pipe segments being omitted from the bid quantities. The result of this is larger than typical final adjustments in this change order. The Stormwater Collection System Rehabilitation Services is complete and will be closed out upon approval of the final adjusting change order. This quote does not provide any bypass or manhole lining. 5. Hinterland Group will not be held liable for line collapse during clean and tv due to the unknown condition of existing piping 6. Any other work not specifically listed in inclusions above. 7. Hinterland is not responsible for pipe collapse during calcium deposit removal due to unknown conditions located in host pipe. NOTE: Due to the fragile condition of the existing pipc(s), the possibility of the pipe collapsing exists during the construction phase. If this untIcty event occurs, we will pro dde you with an additiotial estimate for a necessary point repair to complete the lining process. Due to the poor condition ofthe original host pipe, residual settling may appear at the surface grade post lining. This condition is gotcovered under warrantee. Unforescen conditions can affect the amount of time to complete the wort, therefore increasing or decreasing estimate.
