Regular Council STAFF MEMO ` Meeting: Regular Council - Oct 14 2021 Staff Contact: Matthew Hammond, Utilities Department: Utilities Director Approve Work Authorization KH U22.01 —Water Main Replacement Program —Country Club Drive (North) -Professional Engineering Services — Kimley Horn &Associates t�l� �'I I"Im\ �� !� I The Village delivers potable water to approximately 15,000 people through a transmission and distribution network of 72 miles of underground water mains dating back to the 1950's, 30 miles of which are asbestos cement pipe constructed between the 1950's and 1970's. Asbestos cement pipe is highly resistant to corrosion yet is also "brittle" and difficult to tap and repair. Over time when asbestos cement pipe fails it does so catastrophically (large breaks) without warning and repairing carries inherent risks due to the brittle nature of the material. As a material that has not been manufactured for 40 years obtaining parts to complete these repairs is becoming increasingly difficult. The projected lifespan of asbestos cement pipe ranges from 40 - 70 years. As a result, an aggressive Water Main Replacement Program was included in the approved Capital Improvement Program (CIP) that will replace the remaining asbestos cement pipe within the water system over a 10 to 15-year time span. The initial phase of replacements, proposed to be funded through a bond issue, will be completed over a 3-year period. Projects WM-5 (Country Club Drive - North) are a part of the initial phase and will replace approximately 11,000 feet of water main along Country Club Drive, Golf Club Circle, SE Landing Place and SE River Place. Staff recommends the professional engineering services for this project be completed by Kimley Horn & Associates, one of the Village's on -board engineering consultants. The proposed Work Authorization KH U22.01, in the amount of $157,525, includes the design, permitting, bidding and construction -phase services required for the project. If approved, the project will be completed in the Summer of 2022. A subsequent work authorization for bidding and construction -phase services will be submitted at a later date. I. PROJECT DESCRIPTION The VILLAGE has identified a need to replace segments of their existing asbestos cement water main along Country Club Drive, Golf Club Circle, SE Landing Place and SE River Terrace. These water mains in these areas have been identified for replacement in a Facilities Condition Assessment that was finalized in 2020. The water mains are beyond their useful service life, approaching 65 years of service. To ensure a long-term level of service, the water main segments to be replaced are generally described as follows (refer to the attached sketch); 1. Country Club Drive: From the intersection of Eastwinds Circle north along Country Club Drive to approximately 1,200 LF north of SE Riverside Terrace where a connection is made to loop into SE Turtle Creek Drive. Total project length for this segment is approximately 81000 LF. 2. SE Landing Place: From the intersection of SE Landing Place and Country Club Drive west approximately 750 LF along SE Landing Place to the cul-de-sac. 3. SE River Terrace: From the intersection of SE River Terrace and Country Club Drive west approximately 1,550 LF along SE River Terrace to the end of the roadway. 4. Golf Club Circle: Golf Club Circle from the southern intersection with Country Club Drive WORK AUTHORIZATION NO. Connection of the water main along Country Club Drive that connects into Fairway North, approximately 300 LF, that is between the homes. This connection point is located approximately 1,300 LF west of the intersection of North Place and Country Club Drive. 6. Connection to the VILLAGE's existing emergency interconnect with the Town of Jupiter that, is along Country Club Drive, approximately 1,000 LF north of SE Landing Place. The proposed water mains will generally run within the right of way. Sizes of the proposed water mains will be provided by the VILLAGE based on the results ofa. hydraulic modeling study. Funding for construction of this project is anticipated to be obtained via the Florida State Revolving fund (SRF). The VILLAGE has requested the CONSULTANT to provide design and permitting services for these improvements as outlined below. 11. SCOPE OF SERVICES The following is a description of the services to be provided under this Task Order. TASK I — SITE INVESTIGATION Subtask 1.1 Utility Locates Complete subsurface utility exploration effort utilizing ground penetrating radar (+APR) along the existing water main alignment. Subtask 1.eotechnical Services Complete six (6} standard penetration tests (SPT} at a depth of 15-ft below grade. Subtask 1.3 Topographic Survey Services Prepare a full right of way site survey of the corridors noted above for the routes described for segments no. I thru 5. The survey shall include topographic, right of way and property line geometry and location of above gradc/surface features. TASK 2 — DESIGN Meet with VILLAGE staff on -site to "walk the Project" to gain concurrence on the proposed main locations and service tie in locations. Note that this Q(.walk thru" will be considered the project kickoff meeting. Research VILLAGE and Loxahatch.ee River District ("District"') record drawing infonnation for the pro cot area. Prepare final design package (design plans, technical specifications and OPC C) to be incorporated into the bidding dMlnients, along with VILLAGE SRF compliant front-end documents. TASK 3 — PERMITTING Subtask .3.1 Palm Beach County Health Department Attend a pre -application meeting with Palm Beach County Health Department (PBCHD) prior to the submittal of the initial permit application. Prepare pem-ift support documents and submit accordingly. Coordination and responses for requests for additional infori-nation by PBCHD. Subtask 3.2 Martin County light of Way Permit Attend a pre -application meeting with Martin County (MC) prior to the submittal of the initial right- of-way permit application. Prepare permit support documents and submit accordingly. Coordination and responses for requests for additional information by MC. Project specifications with the 90% and Final design plans. 5. Project up -front documents with the Final design plans. 6. Copies of Permit Applications and any associated RAI. IV, SCHEDULE Upon receipt of Notice -To -Proceed the CONSULTANT will complete the services identified in this Work Authorization within the schedule outlined in Table I below. All review comments shall be provided to CONSULTANT within 14 calendar days after the VILLAGE receives the submittal. An adjustment to the overall, schedule wil I be required in the event the review meeting takes longer to be conducted and/or obtaining comments takes longer to receive. As this project anticipates SRF approval, the "Final Design/Bid Documents" deadline for August 2022 is associated with a CONSULTANT Notice to Proceed (NTP) by October 202 1. WORK UTHOI IZATION NO. The budget summary has been outlined in Table 2. AGREEMENT REFEIZENC The work authortzcd under this Work Authorization shall be performed under the terms and conditions described within the Pr ofcssional Services Agreement dated September 10, 2020, by and between the Village of Tequesta (`* ILLAGE") and Kiinley-Hom ("CONSULTANT").
