WHEREAS, the Village Ordinance Section 34-124, Establishment and Review of Fees The pre -hospital emergency care user fees shall be determined and reviewed annually in accordance with a detailed analysis of associated costs. The purpose of this review is to evaluate the level of service for the pre -hospital emergency medical care system, to determine whether it should be adjusted based on changed conditions, to analyze the effects of inflation or other cost factors on the actual cost of providing such services, and to ensure that the user fees charged will not exceed the reasonably anticipated costs of fire -rescue pre -hospital emergency care system. WHEREAS, Tequesta Fire Rescue responds to more than 1200 calls for service each year and transports approximately 700 distressed patients to local hospitals to receive emergency care. Tequesta Fire Rescue enjoys an 82% collection fee rate, meaning 82% of our transport billable is collected. The majority of ambulance transportation fees are paid by a patient's medical insurance, or by the patient directly. WHEREAS, the user fees for Tequesta Fire Rescue have fallen short of the average Palm Beach County user fee and currently, we rank as the lowest fees in Palm Beach County. WHEREAS, Tequesta Fire Rescue proposes to bring user fees to the bottom line of all Palm Beach County Fire Rescue agencies. If approved, this proposal will increase both revenue and write offs; and it will bring Tequesta in line with surrounding agencies while maintaining the lowest EMS transport user fees in Palm Beach County. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section I Resolution No. 29-20 is hereby approved authorizing the upward modification of EMS transportation fee accounts as listed in "Exhibit A" to remain on par with other local Fire Rescue agencies; Section 2 This Resolution shall become effective immediately upon passage. Special Detail: A fee shall be imposed by the Fire Rescue Department for the protection of special events, the requested participation in special events or for requested classes within the Village, and shall be according to the fee schedules below. Event/Life Safety Details Staffing and vehicles will be assigned at the discretion of the Fire Chief as appropriate for the detail with cost based on the Event/Life Safety Fee Schedule. a. Fire Watch Fire Watch is necessary when fire protection equipment becomes disabled. The Fire Chief will determine and require the number of personnel required to render the building safe. Typically, only one firefighter is required, but it could be more depending on the building and occupancy. A TFR vehicle will be stationed at the scene for gear storage and communication. All cost are based on the Event/Life Safety Fee Schedule. b. Special Event Protection The Fire Chief will determine and require the number of personnel required for the protection of the special event. Staffing and vehicles will be assigned as appropriate for the event with all cost based on the Event/Life Safety Fee Schedule. There is a 3 hour minimum. c. Event Participation Details When request by event organizer requires overtime assignment and permitted by the Fire Chief vehicles, equipment and personnel assigned will be billed as outlined in Event/Life Safety Fee Schedule. �G00! 7�0 dr a er9g�`�4 d. Adjustment of Fees: Per Village Resolution 45-21, commencing September 10, 2021 and updating July 1 of each subsequent year, all fees in the Tequesta Fire Rescue Master Fee Schedule Section I shall be adjusted by an annual cost index. The annual cost index shall be the average of the May Consumer Price Index for All Urban Consumers, Southern Region and the May Consumer Price Index, Medical Care Group. Emergency Medical Services Transport Fees: A fee shall be imposed by the Village for each Emergency Medical Services Transport performed by the Fire -Rescue Department and shall be according to the fee schedule herein set forth below. B. Fee Adjustment: Our fees have been adjusted upward for two consecutive years. However, compared to local municipalities, the user fees for Tequesta Fire -Rescue are the lowest of all Fire Rescue Agencies in Palm Beach County. EXHIBIT B 0 RESOLUTION NO. 72-05/06 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, ESTABLISHING A REVISED FEE SCHEDULE FOR FIRE INSPECTIONS PERFORMED BY THE FIRE RESCUE DEPARTMENT, IN ACCORDANCE WITH SECTION 34-63, OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, CODE OF ORDINANCES. WHEREAS, The Village of Tequesta wishes to continue it's proactive stance on providing effective fire prevention inspections and activities with the Village of Tequesta; and WHEREAS, The Village of Tequesta desires to continue provide partnership with business community in providing a fire safe environment for their business property and residents of Tequesta; and WHEREAS, Tie Village of Tequesta has not adjusted its fire inspection fee schedule since 1993; and NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: • Section 1. FIRE -RESCUE PLANS REVIEW AND CONSTRUCTION INSPECTION FEE SCHEDULE The following formula, which is based on the square footage of the proposed work, will be used to determine Plan Review fees. $0.25 for every square foot of construction, demolition and renovation of construction in the Village of Tequesta, except for single family residential occupancies. Minimum plan review and permit fee shall be $75.00 Review of plans or specifications that are not sealed by a licensed architect or engineer shall increase the permit fee by 50 percent. Commencement of work prior to issuance of permit shall double the required permit fee. • A fee of $35.00 shall be charged for each failed inspection, which requires an additional trip to the job site. • Plan Revisions Minor revision: 10% of original fee Major revision: 500 of original fee Minimum revision fee: $50.00 Re -stamp: $5.00 per page A fee of $100.00 shall be charged for a water flow test. Fee to be paid in advance. The Department of Fire -Rescue services shall charge $85.00 per hour for all consultations such as pre -permit meetings, bidding conferences, conceptual design reviews, DRC review and/or conferences.
