Regular Council STAFF MEMO Meeting: Regular Council - Aug 12 2021 Staff Contact: Jeremy Allen, Village Manager Amend Personnel Policy 5.3: Village Holidays Department: Manager President Biden signed legislation on June 17 to make Juneteenth a federal holiday, enshrining June 19 as the national day to commemorate the end of slavery in the United States. The Village of Tequesta in perpetuity desires to recognize the same and staff recommends amending the Personnel Policy 5.3: Village Holidays as presented. If approved Village buildings and office will be closed each year for Juneteenth recognition and celebration. The estimated budgeted amount beginning FY2021-2022 will be approximately $11,639. Staff recommends we recognize this holiday along with many other municipalities and amend our Personnel policy 5.3: Village Holidays as presented. VILLAGE OF TEQUESTA PERSONNEL POLICY TITLE: VILLAGE HOLIDAYS December 3111 and January 1st fall on a Friday/Saturday, the holiday falling on the Saturday POLICY: 5.3 will be observed on the Monday, and where these dates fall on a Sunday/Monday, the additional day EFFECTIVE: July 1, 2004 will be observed on the Tuesday. REVISED: September 9, 2010 September 8, 2011 September 12, 2013 August 12, 2021 PAGES: 1 CONTENTS: This policy consists of the following numbered sections: I. Purpose II. Policy Statement I. PURPOSE: To provide a policy for uniform administration of standard Village holidays. 11. POLICY STATEMENT: Regular Part-time employees, who work 26 or more hours weekly, shall receive a prorated amount of 5.6 hours of compensation at their regular straight time hourly rate for each approved holiday. If any holiday mentioned above falls on an employee's regularly scheduled day off, the employee shall be compensated either through holiday pay or holiday compensatory time. When a holiday falls within a period of paid leave, the holiday shall not be counted as a leave day in computing the amount of leave debited. Non-exempt employees required to work on any designated holiday shall receive overtime pay in addition to the holiday pay. The Village shall celebrate the following holidays off with pay for full-time and part-time non -union employees: APPROVAL: 1 . NEW YEAR'S DAY - January 1 2. MARTIN LUTHER KING DAY- 3rd Monday in January 3. PRESIDENT'S DAY - 3rd Monday of February 4. MEMORIAL DAY - Last Monday of May 5 . JUNETEENTH NATIONAL INDEPENDENCE DAY -June 19 6. INDEPENDENCE DAY - July 4 7. LABOR DAY - I st Monday of September 8. VETERAN'S DAY - November 11 9. THANKSGIVING DAY- Last Thursday of November 10. DAY AFTER THANKSGIVING 11. CHRISTMAS EVE DAY — December 24 12. CHRISTMAS DAY - December 25 13. NEW YEAR'S EVE — December 31 In the event a holiday falls upon a Sunday, the following Monday shall be deemed to be the legal holiday. In the event the legal holiday falls on a Saturday, the preceding Friday shall be deemed to be the legal holiday.
