This WA, in the amount of $24,925.00, is for consulting engineering services to develop a stormwater management guidance manual. This manual will assist new development within the Village to apply low -impact development stormwater principles. The FY20-21 Stormwater Enterprise Fund (GL# 403-250-531.302) contains $33,000 available to complete this work authorization. NO.: UTIL 06-20 WORK AUTHORIZATION NO. JE STW21.01 FOR CONSULTING SERVICES PROJECT No. G/L CODE: 403-250-531.302 JONES EDMUNDS PROJECT NO.: 20850-001-01 PROJECT TITLE: TEOUESTA STORMWATER MANAGEMENT GUIDANCE DOCUMENTS This Work Authorization, when executed, shall be incorporated in and shall become an integral part of the Agreement for Professional Services dated October 8, 2020 between the Village of Tequesta ("VILLAGE"), and Jones Edmunds & Associates, Inc. ("CONSULTANT") hereafter referred to as the Agreement. I. PROJECT DESCRIPTION The VILLAGE is looking to develop guidance documents for the management of stormwater within Village limits. The guidance documents are intended to be used by VILLAGE regulators, design professionals working in the VILLAGE, and VILLAGE residents. The guidance will consider changes in stormwater treatments approaches. Stormwater management guidance documents will focus on options to eliminate or reduce off- property discharges and encourage on - site storage and infiltration of captured stormwater runoff. These practices will decrease the discharges to surrounding waters and the VILLAGE stormwater system. This project is intended to create an initial document of low -impact development stormwater management guidance that may be expanded and built upon in the future. H. SCOPE OF SERVICES The following is a description of the services to be provided under this Task Order. TASK 1 — REVIEW CURRENT ORDINANCES AND SWALE POLICY AND PROVIDE RECOMMENDATIONS The CONSULTANT will review the stormwater related sections of the following VILLAGE documents: • Code of ordinances • Swale Policy • Comprehensive Plan WORK AUTHORIZATION NO. JE STW21.01 Page 1 of 4 The CONSULANT will make recommendations for updates to the VILLAGE stormwater management ordinances and a future stormwater manual and residential guidelines for managing stormwater. The CONSULTANT will attend two web meetings with VILLAGE staff to discuss their stormwater management challenges and CONSULTANT recommendations. TASK 2 — DEVELOP MANUAL OF STORMWATER PRACTICES The CONSULANT will develop a draft stormwater management manual. The manual is expected to be based on the Monroe County Manual of Stormwater Management Practices with limited changes. The manual will be updated to include the VILLAGE Swale Policy. No additional or new stormwater practices will be included in the manual. The target audience of the Manual of Stormwater Practices will be design professional and developers. The CONSULTANT will produce two typical property drainage sketches for the Manual. The CONSULTANT will attend one web meeting with VILLAGE staff. TASK 3 — DEVELOP RESIDENTIAL STORMWATER MANAGEMENT GUIDELINES The CONSULANT will develop draft stormwater management guidelines based on the Monroe County Layman's Brochure. The target audience for the guidelines will be property owners within the VILLAGE. The CONSULTANT will attend one web meeting with VILLAGE staff. III. DELIVERABLES • Task 1 — Draft and Final Technical Memorandum summarizing review and recommendations • Task 2 — Draft and Final Manual of Stormwater Practices in Word and PDF format. • Task 3 — Draft and Final Residential Stormwater Management Guidelines in Word and PDF format IV. SCHEDULE Upon receipt of Notice -To -Proceed the CONSULTANT will complete the services identified in this Work Authorization within the schedule outlined in Table 1. WORK AUTHORIZATION NO. All review comments shall be provided to Consultant within 10 calendar days after the Village receives the submittal. An adjustment to the overall schedule will be required in the event the review meeting takes longer to be conducted and/or obtaining comments takes longer to receive. V. COMPENSATION AND PAYMENT The CONSULTANT will perform the tasks as outlined in the scope of services for a Lump Stun Fee of $24,925.00 as outlined in Table 2. VI. AGREEMENT REFERENCE The work authorized under this Work Authorization shall be performed under the terms and conditions described within the Professional Services Agreement dated October 8, 2020, by and between the Village of Tequesta ("VILLAGE") and Jones Edmunds & Associates, Inc.
