Re: SCADA Syatcm
As we discussed, the SCADA system (supervisory control and data acquisition system) or
remote telemetry system is the last part of the series 1998 bond issue to be constructed. The
existing SCADA system for the Village's remote sites (wells, tanks, pumping equipment and
remote pressure sites) is becoming obsolete as a result of the systems age and parts availability.
The replacement of the existing system will increase it's reliability and reduce overall system
maintenance costs. The planned system is designed to tie into the existing R.O. WTP operating
center giving the operators the ability to access the remote locations specified above, in addition
to the existing filter plant, via the computer system.

Dear Mr. Couzzo:
On May 28, 2002 four bids were received and opened for the referenced project. A summary of
the received bids is as follows:
Acutec, Inc. $295,995
Curry Controls Corporation $338,980
Electron Corp. of S. FL $399,733
Edwards Electric Corp. $590,000
We requested and received qualifications from Acutec, Inc. Review of the information
provided, including contact with various references, did not yield universally positive results.
For this reason, other references through different sources were sought, secured and investigated.
The overall findings continued to be not generally positive.
As a result of this feedback, we requested qualifications from the number two bidder, Curry
Controls Corporation. Our investigation of the supplied references indicated universally positive
results.
The Instructions to Bidders contained within the bid document states, amongst other items, that
"the award of the contract, if it is awarded, will be to the lowest and best responsible bidder
whose qualifications indicate the award will be to the best interest of the Owner..." It is further
stated that "The Owner reserves the right to reject any or all proposals with or without cause, to
waive technical errors and informalities, or to accept the proposal which in his judgement best
serves the Owner."
In our opinion, and based upon our review of qualifications as stated above, award of the
contract to Curry Controls Corporation in lieu of award to Acutec, Inc. will be to the best interest
of the Owner. We recommend award to Curry Control Corporation in the amount of $338,980.
As discussed, it will be important to follow proper notification and posting requirements which
are consistent with Village requirements and State statutes for this project if it is awarded.

A .RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, AWARDING A CONTRACT TO CURRY
CONTROLS CORPORATION IN THE AMOUNT OF
$338,980.00 FOR REPLACEMENT OF THE SUPERVISORY
CONTROL AND DATA ACQUISITION SYSTEM (SCADA),
WITH FUNDS BEING APPROPRIATED FROM THE FY'S
2001/2002 AND 2002/2003 WATER UTILITY, CAPITAL
OUTLAY BUDGET, 401-413-663.646 TELEMETRY
CONSTRUCTION, AND AUTHORIZING THE VILLAGE
MANAGER TO EXECUTE THE APPLICAPLE DOCUMENTS
ON BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, AS FOLLOWS:
SECTION I: The contract with Curry Controls Corporation in the amount of
$338,980.00 for replacement of the Supervisory Control and Data Acquisition
System (SCADA) is attached hereto as Exhibit "A" and incorporated by
reference as part of this Resolution, is hereby approved.
THE FOREGOING RESOLUTION WAS OFFERED BY Councilmember
, who moved its adoption. The motion was seconded by
Councilmember , and upon being put to vote, the vote was
as follows:
FOR ADOPTION AGAINST ADOPTION
The Mayor thereupon declared this Resolution duly passed this 22"d day of
August, A.D., 2002.
