SUBJECT: FY 2023 Proposal for Sutphen Vehicles
The Village of Tequesta Fire -Rescue Department is in need of one (1) pumper engine and one (1)
aerial ladder. Attached for your consideration is a proposal (Sourcewell Contract #022818 SUT)
from Sutphen Corporation for a total of $1,865,588.00 for the purchase of a 2022 Sutphen Custom
Pumper-G9 Body ($735,830.00) and a 2022 Sutphen Custom Aerial Model SL75 ($1,129,758.00).
Apparatus will be manufactured completely in accordance to the included proposal documents and
delivered in approximately 21 months on the G9 and 16 months on the SL 75 following approval of
contract/PO. Tequesta Fire Rescue requests that these two vehicles be approved for purchase in the
FY 2023 budget.

#4 ISO PPC Classification Ratings Impact (Class 2 vs Class 3)
ISO and the Public Protection Classification
An ISO fire rating, also referred to as a fire score or Public Protection
Classification (PPC), is a score from 1 to 10 that indicates how well -protected
your community is by the fire department. In the ISO rating scale, a lower
number is better: 1 is the best possible rating, while a 10 means the fire
department did not meet ISO's minimum requirements.
According to ISO's Fire Suppression Rating Schedule (FSRS),, four main
criteria comprise a fire rating score:
50% comes from the quality of your local fire department,
including staffing levels, training and proximity of the firehouse.
40% comes from availability of water supply, including the
prevalence of fire hydrants and how much water is available to
put out fires.
10% comes from the quality of the area's emergency
communications systems (911).
An extra 5.5% comes from community outreach, including fire
prevention and safety courses.
Any area that is more than five driving miles from the nearest
fire station is automatically rated a 10.
Teq uesta Fire Rescue is currently a Class 2 Fire Department
Here are some general guidelines to help you understand the impact
of PPC ratings for residents and businesses:
Insurance companies not ISO establish the premiums they
charge to policyholders. The methodology a company uses to
calculate premiums for property insurance may depend on the
company's fire loss experience, underwriting guidelines, and
marketing strategy.
PPC may affect the underwriting and pricing for a variety of
personal and commercial insurance coverages, including
homeowners, mobile home, fine arts floaters, and commercial
property (including business interruption). Assuming all other
factors are equal, the price of property insurance in a community
with a good PPC is lower than in a community with a poor PPC.

However, there does not appear to be as large of a discount as
previously thought. In general, residential properties are not
discounted below a Class 5 rating and some insurers, namely
State Farm, do not use ISO's score to set homeowners
premiums at all. Commercial properties are usually discounted,
although ISO is only one of many factors that determines rates
and not the only deciding factor.

#6 Training program and Cost
Most of our personnel have already had at least one 40 hour Aerial
Operations class. Our personnel have operated a ladder truck since 1994
and training with it has been continuous. Our focus would be on improving
our ladder company operations in the area of truck company skills and
officer decision making. Truck company skills like roof ventilation, search
and rescue, and forcible entry would be emphasized for all personnel with
the officers developing decision making skills for ladder truck tactics and
strategies.

#7 New Policy/Procedures for aerial response.
Data from past 3 years (starting 10/1/2018) where aerial unit could have
potentially been dispatched. Includes all commercial and multi -family
dwellings. Includes all hazardous condition fire -related calls. A total of 413
incidents out of 3601 incidents (roughly 11.48%).
Recommended Unit Dispatch Guidelines for Fire -related Incidents
Tequesta Fire Rescue will utilize a flexible unit response strategy for fire
incident responses in order to provide the most efficient and appropriate
response to these incidents. In order to achieve this goal, personnel will staff
and respond with the apparatus best suited for the incident type.
Unit Dispatch Recommendations are set up with Palm Beach County
Dispatch and are automated based on property type (i.e. Commercial, High -
Rise, and Residential). The following would be automated:
➢ Aerial (Truck 85) will be recommended for Commercial and High -
Rise properties.
➢ Engine (Engine 85) will be recommended for Residential
properties other than High -Rise.
Command Officers have the authority to modify these recommendations
based on additional dispatch information or specific knowledge of the target
property (i.e. multi -story residence with report of persons trapped on upper
floors, etc.). In the event the Command Officer modifies the response,
dispatch shall be notified immediately of the change in order to ensure the
unit response is promptly updated to properly fill the alarm requirements.
