Bradford, Chair, EAC rR Cc: NA Date: June 1, 2022 Subject: EAC Matters for the June 8, 2022, EAC Meeting This memorandum addresses a number of EAC agenda items for the EAC meeting on June 8, 2022. These items are primarily in response to a meeting I had with Village Manager Jeremy Allen on May 18. Tree City Application for VOT? As you may know, Tequesta was a Tree City USA member in the 1980's, 1990's and early 2000's. Some have suggested we become a member again. A Tree Board or Department must be created (EAC?); and 2. A Tree Care Ordinance must be adopted; and 3. A Community Forestry Program with an Annual Budget of at Least $2 Per Capita must be adopted; and 4. An Arbor Day Observance and Proclamation must be held annually; and 5. One must apply. Applications for membership begin in September 2022. 1 Page 20 of 24 Agenda Item # It seems like Tree City membership would be a good fit since we encouraged a Trees for Tequesta program and the Village has started the Adopt- -Tree Program. See more below. In addition, we have been asked to recommend streetscape plans for streets in Tequesta. EAC Recommendations for Streetscape Plans At the meeting I had on May 18, Village Manager Allen asked if the EAC would take on the task of recommending streets in the VOT that should have a formal streetscape plan? I told him I thought that the PAC would want to do this. Do we? Here is what it could entail-, 1. Which streets should have a formal streetscape plan? We have discussed the following in the past: a. Old Dixie Hwy. b. US I c. County Line Road 2. What do we recommend for each strectscape plan? 3. In addition, there is the need to formally adopt the existing streetscape plans for Country Club Drive, Tequesta Drive and Seabrook Road in order to protect them and ensure the adopted plan is not compromised. 4. Tequesta Drive has the need to determine if Royal Palms should be replaced in -kind when they inevitably die or should they be replaced with Live Oaks or something else? 5. Here is a list of issues that the Village Manager and I discussed that the EAC will need to consider should be accept the proposed streetscape assignment: a. What other streets, if any, should be added to the proposed strectscaped list? The following streets come to mind for me: i. South Cypress Drive ii. Willow Road ill. North Dover Road iv. Riverside Drive v. Bridge Road vi. Main Street vii. Village Blvd. viii. Others? b. Issues we must consider are for streets with more than one block include should the streetscape plan be modified for each block to avoid the real problem of monotony? c. Trees are not necessarily the only landscaping to be considered in a streetscape plan. d. We are going to need to access some inexpensive landscape design software, better than what some of you have seen me use in the past. Remember, we have a $ 1,000 F-A Page 21 of 24 Agenda Item # donation provided to us by former Village Council member Vince Arena that we have never spent. e. Live Oaks are creating a problem for the Public Works Department. Their root systems easily damage sidewalks, curbs, gutters and roadway pavement. Routine root pruning is expensive and can weaken the tree and many root barriers fall after years in place. Live Oak placement is critical when used. Sometimes a swale can be used for Live Oak placement, but there are setback requirements from the adjacent road, but setbacks can be reduced with the introduction of curb and gutter. Therefore, we need to study tree alternatives and not just keep planting Live Oaks everywhere. Canopies are very important for us here in South Florida. Can we get that large canopy with minimal root problems? Research will be required. This, and other websites, may be helpful in the quest for good recommendations: https://gardenin,gsolutions.ifas.ufl.edu/plants/trees-and-shrubs/trees/ Consideration of Changing the week on the Month for EAC Meetings Mr. Allen suggested that the EAC consider moving its monthly meeting to the fourth week of each month. The current situation, meaning the EAC meets two days before the monthly Village Council meeting, can create problems like we had in May, when I was asked to speak to the Village Council by the EAC on Zoning in Progress for the R-3 zoning district/dunes and due to my schedule, I did not have time to write my comments to them in an email or put my thoughts down on paper in a presentation format. There just wasn't time. If we move our meetings to the fourth week of each month that gives us about two weeks or more before the next monthly Village Council meeting.
