RESOLUTION 39-21, A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,
FLORIDA, APPROVING A PRELIMINARY TEQUESTA PARK CONCEPTUAL MASTER PLAN; DIRECTING THE
VILLAGE MANAGER TO PROVIDE SAID PRELIMINARY CONCEPTUAL MASTER PLAN TO THE STATE OF
FLORIDA THROUGH THE VILLAGE'S CONGRERSSIONAL REPRESENTATIVE AND SENATOR FOR
LEGISLATIVE FUNDING
Questions and /or Concerns:
1) Missing page 8 o11 and 11 of 11 from the 2022-2023 House appropriations Form 2
2) Item #3: Funding has been requested in all 4 categories. No guarantees of funding received to
date. How are we going to pay for this capital improvement without secured funding and
financing?
3) Item #4: Project cost is $8,512,400. 1 understand that $545,000 is the estimated annual
maintenance. How are you determining these numbers?
4) Item #7: Who and why did we contract with a registered lobbyist? and what are we paying him?
5) Item #8: The question asks what County will be expending the funds. As a matter of fact the
property actually resides in Martin County and should be identified as such. I understand that it
states that Martin County will benefit which brings up the question as to why Martin County is
not providing maintenance services to help keep up the leased park.
6) Item # 10: This item states that the new complex will prove needed safety and better service to
surrounding communities. What safety issues have occurred in the existing parl.
7) Item #13: If the VOT is contributing $545,000 for yearly maintenance on a recurring basis for the
next 20 years, what are the surrounding communities (municipalities and counties) contributing
to the maintenance? And where are we getting the funding for the additional annual recurring
costs?
8) Item #14: What were the dates of the public meetings or hearings? The document states that
there were several meaning four or more.
Can you share letters of support by surrounding communities? As a matter of public record, I
would like a copy.
The document states that the Resolution was approved. When was it approved and by whom?
9) Item #15: The document states that the need for funds has not been documented by a study
completed by an independent third party. Shouldn't we do that before moving forward with
any resolutions that may encumber our Village?
10) Item #16: The target group is extensive for a destination sports complex. How was this target
market determined?
11) Item #17: Out of the 11 benefits not one had a measureable way to determine the level of
benefit or the outcome. How did we come up with benefits and have no way to measure them?
