LOCAL PLANNING AGENCY MEETING
VILLAGE OF TEQUESTA, FL
AUGUST 20, 2020 5:30 PM ZOOM COMMUNICATIONS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Board Chair; Janet Strand at 6:29 p.m. A roll call was taken
by Community Development Planner, Lance Lilly. Present were: Board Chair, Janet Strand,
Vice Chair, Steven Eagen, Board Members Elizabeth Schauer, Leslee Dasher, Theresa Maggio,
and Molly Young. Also present were Village Attorney, Amity Barnard and Community
Development Director, Nilsa Zacarias. Absent was: Board Members Ashley Warren and
Marguerite Wilson.
APPROVAL OF AGENDA
1. MOTION: Member Schauer made a motion to approve the agenda. Member Dasher
seconded the motion. Carried unanimously 5-0.
APPROVAL OF MINUTES
2. MOTION: Member Dasher made a motion to approve the previous meeting minutes of
December 19, 2019 and May 21, 2020. Alt. Member Maggio seconded the motion.
Carried unanimously 5-0.
AGENDA ITEMS
3. ORDINANCE NO. 06-20: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, FLORIDA AMENDING CHAPTER 78. ZONING., ARTICLE
XI. SIGNS. TO CONFORM VILLAGE CODE TO RECENT LEGAL PRECEDENT
REGARDING SIGNS AND TO PROVIDE INTERNAL CONSISTENCY; PROVIDING
THAT EACH AND EVERY OTHER SECTION AND SUBSECTION OF CHAPTER 78.
ZONING. SHALL REMAIN IN FULL FORCE AND EFFECT AS PREVIOUSLY
ADOPTED; PROVIDING A CONFLICTS CLAUSE; A SEVERABILITY CLAUSE, AND
AUTHORITY TO CODIFY, PROVIDING AN EFFECTIVE DATE; AND FOR OTHER
PURPOSES.
Board Chair Strand read Ordinance 06-20 into the record. Village Attorney Barnard
explained the purpose of the ordinance dealt with a Supreme Court case pertaining to
signage. Attorney Barnard continued to explain that the ruling pertains to signage content
rather than the placement of signs and that the ordinance would make the Village sign
code in compliance with the Supreme Court's ruling. Lastly, she concluded mentions
some key changes to the ordinance and that the ordinance clarifies temporary signs
versus permanent signs, commercial versus noncommercial speech and other changes.
MOTION: Member Dasher made a motion to recommend approval of Ordinance 06-20.
Vice Chair Eagen seconded the motion. Carried unanimously 5-0.

ADJOURNMENT
MOTION: Member Schauer made a motion to adjourn at Alt. Member Maggio seconded the
motion. Carried unanimously 5-0.
