111111. BACKGROUND
In 2019, the Village prepared a Community Center Master Plan - Needs Assessment and Conceptual
Design Plan to replace the 6,837 sq. ft. recreation center. The subject structure was constructed in
1963 and was condemned and vacated in 2020. The Village of Tequesta contracted REG Architects to
design and apply for permits for the proposed Community Center facility. The Applicant proposed a
14,799 square foot recreational facility to replace the previous recreation building. The proposed
Community Center includes the following land development applications: special exception use,
variance, and site plan review.
In 2020, the Village Council approved the redevelopment of the Community center that is currently
under construction.
APPROVAL PROCESS
The proposed Community Center approval process included the following applications that were
reviewed by Village staff and heard by the Village Council and the Planning and Zoning Board:

Special Exception Use — SEU 3-20
Per the Village Code's Recreation and Open Space (R/OP) Zoning District, the Applicant requested a
Special Exception Use (Neighborhood and Community Public Recreational Facilities) to build a one (1)-
story 14,799 square foot recreational facility. The application also includes one (1) monument sign and
revised parking and landscaping plans. The subject application was heard and approved by the Village
Council on August 13, 2020.
Variance — VAR 4-20
The Applicant requested a variance from the requirement of Section 78-705 (required number of
parking spaces) to allow for 55 parking spaces, where the code requires 60 parking spaces. The subject
variance was heard and approved by the Village Council on August 13, 2020.
Site Plan Review — SPR 1-20
The Applicant requested site plan review to build a one (1)-story 14,799 square foot recreational
facility. The application also included one (1) monument sign, revised parking and landscaping plans.
The Planning & Zoning (P&Z) Board recommended approval of the subject site plan review application
at the August 20, 2020 meeting, by 5-0 vote. The subject site plan review was heard and approved by
the Village Council on September 10, 2020.
SPECIAL EXCEPTION USE MODIFICATION
The Applicant is requesting a site plan modification to modify the exterior louver color from Benjamin
Moore Teal Tones 663 to Sherwin Williams Blueblood SW 6966 and changes of the bracket color from
Benjamin Moore Coconut Grove 1029 to Sherwin Williams Turkish Coffee SW 6076.
Since the use was approved as a Special Exception Use in 2020; then, the subject modification is
required to be reviewed according to Village Code Division 3. Special Exception Uses. Sec. 78-362. —
Applicability
"All initial requests for special exception uses as listed in this chapter, along with their related accessory
uses shall be subject to the requirements of this division. In addition, any modification to the use of a
previously granted special exception, except for a modification that changes said use to a permitted
use as listed in this chapter, shall be subject to the requirements of this division. Requests to expand,
enlarge or revise the site of an existing special exception use shall be classified and processed
pursuant to the following three categories;
(2) Small scale, exterior - exterior expansion, enlargement or revision of less than ten percent (10°0) of
the originally approved special exception site square footage and having construction costs of less than
$50,000.00 once within any eighteen month period (this category contemplates a change to the existing
structure's footprint, and other site related revisions that flow therefrom).
a. Applicant shall submit the processing fee in an amount established by resolution of the village council
and on file in the village clerk's office.
b. Review and approval regarding the continuing special exception use is provided by the community
development director, following which, the Applicant shall submit an application for site plan
modification.
When reviewing small scale expansion, enlargement or revision, the community development director
shall make a determination that such expansion, enlargement or revision does not result in a violation

of the requirements of sections 78-363 or 78-364, or a violation of any previously imposed condition of
approval."
The Applicant submitted an application for the Special Exception Use modification that was reviewed
and approved by Nilsa Zacarias, AICP, Community Development Director.
SITE PLAN MODIFICATION — SPM 03-21
The Applicant is requesting a site plan modification to modify the exterior louver color from Benjamin
Moore Teal Tones 663 to Sherwin Williams Blueblood SW 6966 and changes of the bracket color from
Benjamin Moore Coconut Grove 1029 to Sherwin Williams Turkish Coffee SW 6076.
The proposed improvement does not increase lot coverage or footprint of the existing building. The
Applicant has provided site plans, elevations, material specifications, and other associated drawings, to
highlight the proposed modification. Please see proposed elevation below.

Zoning Board. The Planning & Zoning Board meets the third Thursday of every month at 5:30 p.m., as needed in the Village Hall
Council Chambers, 345 Tequesta Drive. The applicant will be informed by letter of their scheduled meeting date. The Planning and
Zoning Board shall have general authority as outlined in Sec. 22.53.

IV. APPLICATION FEES
(1) Review by the Planning and Zoning Board. The Community Development Director or designee shall submit
such application for Planning and Zoning Board review within 45 days of receipt of a completed application.
Fee: ❑ A) $300.00 (final approval) ORE] B) $500.00 (recommendation to Village Council)
(2) Review by Village council. within 45 days of review by the Planning and zoning Board, the Community
Development Director or designee shall then submit such application, including the recommendations of the
Planning and Zoning Board, for Village Council review.
Fee: a $300.00 fee plus an additional fee based on the estimated cost of work applies.
To cover all additional administrative costs, actual or anticipated, including, but not limited to, engineering fees,
consultant fees and special studies, the applicant shall compensate the village for all such costs prior to the processing of
the application or not later than 30 days after final application approval whichever is determined as appropriate by the
village. Failure to make such payment may be grounds for not issuing a building or zoning permit, certificate of occupancy
or completion.
Costs associated with advertising for public hearings and other public notice requirements are the responsibility of the
applicant. The fee shall be paid prior to such application being scheduled for a public hearing requiring notice.
