On May 22, 2002, I attended a meeting with representatives from the Village of Tequesta, Water
Management, DEP, Encon, and members of a local preservation group.
The main issue that was discussed was the minimum flow requirement to maintain the health of the
Loxahatchee River. It has been determined that a flow of 38 cfm is needed to maintain the current
status of the river. Where it becomes an issue is when a storm event or an unusual high tide forces
salt water up the river, thus, damaging the fresh water vegetations.
This is the issue that is being discussed, when a storm event or an unusual high tide is in the area, the
flow of fresh water would also have to be increase to maintain the border area of where the salt and
/� fresh water maintain their balance. In order to establish this range of fresh water flow into the river,
�► a system will have to be developed to adjust to the hydraulic pressure that is created by storm surge
and/or an unusual high tide.
The two sides of the issue are as follows:
1) DEP is seeking to maintain the necessary flows to preserve and protect the river's
health.
2) Water Management is seeking to conserve and store as much fresh water as possible to
meet the current demands for fresh water to support die growing populations in the
areas affected.
In summary, DEP and Water Management must cooperate with one another and arrive at the middle
ground that provides solutions to both sides of the issue.
There is only one Loxahatchee River and every possible solution must be considered to preserve its
health and existence.

I enjoyed meeting with you recently and discussing the Village's public
affairs needs.
The current issue before the South Florida Water Management District is
typical of the types of problems that most local governments face and is the
reason they need professional assistance in developing their external public
affairs programs. With Reapportionment of the Florida Legislature, you will
have new legislators representing your area. Now is the time to begin building
a positive public affairs program for the benefit of the Village.

forward with representation while we are awaiting formal approval.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, APPROVING MATCHING FUNDING WITH THE
LOXAHATCHEE RIVER ENVIRONMENTAL CONTROL
DISTRICT, IN THE AMOUNT OF $5000, APPROPRIATED
FROM THE FY 2001/2002 CONTINGENCY FUND, TO
SECURE THE SERVICES OF PUBLIC AFFAIRS
CONSULTANTS, TALLAHASSEE, FLORIDA, FOR THREE
MONTHS, FOR REPRESENTATION BEFORE THE FLORIDA
LEGISLATURE, AND AUTHORIZING THE VILLAGE
MANAGER TO EXECUTE A PURCHASE ORDER ON
BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS
FOLLOWS:
Section 1: TIC $5000 match to Public Affairs Consultants is hereby approved for
three months, and the Village Manager of the Village of Tequesta is authorized to
execute a purchase order on behalf of the Village of Tequesta.
THE FOREGOING RESOLUTION WAS OFFERED by
Councilmember who moved its adoption. The motion was
seconded by Councilmember and upon being put to vote, the
vote was as follows:
FOR ADOPTION AGAINST ADOPTION
The Mayor thereupon declared the Resolution duly passed and adopted this 11 `h day
of July, 2002.
