South Star Management, Inc. has entered into a contract for sale and purchase on a property located
,vest of Highway One and south of Tequesta Motors Cars. The potential owners desire to develop a
self-service storage facility on this site. The C-2 zoning does not permit this type of use either as a
permitted use or a special exception use.
South Star is requesting the Village Council to consider adding the use as a special exception use to
the C-2 commercial district. If it were the decision of the Village Council to proceed with the
amendment to the zoning code, the code would require the amendment and specific regulations and
requirements, which would be required to regulate the use.
Ms. Ellen Smith acting as the authorized agent for South Star Management brings the request
forward to the Village Council for consideration.
The historical information is as follows:
1) January 12, 2001, Mr. Gerald A. Goray of Fifty -Eight Asset Co., submitted an application
for a zoning change to add an additional special exception use to the C-2 Commercial
District.
2) April 20, 2001, DRC meeting was scheduled for the inter -department review and comments.
Comments were received and forwarded to applicant.
3) According to the records, the Department of Community Development was in the process
of preparing the text amendments and regulations of the special exception use.
4) The applicant was preparing for a village council meeting in the early part of the year 2001.
5) The Department of Conununity Development was completing its text amendment and in
the process of constructing a draft ordinance for Council consideration.
6) It has been brought to my attention that Mr. Goray did appear before Council and presented
the conceptual intent of the project and it is my understanding that the Council accepted the
project in principal. But, the applicant was still required to proceed with the text amendment
and approval by Council at a later date.
7) After having discussed this matter with Jack Horniman, it was explained to me that Mr.
Goray halted the text amendment process without any explanation.
• In summary, now comes South Star Management before Council with the same request. "chat
request being, for the Village Council to consider the text amendment to the C-2 Commercial
District. This consideration would be based upon Council's direction to either approved or
disapprove the process of amending the C-2 Commercial District code to include the "self service
storage" as a special exception use.

Dear Mr. Couzzo,
As we have spoken, I represent Tristar / Southstar Development Companies in their effort
to locate a self-service storage facility in Tequesta. This letter respectfully requests that
you place an item on the Village Council's August 8`f', 20021 meeting agenda to discuss
this matter.
Village Planner, Jack Horniman, explained that, if the Village Council so desired, the
first step would be for the Council to direct staff to prepare and bring forward for
n enactment a code amendment regulating self -storage facilities. This is required because
the current Village Code of Laws and Ordinances does not include self -storage facility
regulations. Tristar / Southstar would be the applicant and pay the appropriate fees. After
adoption of the amendment, Tristar / Southstar would submit to the special exception, site
plan and Community .Appearance Board reviews and fees.
Tristar/ Southstar has a contract to purchase a parcel of land on US Highway 1, north of
KMART, for the development of a self -storage facility. An agent's authorization letter
from the property owner is being sent to you under separate cover in the next few days.
I would appreciate an opportunity to present our concepts to the Village Council.
including our storage facility design, which resembles an office building, and gain their
direction.

to the adoption of zoning text changes, special exception and site plan approval requests, and all
similar land use approval for the approval of a self -storage facility on the real property. Please be
advised that Ms. Smith has full authority to act in coruleelion with such application, and the
application is approved and consented to by the owner.
