III. BACKGROUND
In 2018, Turnberry Beach Road LLC. applied for a Site Plan Review to build a 210,028 sq. ft.
residential condominium building (Blowing Rocks Condominiums) on two parcels located
on Beach Road. The subject application included a replat to combine both parcels into one
(1). The application proposed to demolish both the existing condominium units and the
single story residence. It also proposed to renovate an existing structure into a pool cabana
building. The replat application was heard by the Village Council concurrent with the Site
Plan Review.
The proposed residential development included the following applications that were
reviewed by Village staff and heard by the Planning and Zoning Board, and the Village
Council:
Future Land Use Map Amendment — Ord. 12-18
A small-scale amendment to the Future Land Use (FLU) Map of the Village Comprehensive
Plan from Residential Low Density to Residential Medium Density. The subject Future Land
Use Maa amendment was heard and aaaroved by the Villaae Council (4-0) on Seotember
13, 2018.

Variance — VAR 02-18
The applicant requested a variance from the level of service requirement of Sec. 62-92 (3)
requiring to maintain 95 percent (9.5" of rainfall) of all stormwater runoff on -site from a 25
year-1 day storm event. The subject variance application was heard and approved by the
Village Council (4-0) on September 13, 2018.
Site Plan Review — SPR 1-18
The Applicant requested a site plan review to build an eleven (11)-story 21-unit multi-
family 210,028 sq. ft. condominium building including one (1) monument sign, one (1)
swimming pool, and a new landscaping plan. This application includes the renovation of an
existing building into a pool cabana and a 10,500 sq. ft. outdoor amenity space. The
Planning & Zoning Board recommended approval of the site plan review at the October 18,
2018 meeting, by 4-0 vote. The Village Council approved the site plan review at the
November 8, 2018 meeting, by 5-0 vote.
Re -plat
The applicant applied for a re -plat of the subject property, which was approved
concurrently with the site plan review application. The Village Council approved the plat at
the November 8, 2018 meeting, by 5-0 vote.
Site Plan Modification — SPM 6-19
The applicant requested a site plan modification to revise the site plan, floor plans and
building elevations of a nine (9)-story 21-unit multi -family 131,391 sq. ft. condominium
building (Sea Glass Condominiums). The application included modification to the landscape
plan and swimming pool area. The Planning &Zoning Board recommended approval of the
site plan modification at the August 15, 2019 meeting, by a 5-0 vote. The Village Council
heard and approved the site plan modification at the September 12, 2019 meeting, by a 5-0
vote.

The applicant is requested a site plan modification approval to install an approximately 811
square foot tile mosaic on the south building elevation of the Sea Glass Condominiums

IV. STAFF ANALYSIS
The applicant is requesting a site plan modification approval to install an approximately 811
square foot tile mosaic on the south building elevation of the Sea Glass Condominiums
(formerly known as Blowing Rocks Condominiums).
The subject glass tile mosaic is a custom design containing subtle coastal colors, including
greens, blues, and white. The mosaic will be about 15.6'x 54'. No other changes to the
approved site plan are proposed.
Since the mosaic installation will be on the building face (approximately from floor 3 to 7),
previously approved setbacks and building height will not be altered. The proposed

improvement does not increase lot coverage or footprint of the existing building. The
applicant has provided site plans, elevations, material specifications, and other associated
drawings regarding the proposed modification. See proposed mosaic location and elevation
below.

IV. APPLICATION FEES
(1) Review by the Planning and Zoning Board. The Community Development Director or designee shall submit
such application for Planning and Zoning Board review within 45 days of receipt of a completed application.

(2) Review by Village Council. within 45 days of review by the Planning and Zoning Board, the Community
Development Director or designee shall then submit such application, including the recommendations of the
Planning and Zoning Board, for Village Council review.
Fee: a $300.00 fee plus an additional fee based on the estimated cost of work applies.
To cover all additional administrative costs, actual or anticipated, including, but not limited to, engineering fees,
consultant fees and special studies, the applicant shall compensate the village for all such costs prior to the processing of
the application or not later than 30 days after final application approval whichever is determined as appropriate by the
village. Failure to make such payment may be grounds for not issuing a building or zoning permit, certificate of occupancy
or completion.
Costs associated with advertising for public hearings and other public notice requirements are the responsibility of the
applicant. The fee shall be paid prior to such application being scheduled for a public hearing requiring notice.

V. APPLICATION SUBMITTAL REQUIREMENTS AND REVIEW PROCESS
The applicant will submit to the Village of Tequesta Department of Community Development the following
documents for Planning & Zoning Board review, forty-five business (45) days prior to the meeting date:
1) Three (3) complete application packages including full 24x36 plan size drawings and/or plans for
preliminary staff review. Once staff comments have been provided and addressed, the applicant is to re -submit
for Board or Council review as required below.
2) Fourteen (14) 11x17 sets and Two (2)full sire sets of professionally prepared site plans showing all existing
and proposed structures, setbacks, parking and loading layout, ingress and egress, sidewalks and walkways,
exterior lighting layout, dimensions of street frontages, property lines and all signage.
3) Fourteen (14) 1147 sets and Two (2) full size sets of Landscaping Plans in accordance with Village of
Tequesta Code of Ordinances, Division IV, Landscaping.
4) Fourteen (14) 11x17 sets of multi -dimensional color renderings andlor photographs are to be provided. The
Planning & Zoning Board requires an exact rendering of the proposed modification, construction or addition. Color
photographs or prints as close to the actual colors to be used must be supplied. Since color printers often do not
display the correct color, it is recommended that samples of the paint chips, as well as a sample of the support
materials (i.e., canvas, wood, metal, etc.) be provided.
5) one (1) CD dish with PDF files including the completed application.
6) Any other documents, maps, photographs, or drawings that may help clarify the position of the applicant.
NOTE. AH renderings, models, drawings, photos, etc., will become the property of the Village of Tequesta.

