Re: City Hall
Design Contract Negotiation
Dear Ms. Wolcott:
As you know, the Village Committee to negotiate the referenced contract met last month
with the architect. The purpose was to gain overall familiarity by the Committee members and
begin to formulate a tiarnework for the contract. It was agreed that a primary goal of the
Committee needed to be to negotiate a contract that minimifed the uttktiowns and, thus,
established the total design cost exposure as close as possible. In order to accomplish this the
architect advised it will be necessary to refine the project scope.
The Committee will be able to develop reasonable assumptions to define the scope on
most item%. t lowever, Council direction is needed on the following.
1. 1t is our understanding that the architect has prepared a `Needs Analysis'. 'Phis analysis
needs to he reviewed and adopted, or modified, by Council to establish the approximate
size of the lacility.
2. The Architect expressed concern that, depending upon the desired plan for the Park a
Comprehensive flan Amendment may be required. The Architect has developed
different general concepts. Council needs to review, consider and provide direction on
this matter so that the Architect can assess the work required to implement.
The disposition of the existing and future well on this site is also a significant unknown.
However, it was agreed that it would be most efficient to address this matter external to the
City Hall construction contract. We will be forwarding information on this in the near future.
