The roads have major cracking, standing water and depressions throughout the community. Utilizing a current contract for engineering services, Kimley Horn and Associates will proceed with eighteen (18) pavement core samples at a depth of 4' below the road surface and five (5) standard boring tests at a depth of fifteen (15) below the road surface. The engineer will evaluate the core samples and provide the Village with a geotechnical report and recommendations. Based on the information gathered in the report the Village will be able to put together a scope of work for drainage and roadway improvements. The cost for these services is $18,750.00. Funding is budgeted and available in fiscal year 2022 in the roadway improvements account, 301-210-663.657. Doug Chambers Director Department of Public Works Vice -Mayor Kyle Stone Mayor Frank D'Ambra, III Council Member Laurie Brandon Council Member Bruce Prince Council Member Molly Young Village Manager Jeremy Allen VILLAGE OF TEQUESTA ENGINEERING SERVICES WORK AUTHORIZATION COUNTRY CLUB AREA ROADS ASSESSMENT This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth herein and is issued pursuant to The Professional Engineering Services Agreement, between the Village of Tequesta ("Client" or "Village") and Kimley-Hom and Associates, Inc. ("Kimley- Hom" or "Consultant"), dated September 10, 2020 ("Agreement"). All terms and conditions of said Agreement are hereby incorporated and made part of this Work Authorization. PROJECT UNDERSTANDING The Village has been experiencing major and minor road condition issues over the past several years within the residential roads of the Country Club area west of Tequesta Drive and south of Country Club Drive. The condition issues are asphalt cracking and varying levels of road settlement. The roads consist of; El Portal, Yacht Club Place, Palmetto Way, Fair Place, Fairview East and West, Pine Tree Place, Golfview Drive, River Drive, Club Place, Point Circle, Golf Place, Bunker Place, View Place, Fairway North, Fairway East and West, and North Place. This entire residential area had major construction that consisted of a new wastewater collection system, replacement of the existing water distribution system, some drainage and Swale improvements and complete road re -construction. This construction commenced in two phases starting in late 1999 and ending in late 2001, approximately 21 years ago. The Consultant will perform a geotechnical analysis of the roadways noted above, performing codng's of the roadway to determine subsurface conditions and making recommendations for subgrade, base and asphalt improvements. SCOPE Kimley-Horn will perform the following services: 1. Provide a geotechnical review of the roadways within the Country Club in the areas noted above to include the following; • Perform eighteen (18) pavement cores to an approximate depth of Oft below road surface. • Perform five (5) Standard Penetration Test borings to an approximate depth of 15ft below road surface. • Estimate the Limerock Bearing Ratio (LBR) of the existing road base material in the roadways using a dynamic cone penetrometer. • Provide photographs of work performed and existing road conditions. 2. Prepare a Geotechnical Report that summarizes the results and recommendations. ADDITIONAL SERVICES Any services not specifically provided for in the above scope, as well as any changes in the scope requested by the Village, will be considered additional services to this Work Authorization and will be performed based on subsequent Work Authorizations approved prior to performance of the additional services. INFORMATION AND SERVICES PROVIDED BY THE VILLAGE Kimley-Horn assumes that all information provided by the Village can be relied upon in the performance of professional services. The following information shall be provided to Kimley- Hom and/or the following services will be performed by the Village. Access to the roadways • Village notifications to Country Club residents • Past Country Club area record drawing information if available • Any Village permit fee shall be waived or paid for by the Village SCHEDULE For Scope items 1 and 2, Kimley-Horn will complete the work set forth herein within 75 days after receipt of an executed Work Authorization and Purchase Order, exclusive of delays beyond the control of the Consultant. COMPENSATION Kimley-Horn will perform the services described in the Scope of Services (Items 1 and 2 above) on a lump sum basis for the amount of Eighteen -Thousand and Seven Hundred and Fifty Dollars ($18,750.00). In accordance with Sec. 119.0701, Florida Statutes, CONTRACTOR must keep and maintain this Agreement and any other records associated therewith and that are associated with the performance of the work described in the Proposal or Bid. Upon request from the Village's custodian of public records, CONTRACTOR must provide the Village with copies of requested records, or allow such records to be inspected or copied, within a reasonable time in accordance with access and cost requirements of Chapter 119, Florida Statutes. A CONTRACTOR who fails to provide the public records to the Village, or fails to make them available for inspection or copying, within a reasonable time may be subject to attorney's fees and costs pursuant to Sec. 119.0701, Florida Statutes, and other penalties under Sec. 119.10, Florida Statutes. Further, CONTRACTOR shall ensure that any exempt or confidential records associated with this Agreement or associated with the performance of the work described in the Proposal or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and following completion of the Agreement if the CONTRACTOR does not transfer the records to the Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to the Village, all public records in possession of the CONTRACTOR, or keep and maintain public records required by the Village. If the CONTRACTOR transfers all public records to the Village upon completion of the Agreement, the CONTRACTOR shall destroy any duplicate public records that are exempt or confidential and exempt from public records disclosure requirements. If the CONTRACTOR keeps and maintains public records upon completion of the Agreement, the CONTRACTOR shall meet all applicable requirements for retaining public records. Records that are stored electronically must be provided to the VILLAGE, upon request from the Village's custodian of public records, in a format that is compatible with the Village's information technology systems. Pursuant to Article XII of the Palm Beach County Charter, the Office of the Inspector General has jurisdiction to investigate municipal matters, review and audit municipal contracts and other transactions, and make reports and recommendations to municipal governing bodies based on such audits, reviews, or investigations. All parties doing business with the Village shall fully cooperate with the inspector general in the exercise of the inspector general's functions, authority, and power. The inspector general has the power to take sworn statements, require the production of records, and to audit, monitor, investigate and inspect the activities of the Village, as well as contractors and lobbyists of the Village in order to detect, deter, prevent, and eradicate fraud, waste, mismanagement, misconduct, and abuses.