VI. SITE PLAN REVIEW APPLICATION SUBMITTAL CHECKLIST
GENERAL
(1) A completed application signed by owner, agent/applicant.
(2) Required application fees.
(3) General location map, showing relation of the site for which site plan approval is sought to major
streets, schools, existing utilities, shopping areas, important physical features in and adjoining the
project, and the like.
(4) A recent aerial photograph of the site.
SURVEY
(1) A signed and sealed boundary survey (not more than one year old) and legal description of the property,
including any and all easements of record as well as existing topographical conditions of the site.
SITE PLAN
(1) A site plan containing the title of the project and names of the architect, engineer, project planner
and/or developer, date, and north arrow, and based on an exact survey of the property drawn to a scale
of sufficient size and with sufficient site tabular data.
LANDSCAPE PLANS
(1) Landscaping plan, including types, sizes and locations of vegetation and decorative shrubbery, and
showing provisions for irrigation systems. Plans shall also provide delineation of existing trees and
information as to which trees will be reused or removed. Plans shall provide clear site lines. Landscaping
plans shall comply with section 78-400. In addition, landscaping plans shall include irrigation plans in
accordance with section 78-398, and shall demonstrate compliance with Florida Friendly Landscaping
design standards as required by section 78-394, as applicable (See section 78-392 for applicability).
ARCHITECTURAL PLANS/GRAPHIC RENDERINGS
(1) Architectural elevations and color renderings for buildings in the development, and exact number of
units, square footage and types, together with typical floor plans of each type.
(2) Type of construction of all buildings per Florida Building Code.
(3) Color finishes and material examples and/or samples for all structures including roof, wails, trim, pavers,
etc.

2GHO, Inc., on behalf of the owner, Turnberry Beach Road, LLC, and Fontainebleau
Development respectfully request review, and consideration of the submitted site plan
modification application which a minor change to the approved site plan for a state of the art
residential structure located at 1500 and 1550 Beach Road within the Village of Tequesta. The
Owner proposes the installation of a tile mosaic on the building's fagade.
Approval History
Sea Glass, formerly known as Blowing Rocks, has received the following approvals:
• Ordinance No. 12-18 approved September 13, 2018, authorized a Land Use Change
for a portion of the property to Residential Medium land use designation
• VAR — 02-18 was approved on September 13, 2018 that would allow the site to retain
30% of a 25 year 1 day storm event;
• SPR 1-18 approved on November8, 2018 authorized a site plan consisting of 11 stories,
21 unit multifamily condominium building featuring 210, 028 square feet. This approval
also consisted of a replat to combine two parcels.
• SPM 6-19 approved on September 12, 2019, allowed a modification to the approved site
and landscape plan involving a reduction to the number of building stories to 9, and
revisions to particular floor plan elements, and outdoor areas.
Proposed Modifications:
As previously mentioned, the only modification proposed with this request is the addition of a
tile mosaic on the building's south -facing facade. The subject mosaic is a custom design that
contains subtle coastal colors that is consistent with the area in which the building is located. In
terms of scale, as shown on the submitted building elevation, the mosaic will be about 15.6'x
543, ranging from Levels 3-7 of the structure. The tile mosaic is a glass material. More detailed
specifications have been submitted with this application. No other changes to the approved site
plan are proposed.

Justification
Over the past several months, Fontainebleau Development, has exercised extreme diligence to
propose modifications to the approved site plan that still remain consistent with the overall
character of the area, and approved development. Even as the building is being constructed,
the Owner remains steadfast in evaluating ways to make this a one of a kind building. The
creative combination of colors, glass, and shapes is a perfect way to convey beauty with the
mosaic design. The proposed tile mosaic element will accomplish this, and will ensure that the
end product is not only distinguishable, but aesthetically pleasing to the future Seaglass
residents, and overall community.
Conclusion
The above mentioned modification is consistent with the proposed character of the previously
approved development, and will not present an adverse effect on the health, safety, and welfare
of the public. With that, and on behalf of the owner, 2GHO, Inc., respectfully request approval

July 27, 2021, please accept this letter as a written response. Also included are revised
plans and documents which address the comments where applicable.
1. Provide material/product specifications (cut sheet) of the proposed mosaic.

2. Provide physical sample of mosaic material.
Response: The mosaic material samples have been provided with this
submittal.
3. Provide mosaic dimensions on elevation sheet A-14 and preferred option elevation
(Proposal 4).
Response: Sheet A-14 has been revised accordingly, and updated as the
proposed option in the power point.
4. Indicate mosaic location in relation to the site plan and building.
