Regular Council STAFF MEMO Meeting: Regular Council - Mar 10 2022 Staff Contact: Matthew Hammond, Utilities Department: Utilities Director Approve Change Order No. 1 - Reject Disposal Main Relocation Project (Temporary Location) - Hinterland Group On December 9, 2021, the Village Council approved the award of Reject Disposal Main Relocation Project (Temporary Location) project to temporarily move the concentrate discharge point to the west side of the Jupiter Federal Highway (US1) Bridge until the bridge construction is complete when it will be moved back proposed relocation plan agreed to in concept by FDOT and FDEP. To ensure the lowest price for this project, the Village selected the Hinterland Group through a competitive bid selection process — Reject Disposal Main Temporary Relocation - ITB No. UTIL 09-21 in the amount of $225,900.00. During the January 14, 2022 progress meeting for the US1 Bridge project the Contractor and CEI consultant for the bridge project requested that the Village of Tequesta delay the relocation work until August 2022 to better coordinate with the bridge work. To accommodate this request, the Utilities Department is requesting a change order (Change Order #1) to the previously approved contract award to postpone the issuance of the Notice to Proceed (NTP), which begins the contract times, to align with the current schedule for the US1 Bridge replacement. Financial implications of this change, if any, will be evaluated at the time the NTP is issued. (b) 11/24/2021- Martin will follow up to see if FPL has sent and/or received the signed documents into ACOE; no further update is available (c) 12/8/2021- should have a letter of commitment from ACOE for FPL signature this week (d) Letter sent to FPL for signature on 12/8/2021. (iii) Martin expressed he is not in charge of locates. CEI informed Martin that as the representative for FPL the CEI is bringing it to his attention and requested a contact for Florida 811 and escalate the issued through 811. (iv) CEI will investigate who at FPL this issue can be escalated to and follow up further. v) FPL Service Points for Signal, ITS, and Lighting (1) 01/19/2022 FPL Representative to follow up on status of service points (2) 1/25/2022- FPL stated there are being reviewed, stated some locations may not work and will send follow up. (a) 1/26/2022- CEI requested a completion date for the review of the services points. (iii) 1/19/2022- Ron will follow up with Garth regarding locates (h) 1/26/2022- Design is complete, called in locates to check for conflicts, 2 weeks to activate the permit and procure materials. (i) CEI advised that all markings were done 2 weeks ago and JBC will not be remarking. AT&T will be responsible for all markings. (ii) Garth will provide a meeting invite as soon as locates are complete. CEI is unavailable Wednesday mornings and JBC is unavailable Thursday mornings. (3) Adjustment of Manhole Frames (During Phase 1) adjustments are not needed if less than 3/8" (a) Station 347+20, LT 30' (b) Station 635+20, LT 80' (c) Station 635+40, LT 80' b) Village of Tequesta: Samantha provided update via email i) Relocation of Brine Discharge Line Station 1540+25, 65 R.T. to Station 1540+98, L.T. 93' (Temporarily relocating line) (1) 10/13/2021- Reject main on US-1 north of Jupiter Cove has been relocated, the outfall is in the process of being bid with the Village, Village is purchasing materials (a) Advertising for the outfall has commenced. Prebid meeting 11/8/2021 and anticipated Bid close date of 11/18/2021, Pre bid meeting held today, expect to have Contractor ready to begin by the 15t of the year. (b) Bids will be presented to the council at the 12/9/2021 meeting. Temporary relocation work is expected to be completed by the end of the first quarter (2) 10/13/2021- The Village is still pending issuance of Army Core Permit (a) 11/3/2021- Permit has been transferred to a new reviewer, waiting on a response from ACOE about previous coordination and agreements with the reviewer (b) 11/10/2021- still awaiting approval (c) 11/17/2021 - Received RAls, responded, and all needed additional information. VOT expected to have it resubmitted by Thanksgiving (d) Village responded to ACOE comments, waiting to hear back from ACOE (i) 12/8/2021- Awaiting response from ACOE; CEI will follow up and try to expedite (e) 12/15/2021- Still waiting to hear back from ACOE (f) 12/22/2021- had a meeting with ACOE, submitted additional information, and hopes to have the permit by mid -January. (h) 1/5/2022- responded to all questions and received further follow up questions regarding the temporary relocation. Samantha is working on the response today. (i) 1/19/2022- everything has been sent over to ACOE and there is not an update other than the reviewer stating it is actively being worked on (i) 1/26/2022 — No Update (3) 11/17/2021- Village of Tequesta is in pursuit of Contractor — Bids are due today (i) Bidders have been notified that they should be ready to mobilize once the ACOE Permit is issued (ii) Materials will be available by 11/30/2021 (iii) Work is expected to be complete by the end of February. (a) 1/22/2022- VOT asked when during the summer. JBC stated 71112022. (i) CEI stated this would just be for the temporary (ii) Samantha is waiting on a response from management and will provide an update as soon as available 1. 1/26/2022- VOT agrees to delay until 8/2022 ii) Contractor must coordinate with the Village of Tequesta for the permanent relocation of the line once the bridge construction is complete. (Station 1540+98, LT 93' to 1540+34, RT 93') c) Town of Jupiter: (1) Completed d) Comcast: Miya i) Removal of service from wooden Pole for Jupiter Lighthouse & Museum (1) The museum should be relocated by the first week of January 2022. Comcast will coordinate the transfer of services at that time. (a) 12/8/2021- CEI advised that work will be delayed until April due to material shortage for the museum to relocate e) TECO/Peoples Gas: not in attendance i) Relocation of the subaqueous directional bore from 1527+40, R.T. 98' to 1542+80 RT 118' (During Construction Phase 1) UWS Completion Date 01-14-2022 (1) TECO will have as-builts/bore logs provided by the end of January (a) 1/5/2022- TECO is working on as-builts now. (i) 1/26/2022- still waiting on as-builts Excuse Utility Representatives 9:43 a.m. 5) Project Schedule a) Baseline Schedule Pending resolution of server issues (1) 9-22-21 Johnson & Bros are currently unable to access email; JBC stated they are working to resolve the problem and he would notify CEI as soon as they have access. (2) 10/6/2021- JBC is still working through P6 service problems; JBC expects to have an update by the end of the day (3) 10/20/21 pending issues with Oracle; may need to rebuild schedule from scratch (4) 10/27/2021- no update from Oracle JBC is continuing to try and recover files. JBC stated one more week is needed to attempt to resolve before deciding to rebuild. (5) 11/3/2021- JBC stated the schedule would be submitted by the end of November 2021 (6) 11/24/2021 JBC is working on completing and will provide an update early next week (7) 12/08/2021- JBC said they are actively working on it and expect to have it in two weeks (8) 12/15/2021- JBC stated hoping by next week, unable to confirm an exact date (9) 12/22/2021— pending Submittal of schedule — non-conformance will be issued each day until Johnson Bros provide an acceptable schedule.
